PREFACE
This Annual Administrative Report of the Department of Food and Civil Supplies, Government of Nagaland provides basic details of the Department and its achievements during the year 2011-12. It is hoped that this Report will be found useful by the Members of the Legislative Assembly and others concerned.

INTRODUCTION
Over the years, Public Distribution Sysytem (PDS) has become an important part of Government's Policy for management of food economy in the country. PDS is supplemental in nature and not intended to make available the entire requirement of any of the commodities distributed to the containmnet of rise in foodgrains prices and ensured access of food to the consumers.
PDS till 1992 was a general entitlement Scheme for all Consumers without any specific target. The PDS was later reviewed and replaced by the Revamped Public Distribution System (RPDS) with a view to strengthen and streamline the PDS as well as to improve its reach to the far flung inaccessible areas where substantial section of the poor live.
In June 1997, the Government of India launch the Targeted Public Distribution System (TPDS) with focus on the poor. Under the TPDS States are required to formulate and implement foolproof arrangements for identification of the poor for delivery and distribution of foodgrains in a transparent and accountable manner through the FPS.
ORGANISATION
The Organisation is at three levels namely, (i) Secretariat level (ii) Directorate level and (iii) Districts levels. While the Secretariat is at Kohima, the Directorate is at Dimapur with Officers in all the eleven Districts. The total strength of the Department is 534 excluding the officers and staff at the Secretariat level.
IDENTIFICATION OF BENEFICIARIES:
The Government of India earmarks the number of beneficiaries under each Scheme. The Actual identification under each scheme is done by the Concerned District Administration with the assistance of the Gaon Burahs, VDBs, Village Councils, Town Committees, Ward Members etc,. Ration cards are issued accordingly to the beneficiaries as per the Schemes.
BELOW POVERTY LINE (BPL)
Under the Targeted Public Distribution System (TDPS) the BPL Households were determined on the beasis of population projections of the Registrar General of India for 1995 and the state-wise poverty estimates of the Plannining Commission for 1993-94. Accordingly guidelines were issued to the States to identify the really poor and vulberable section of the Society. The BPL Beneficiaries of the 11 Districts of the State of Nagaland under TPDS are as shown below:-

ANTYODAYA ANNA YOJANA (AAY)
The Antyodaya Anna Yojana Scheme (AAY) came into force with effect from the 1st October, 2001 with a view to reduce hunger amongst the poorest of the poor segments of BPL families. Initially, 18,900 families were identified the Scheme which was raised to 47,500 households with effect from 1st January, 2006. The district-wise beneficiaries are as under:

ANNAPURNA
The Ministry of Rural Development lauched the Annapurna Scheme for indigent Senior Citizens aged 65 Years and above who are not getting Pension under the National Old Age Pension (NOAPS). The Scheme envisages provision of 10kgs of Rice per month free of cost to the Identified Beneficiary. The district-wise beneficiaries under Annapurna Scheme are as under:

WELFARE SCHEME
With a view to meet the reqirement of Welfare Institutions Viz. NGO's, Charitable Institutions etc. not covered under TPDS, foodgrains are allocated by the Ministry for distribution. During 2011-12, under the Welfare Instituions and Hostels Scheme Nagaland recieved 104MTs of Rice & 44.61MTs of Wheat per month for distribution to the Welfare Institutions and Hostels in the State which was successfully implemented.
SC/ST/OBC HOSTELS SCHEME
Under the SC/ST/OBC Hostels Scheme Nagaland recieved 188.075MTs of Rice & 188.075MTs of Wheat per month during 2011-12 for distribution to various SC/ST/OBC Hostels in the State. The Scheme was successfully implemented.
ABOVE POVERTY LINE (APL)
The Population / households not covered under BPL, AAY and ANNAPURNA Schemes are covered through Above Poverty Line (APL).
MIS SECTION.
The Directorate has MIS(Management Information System) Section which deals with the matters relating to Computerization in the Department, e-governance, formulation of New Projects/ Proposals if any and any other related works assigned by the HOD. Though the Section was started during the year 2003-04, it was offically set-up on the 23rd Sept'2010.

FAIR PRICE SHOPS (FPSs)
At present there are 260 Fair Price Shops (FPSs) functioning in the Urban Areas for distribution of foodgarins to the targeted Beneficiaries. All the Village Councils have been given the status of Fair Price Shop for distribution of foodgrains to the targeted Beneficiaries in the Rural Areas.

With the introduction of TPDS in June 1997, BPL Ricce and Wheat are proportionately issued to the beneficiaries. In view of Non-availablility of grinding facilities in the Districts to convert Wheat into Atta, the Government decided to supply Whole Meal Atta in place of Wheat. Accordingly, the Consumer-end Retail Price of Whole Meal Atta is fixed at Rs. 6.25 per Kg w.e.f. 1.1.2009.
LEVY SUGAR
The monthly allocation of levy sugar to Nagaland from the Central Pool through the FCI is 1179 MT per month exclusively on prepayment basis. The Government Policy is to lift the stock of levy sugar from the FCI by the Government appointed State Stockist(s) through the latter’s financial means. When the State Stockist(s) complete the lifting of levy sugar, sub-allocation is made to the districts, sub-divisions etc. On the basis of the "quota for lifting" issued by the District/Sub-Division Authorities, sub-allocated quantities earmarked for each District/Sub-Division are to be released by the Director (F&CS). The sub-stockist(s) concerned in the District/Sub-Division will lift the sub-allocated quantities from the State Stockist(s). When the stock reaches the destination, the Department officials in consultation with the District/Sub-division Administration Authorities further distribute to the consumers through FPS.
IODIZED SALT
The Government generally receives allocation of five to seven rakes in a year. On delivery of Iodised Salt by the State Nominee, it is tested by the medical authority at Dimapur to ascertain the required quantity of iodine before distribution to the districts for sale to the consumers. From time to time, the Department along with the Department of Health goes on surprise checks to ensure that only iodized salt is made available in the market. However, the arrival of the Iodised Salt is very irregular. It has been observed that the consumers prefer well packaged Iodised Salt in the Open Market.
TRANSPORTATION
With the introduction of Targeted Public Distribution System (TDPS) from 1st June 1997, the Government of Nagaland had decentralized the processes of procurement and transportation. All the districts have been authorized to collect their allocation from the FCI depots on pre-payment basis through their FPS/Nominees/Village Councils/VDBs etc.. In regard to transportation charges, a mechanism has been devised to transfer a portion of transportation cost to the consumers and release back to the transporters by way of reimbursement of transportation charges and the remaining portion of the transportation charges is reimbursed from FCI.
GODOWN NETWORK
The Central Government’s policy is to have one Food Storage Depot (FSD) of the FCI in each district. However, only the following four FSDs are presently available in Nagaland :

CONSTRUCTION PROGRAMME
The Department has completed construction of 50 MT capacity godowns at Sanis and Jalukie, construction of Double Unit buildings at Dimapur during 2011-12.
MARKET PRICE CONTROL
Market prices are fortnightly and regularly collected from each and every district and sub-divisional Headquarters. Wholesale prices of Essential Commodities are obtained from Chamber of Commerce, Dimapur for comparison of price trends in various locations in the State. Fortnightly wholesale and retail sale prices in the State are compiled and submitted to the Central Government for production of price bulletins.
VIGILANCE COMMITTEES
The District administration has been given a major role for implementing the schemes under TDPS. Instructions and guidelines have been issued to the District Administration for the constitution of Vigilance Committees right from the Fair Price Shops and Village levels up to the District levels so as to oversee the implementation of the Schemes and to review at least once in a month as well as to redress public grievances.
OPEN MARKET SALE SCHEME (DOMESTIC) OMSS(D)
The Government of India Ministry of consumer Affair, Food & Public Distribution allocate Rice, Wheat under OMMS to all the State to augment the requirement of foodgrains under TPDS Scheme at Open Market Prices. However, due to higher Price of the commodities under the Scheme the lifting has been marginal.
