Accounting Specialist

Summary

Under the supervision of the Finance Manager, this position is responsible for performing professional accounting work within a complex functional area requiring advanced application and use of concepts, theories, principles, practices, regulations and terminology of accounting. Areas of assignment will include the preparation, analysis maintenance, review, and validation of accounting and financial information consistent with a comprehensive understanding of governmental accounting in accordance with generally accepted accounting principles (GAAP), applicable regulations, and Authority policies and procedures. Will exercise a high degree of judgment on diverse and specialized accounting projects and have significant accountability and on-going decision-making associated with the work.

Essential Job Functions

1. Responsible for handling accounts payable including: receives receipts from purchasing,

matches receipts with invoices and submits to appropriate department heads for approvals prior to entering invoices into system for payment.

2.Responsible for posting move-out charges to resident accounts.

3.Balances tenant accounts receivable (TAR’S) on a weekly basis.

4.Assists with the close-out of TAR’S on a monthly basis.

5.Assists with the establishment, modification, documentation, and implementation of

accounting procedures; reviews financial transactions and procedural activities and

reports exceptions to management.

6.Compiles and analyzes financial information to prepare entries to accounts, such as

monthly and year-end adjustments to general ledger accounts, and to document

financial transactions; utilized advanced functions of accounting software for the

development of databases (developing queries and specific sorts) and complex

spreadsheets.

7.Researches and interprets current accounting literature including, but not limited to,

GASB, FASB, and AICPA promulgated pronouncements, etc. Projects financial impact

of changes in accounting procedures, principles, regulations; summarizes and reports

findings to Finance Manager.

8.Keeps immediate supervisory and other co-workers in the department informed

concerning work progress, including present ant potential work problems and

suggestions for new or improved ways of addressing such problems.

9.Participates in research, evaluation, and development and implementation of new or

revised accounting procedures and systems.

10.Prepares supporting schedules for annual audits; document requirements and

processes; serves as liaison to external auditors.

11.Assists with special accounting projects, taking responsibility for the administration and

integrity of the program.

12.Performs any other related and appropriate duties in support of the strategic goals as

required.

Knowledge, Skills, and Abilities

1.Extensive knowledge of Generally Accepted Accounting Principles (GAAP) as

prescribed by the Governmental Accounting standards Board (GASB), and

applicable pronouncements prescribed by the Financial Accounting Standards

Board (FASB).

2.Knowledge of the Government Finance Officers Association (GFOA)

Government Accounting and Auditing Financial Reporting (GAAFR) publication,

as amended.

3,Knowledge of Office Management and Budget (OMB) Circulars A-87 and A-133,

as amended.

4.Ability to analyze, interpret, and manage complex accounting, fiscal technical

projects using an advanced level of professional judgment and initiative; ability to

use logical and creative thought processes to develop solutions according to

written specifications and/or verbal instructions; ability to prepare accurate and

reliable reports containing facts, fin dings conclusions, and recommendations.

5.Knowledge of computer applications to have the ability to summarize transactions, organize data for financial reporting and analysis, assist in

correcting software problems and in customizing software to meet unique data

needs.

6.Advanced computer/software and analytical skills (i.e., spreadsheet linking,

financial statement building, downloading/importing data, etc.); ability and

willingness to quickly learn and put to use new skills and knowledge brought

about by rapidly changing information and/or technology.

7.Ability to exercise professional judgment in recommending, establishing, and

implementing revised procedures to the accounting system for the treatment of

financial transactions as required by regulatory pronouncements.

8.Competency to identify unusual or questionable items and to suggest and

implement revised procedures to the accounting system for the treatment of

financial transactions that will produce tangible and accurate results.

9.Ability to communicate well with others.

10.Ability to work for sustained periods of time maintaining concentrated attention to

detail.

11.Ability to work evenings, weekends, or other non-traditional hours, as required.

Physical Nature of the Position

1.Must be physically able to operate a variety of automated office machines including computers, copiers, printers, facsimile machines, telephone, etc.

2.Must be able to work, move, or carry objects or materials such as files, computer printouts, and reports.

Minimum Qualifications

1.Five (5) years of progressively responsible accounting experience in which

primary responsibilities include the analysis of complex general ledger accounts,

the preparation of financial budgets, and the preparation of annual financial

statements in conformity with generally accepted accounting principles,

preferably in a governmental or public agency setting.

Special Requirements

1.Ability to be covered under the Authority’s fidelity bond.

2.Must possess a valid Alabama driving license.
