For Lot 1: the amount of work involved under this lot is assessed at approximately 150 man-days for the first year.

Two man-day rates shall be provided, one for the Senior experts and one for the Junior experts as defined in 2.3 This price must be a flat rate and include all administrative costs.

The costs incurred by the missions and by the participation in the technical activities as travel costs and Daily Subsistance Allowances for overnight stays will be reimbursed based on the rates published by the European Commission at the actual dates of the mission. The costs for the technical activities as seminars, conferences and trainings will be reimbursed under Reimbursables where appropriate, in accordance with the special provisions which will be defined in each Specific Contract/Purchase Orders.

Should the implementation of these technical activities financed from the Reimbursable budget need to be sub-contracted, the respective contract will have to be awarded via a competitive procurement process that will ensure transparency and fair competition for potential sub-contractors.

The contract shall be awarded to the most economically advantageous tender (the tender offering the best price-quality ratio) after consulting a number of operators as indicated below:

§  for contracts ≤ €60.000 at least five operators

§  for contracts ≤ €25.000 at least three operators

§  for contracts ≤ €5.000 one operator

§  up to and including € 500 costs may simply be paid against invoices.

The correctness of the procedure and the choice of sub-contractor shall be confirmed by the Agency prior to the implementation of each of the sub-contracted activities concerned.

For Lot 4: the estimation is based on 25 training sessions by 1 week with an average number of 15 participants during the entire duration of the framework contract – 4 years

Two man-day rates shall be provided:

·  One for the training sessions provided externally (in the country of the recipient authority): the rate shall be presented as a man-day rate per instructor. (In other words, what the contractor will charge per day for each instructor sent out to deliver a course abroad.)

·  One for the training sessions delivered at the contractor's premises. In this case, the rate shall be presented as the daily rate charge per day and per trainee.

This price must be a flat rate and include all administrative costs.
