Reporting Relationships:Reports to Maintenance Supervisor. Contacts normally include administrative and branch staff, contractors, County Facilities Management personnel.

Supervisory Responsibility:The work may provide limited supervisory responsibilities relative to the Maintenance Mechanic I. Technical support is provided to building custodians.

Overall Purpose of Job:This is skilled and semi-skilled work with responsibilities as the mechanic in charge on jobs involving the repair, renovation, and maintenance of library system buildings, equipment, and grounds. Work involves responsibility for the independent performance of a variety of skilled mechanical and building trades work. Work includes activities related to complex and heavy equipment and intricate building facilities. This work also includes responsibility for maintenance, repair and upkeep of the library's fleet of vehicles. Work may involve serving as an Automotive Equipment Operator in making deliveries of library materials throughout the County. Work is performed under the supervision of the Maintenance Supervisor.

Minimum Qualifications: Graduation from high school/equivalency program or vocational school, and three years of experience in one or more of the building and mechanical trades; or an equivalent combination of experience and training that has provided the knowledge, abilities, and skills listed below.

Necessary Special Requirement: Possession of a valid non-commercial Class C motor vehicle operator's license issued by the State of Maryland with a good driving record.

%A.Maintenance and Repair

  • Performs skilled carpentry, plumbing, heating, air conditioning, electrical, roofing, sheet metal, masonry, painting, and decorating or related building, grounds, and equipment maintenance and repair work
  • Inspects and diagnoses problems and determines the best wayto correct them, often using blueprints, repair manuals, partscatalogs, etc
  • Repairs and maintains shop tools and cleaning equipment
  • Repairs and rebuilds furniture; constructs shelving
  • Maintains stock of maintenance supplies
  • Uses common hand and power tools such as screwdrivers, saws, drills,wrenches, and hammers as well as specialized equipment and electronictest devices
  • Plans and designs carpentry, plumbing, and electrical projects
  • Plans and carries out minor interior and exterior renovations to buildings such as creating closets, storage, offices, etc.
  • Installs and moves partitions, doors, shelves, and other non-structuralfixtures
  • Procures and installs replacement parts and fixtures
  • Maintains and repairs lawn and grounds maintenance equipment
  • Leads and participates in large scale and routine preventivemaintenance procedures
  • Monitors machinery and equipment operations, performs adjustments and repairs

%B.Equipment Operation and Maintenance

  • Manages Library's fleet of vehicles.
  • Ensures that vehicles are regularly cleaned and scheduled for preventive maintenance
  • Maintains vehicle logs and related records
  • Ensures that vehicle service needs are met as soon as possible after reported
  • Develops strategies for providing reliable service from the fleet
  • Drives vans or other vehicles in carrying out field assignments and in the delivery or collection of library materials.

%C.Technical Support

  • Provides training and technical support for the maintenance work performed bybuilding custodians.
  • Assists in the development and execution of maintenance trainingfor the system
  • Advises building custodians on the use of materials and equipmentin their work

%D.Safety

  • Responds to reports of fires, vandalism, and other emergencies at library facilities and takes corrective and protective measures required in emergency situations.
  • Calls for emergency services from contracted vendors
  • Files incident reports
  • Prepares recommendations as appropriate for preventive measures
  • Maintains safe work environment.
  • Follows library system's safety standards
  • Recommends safety improvements

%E.Management Support

  • Works as mechanic in charge on miscellaneous maintenance and repair tasks on library buildings, fixtures, and equipment.
  • Assigns tasks to, instructs, and monitors work in progress of Maintenance Mechanic I
  • Prepares and maintains necessary records and reports.
  • Keeps Maintenance Supervisor informed of work progress, problems, and successes
  • Consults with managers and supervisor on maintenance requests for service

Working Conditions:

1

1.Physical Demands: Performs variety of tasks in a single day, generally at a number of different locations. May stand for long periods, lift heavy objects (50+ lbs.), and work in awkward and cramped positions or on ladders. Work requires a considerable amount of movement and physical activity.

2.Emotional Demands: Some pressure related to sustained periods of high-volume activity and multiple deadlines.

3.Social Environment: Most work performed when others are around; may work alone occasionally.

4.Physical Environment: Some exposure to uncomfortably hot or cold environments. The work environment is characterized by conditions which may be dusty or dirty. Possible exposure to disagreeable odors and some hazardous conditions.

5.Mental Demands: This is skilled technical work requiring sound reasoning and independent judgment. Initiative and ingenuity are expected of this employee in the diagnosis and satisfaction of maintenance needs, but work is carried out normally in response to service requests and general instructions from the Maintenance Supervisor.

Special Working Conditions:

The incumbent of this position is considered emergency personnel and may be required to respond to emergencies or perform duties outside of regular work hours.

Knowledge, Skills, and Abilities:

1.Considerable knowledge of the practices, methods, and tools of one or more of the building and mechanical trades.

2.Considerable knowledge of the hazards and safety precautions peculiar to various building and mechanical trades.

3.Ability to understand and work from complex sketches, penciled layouts, plans, blueprints, and specifications.

4.Ability to plan, assign, and supervise the work of others.

5.Ability to prepare and maintain moderately complex records and to make reports.

6.Skill in the use of a wide range of tools and equipment of the building and mechanical trades.

7. Knowledge of the procedures for safe and efficient operation and maintenance of passenger and light commercial vehicles.

8.Ability to organize, plan, and execute work with minimal supervision.

9.Ability to work effectively under pressure.

10.Knowledge and skills necessary to work effectively as part of a team toward the achievement of common goals and objectives.
