Initial Proposal to Modify the Master Agreement

The Association proposes the following:

  1. A total package increase of 8.8% to include the following:
  2. An increase in the Schedule C base generator
  3. An increase in the Schedule D base generator
  4. A longevity step for those employees who have reached the ends of their salary schedule lanes
  5. Agreed upon new positions on Schedule D
  6. Agreed upon increases in individual Schedule D positions
  7. An increase in the District’s portion of single and family health insurance (plans A & B) so that the cash in salary from the flex dollars is maintained at the current levels, and/or an increase in flex dollars.
  8. An increase in flex dollars to cover any increases in single dental insurance
  9. An increase in the District’s portion of life and LTD insurance
  10. A monthly payment to a tax sheltered annuity
  11. An increase in the generator base for the RN lane to 100% of the generator base for schedule C
  12. The addition of an MA-45 lane with an agreed upon protection for current teachers under staff reduction procedures.
  13. A proposal to include money allocated by the legislature for salary enhancement under the Teacher Quality Act as part of the base salary.
  14. Adoption of any agreed upon recommendations of the transfer committee (set up under last year’s agreement) and inclusion of the ratified language concerning the opening of new buildings.
  15. Under Article XVIII.D.6 add a new part e, which reads as follows: “No involuntary transfer shall be made when a qualified voluntary applicant exists.”
  16. Under Article XVII.B.1, change the last sentence to read: “Except in unusual or emergency circumstances, meetings will not be held before the scheduled start of the work day,” and add the following sentence: “Meetings prior to or subsequent to the work day shall not exceed 30 minutes per calendar month.”
  17. Concerning Article XIV: Temporary Leaves of Absence
  18. Add the new elementary building at 3 leaves to the list in A.1.c
  19. Increase accumulated personal/emergency leave to seven days
  20. In A.2 the first sentence shall read as follows: “At the beginning of every school year, each Employee shall be credited with five (5) paid days for illness in his or her family; an additional five days shall be credited for either the birth or adoption of a child.”
  21. Modify Article VI and Schedule B to provide for a one-time dues deduction authorization.
  22. Modify Article XVI.D to make the contract reflect requirements for the Teacher Quality Committee under the Teacher Quality Act.
  23. In Article XIX.A: add the following to the first sentence: “,including the handbooks “Teacher Evaluation (Licensed Teachers)” and “Teacher Evaluation (1st and 2nd Year Teachers)” and building level evaluation forms and documents.”
  24. In Article XIX.D add the following sentence: “ Career teacher assistance is designed to provide clear intervention and remediation for experienced teachers whose job performance has been determined to not meet Iowa Teaching Standards. The procedures referenced previously in the District handbooks are meant to provide a structured process for teachers who have been identified as needing additional assistance and support in order to maintain an acceptable level of performance.”
