ANIONIC FLOCCULANT SUPPLY TECHNICAL SPECIFICATIONS

ARTICLE 1. SUBJECT OF WORK

1.1.  500 m.tons of Anionic Flocculant will be purchased for use at the Borax Pentahydrate Factories of Kırka Boron Works of Eti Mine Works General Management.

1.2.  Eti Mine Works General Management will be referred as the “ENTITY”, Kırka Boron Works will be referred as the “PLANT MANAGEMENT”, the bidding firms will be referred to as the “BIDDER” and the successful bidder of the tender will be referred to as the “CONTRACTOR” herein under.

ARTICLE 2. REQUIRED QUANTITY

500 m.tons of anionic flocculant will be purchased.

ARTICLE 3. BID SCOPE AND REQUIRED CHARACTERISTICS

3.1.Required Technical Properties :

-Physical Appearance : White granular powder

-Particle Size : - 0,75 mm : max. %80

-Bulk Density : 0,65 – 0,83 gr/cm3

-PH (solution having 1% concentration at 25 o C) : 5.5 – 8,0

-Acrylic Acid Content : 12 – 17 %

-Dissolution Time : max. 2 hours (for a solution of 4 g/l in pure water at 25 oC)

-Viscosity : 20-50 cp (solution having 0.1% concentration at 25 o C)

·  Brochure or letters showing the technical specifications and application related with the flocculant will be presented with the bid.

·  Technical specifications will be guaranteed by the Seller.

·  Shelf life of the material will be minimum 24 months.

ARTICLE 4. WORK ENVIRONMENT AND CONDITIONS:

Run of mine tincal is dissolved in borax mother liquor having 96 +- 2 C temperature and it is fed to decanter centrifuges after mixed with anionic flocculant solution. Liquid phase, discharged from decanter centrifuges, is re-mixed with anionic flocculant in certain amount and then subjected to settling down in the first stage thickener. The overflow of the thickener is fed to the filters.

ARTICLE 5. WORK COMMENCEMENT DATE, DELIVERY TERM, DELIVERY PLACE AND CONDITIONS

5.1. Delivery Period:

500 m.tons anionic flocculant should be delivered as 2 parties, according to the program indicated below :

I. st party; 250 m.tons anionic flocculant should be shipped in the second week of January 2018.

II. nd party; 250 m.tons anionic flocculant should be shipped in July 2018.

The first party product will be the production of the last months of 2017 and the second party will definitely by the production of 2018.

ARTICLE 6. REQUIRED DOCUMENTS, INFORMATION AND SAMPLE

6.1.  Firms will provide 100-gram samples in protected suitable containers along with their bids. The bids of firms not presenting the sample will not be taken into evaluation.

6.2.  The purchased product must have analysis certificate. Products without analysis certificate will not be accepted.

6.3.  Firms will present the Material Safety Datasheet Form, issued by persons designated by the accredited body, for the offered chemicals in Turkish language at the delivery.

ARTICLE 7. BID AND PAYMENT CONDITIONS:

7.1.  Bid and Payment Conditions:

7.1.1.  Inland: Bids will be presented in TL

7.1.2.  Abroad: Bids will be presented in USD/EURO.

7.2.  Partial Bids: This article is left blank.

7.3.  Advance Payment: Advance payment will not be made for this work.

7.4.  Elements other than Price: Elements other than price will not be taken into consideration in the bids.

ARTICLE 8. INSTALLATION, TEST, STARTUP AND PERFORMANCE TESTS

ARTICLE 9. ACCEPTANCE PROCESSES

Flocculant delivered by the contractor will be accepted after the control and inspections to be carried out in the scope of the following conditions.

9.1. Flocculant will be subjected to testing under the process conditions at the Plant’s Laboratory and the borax pentahydrate factories after delivery at the Kırka Boron Works. Necessary controls and measurements will be made and the receipt process will be realized if found to be conformant.

ARTICLE 10. WARRANTY

10.1. Material/Machine-Equipment Warranty: Flocculant will have a warranty term of minimum 24 hours.

ARTICLE 11. FINES

11.1. In the event of failure of the contractor in delivering the product, the fine specified in the administrative specifications will be applied.

ARTICLE 12. OTHER ISSUES

12.1. Bidders are required to submit approximately samples of 100 grams with their offers. Bidders shall ensure that the physical and chemical properties of the sample to be tested fully conform to the technical requirements. Bids received without samples shall be ignored.

12.2. In order to determine physical and chemical properties, samples shall be tested in the plant laboratories and anionic fluccolant samples conforming to technical properties that are specified in Article 3 will be tested in process conditions.

12.3. Each sample submitted by the bidders and conforming to technical properties that are specified in Article 3 will be used to prepare flocculant solution with 0.1% concentration in plant laboratories and will be tested at borax pentahydrate factories at process conditions. After all tests, the samples that satisfy the clearness value of 46, which is the clearest value in clearness scale, at minimum consumption (ml.) will be regarded as satisfactory.

12.4. After the consignment of flocculants to our work site, samples will be taken randomly from the packages in order to determine the conformity of products to the technical specification and to previously sent sample. Non-conforming products shall be refused. If the ordered product is delivered instead of the refused product, all related costs ( customs, freight, financial loss etc.) shall be borne by the bidder.

12.5. Bidder shall warrant that flocculant to be supplied is newly produced. There will not be any substance or contamination apart from flocculant in the packages.

12.6. The method being used in plant laboratories concerning Acrylic Acid Content, which is one of the above required technical properties, is given in the attachment. Bidders shall indicate that they accept this method used in our plant.

Packing:

Flocculants shall be packed in 25 kg. PE bags stacked on pallets with min 500 kg. to max 1,000 kg. capacity. Packaging shall be suitable for land and sea transportation that will ensure the protection of the materials against moisture, dust, etc., and it shall be packed safe against spoilage for a period of 24 month shelf life. Furthermore, palletized product will be wrapped tightly with PE packaging and contact with water will be prevented. The packages shall be suitable for forklift handling. Wooden pallets shall be used.

ANALYSIS METHOD OF ACRYLIC ACID %

EQUIPMENT:

1-  Scale having 0,0001 precision

2-  Beaker of 400 ml. capacity

3-  Magnetic Mixer

5-  Measure of 500 ml. capacity

6-  pH meter

REAGENTS:

1-  Ethyl Alcohol

2-  0,1 N HCl

3-  0,1 N NaOH (REA - S - 4)

METHOD:

1-  Samples of approximately 0,2 gr. for anionic flocculant respectively are measured by a scale having 0,1 mg. precision.

2-  Sample is taken into the beaker of 400 ml. capacity having 5 ml. ethyl alcohol inside in order to dissolve flocculant.

3-  Distilled water of 300 ml. is added slowly while the beaker content is being mixed by a magnetic mixer. By increasing the mixing speed slowly, dissolution is satisfied. (If necessary, solution is heated up to 60ºC in order to increase dissolution speed). This process can be between 30 minutes to 4 hours according to the anionicity degree and molar weight of flocculant.

4-  By adding 0,1 N HCl over dissolved flocculant, pH 3 or lower is satisfied.

5-  Solution is titrated with 0,1 N NaOH solution in micro burette of 5 ml. capacity by using pH meter. Acrylic acid content of sample is calculated from NaOH consumption between pH 3,3 and 7,0.

6-  CALCULATION:

Similar analysis, if NaOH consumption between pH 3,3-7,0 is more than one drop by applying in a cup having no flocculant, calculation is made by subtracting it from the above consumption.
