ANDHRA PRADESH STATE FILM TELEVISION AND THEATRE

DEVELOPMENT CORPORATION LIMITED

Ø  The Government of Andhra Pradesh has established Andhra Pradesh State Film Television and Theatre Development Corporation for the development of film industry in the State.

Ø  The Government has nominated the Corporation as a single authority to co-ordinate and implement all the schemes/ matters relating to the promotion of film industry in the State.

Ø  Andhra Pradesh is the first State in the entire country to earmark 7% of the Entertainment Tax collected for the development of Cinematograph Films and Arts in the State.

Ø  MISSION

Ø  To ensure and place Telugu Film Industry on firm footing along with Television and Theatre Arts in the State of Andhra Pradesh through sustained growth.

Ø  ACTIVITIES UNDERTAKEN:

Ø  FINANCIAL ASSISTANCE

Ø  The Corporation has sanctioned loans for construction of cinema halls, studios, and setting up of infrastructural units for the development of Telugu Film Industry in Andhra Pradesh.

Ø  LOANS TO CINEMA HALLS:

Ø  The Corporation with a view to provide exhibition outlets in the state formulated a scheme for sanction of financial assistance for construction of cinema halls at Rural areas, Mandal Head quarters, semi-urban areas and Cinema halls affected due to natural calamities. Presently the scheme of Loans to Cinema halls has been dispensed with.

Ø  As a part of development of film industry in the State the Corporation has sanctioned Loans for setting up of studios and other infrastructural units . Land has allotted to the entrepreneurs for setting up of studios and infrastrucrual units.

Ø  Presently the Corporation is not sanctioning loans for construction of cinema theatres or setting up of infrastructural units.

Ø  INCENTIVES FOR TELUGU FILM INDUSTRY

ISSUE OF ENTERTAINMENT TAX CONCESSION CERTIFICATE TO FILMS

Ø  With a view to encourage the production and exhibition of films in Andhra Pradesh the Government have announced package of new incentives with rationalization of the system of levy of Entertainment Tax and the same have received tremendous response from the industry.

Ø  All the Telugu feature films registered with the corporation, produced and released in the state are offered concession in Entertainment Tax @ 7% for Low Budget Telugu films, and @ 15% for High Budget Telugu films, subject to fulfillment of conditions as stipulated in this regard.

iii) SUBSIDY TO TELUGU FEATURE FILMS

Ø  The objective behind this scheme is to ensure that concessions attract producers to produce more number of Telugu films, by utilizing existing infrastructural facilities available within the State.

Ø  Government have revised and ordered for payment of cash subsidy of Rs.10 lakhs for Low Budget Telugu feature films registered with the corporation from 9.7.1999, produced and released in the State and adjudged as Low Budget Good film by Low Budget Good Film Selection Committee constituted by the Govt.

Ø  As per present rules, payment of cash subsidy to the tune of Rs.10.00 lakhs is restrict to two Low Budget Good Films.

v  With regard to Telugu feature films an amount of Rs.271 lakhs is to be disbursed towards cash subsidy which includes Rs.195 lakhs payable towards Low Budget good feature films already selected by the Committee constituted for the purpose [years 1995 to 2002].

CASH SUBSIDY TO CHILDREN FILMS PRODUCED IN THE STATE

Ø  From the year 2000, the eligibility of cash subsidy to Telugu Language Children film produced in the state has been enhanced to Rs.20.00 lakhs

Ø  The Government have with effect from 14th November, 2001, ordered for payment of enhanced cash subsidy to Rs.35.00 lakhs as follows:

Ø  Rs.5.00 lakhs payable directly to the Laboratory on behalf of the Producer for making release prints

Ø  Rs.15.00 lakhs payable directly to the Producer after release of the film with a minimum length of 9,000 ft, and with minimum 7 release prints.

Ø  Sanction of Rs.15.00 lakhs as additional incentive by way of Cash subsidy for the Children films produced in Telugu Language, subject to certification of Good film Selection Committee constituted by the Government for this purpose..

v  The films of which Scripts are approved by the Children Film Script Committee and Corporation shall only be eligible for Registeration with the Corporation for grant of incentives under Children Films scheme.

v  The Corporation is yet to release cash subsidy of Rs 185 lakhs to the Children Films produced and released in the state . The release of cash subsidy is pending for want of adequate budget allocation by the Government. Presently the proposals of Children Films are not being processed as no funds are being released.

NANDI FILM AWARDS

·  Nandi Film Awards were instituted from the year 1964 onwards

·  The aim of awards is to encourage the production of films in telugu language with high technical excellence and aesthetic values bearing cultural, educational, and social relevance, and also promoting the integration and unity of the nation.

·  Awards are given in the categories of Feature Films, Feature Films on National Integration, Children’s Films, Documentary Films Educational Films, and Books/Articles on Telugu Cinema in Telugu Language for the Best Films, Producers, Directors, Artistes, and Technicians in the form of Golden Nandi, Silver Nandi, Bronze Nandi, and Copper Nandi.

·  The Government, in its G.O. Ms. No. 375, GA (I&PR) Department dated: 11.09.1998, have issued orders transferring this scheme to this Corporation Limited and since then the Corporation has already conducted Awards to Films for the years from 1998 to 2010.

NTR NATIONAL FILM AWARD

·  NTR National Film Award was instituted in the memory of Late Sri N.T. Rama Rao, the doyen of the Telugu Cinema and former Chief Minister of Andhra Pradesh to be presented to an eminent film personality every year for outstanding contribution to the growth and development of Indian Cinema to be selected on All India basis.

·  The award consists of a cash prize of Rs.5.00 lakhs, prestigious memento, citation, and shawl.

·  Eminent film personalities honoured with this award.

RAGHUPATHI VENKAIAH AWARD

·  The Government has instituted “Raghupathi Venkaiah Award” in the year 1980.

·  This award is given to a film personality for his outstanding contribution to the growth and development of Telugu Cinema every year.

·  The award shall carry a cash prize of Rs.2 lakhs Gold Medal, and Citation.

·  Eminent film personalities honoured with this award.

B.N. REDDY NATIONAL FILM AWARD

·  The Award is called ‘B.N.REDDY NATIONAL FILM AWARD’.

·  This award may be presented to a film personality for his outstanding contribution to the growth and development of Telugu Cinema as well as Indian cinema every year.

·  This award consists of cash prize of Rs.2.00 lakhs, a special memento and citation.

·  This award shall be given to an eminent film director.

·  As the award is being presented at National level, it should symbolize Indian film industry as a whole.

NAGIREDDY & CHAKRAPANI NATIONAL FILM AWARD

·  The award is called “NAGIREDDY & CHAKRAPANI NATIONAL FILM AWARD’.

·  This award is presented to a film personality for his outstanding contribution to the growth and development of Telugu Cinema as well as Indian cinema every year.

·  This award consists of cash prize of Rs.2.00 lakhs, a special memento and citation.

·  The memento should symbolize multiple functions of film industry.

·  As the award is being presented at National level, it should symbolize Indian film industry as a whole.

NANDI TV FILM AWARDS

·  Nandi TV Film Awards were instituted from year 1990 onwards.

·  The aim of awards is to encourage the production of TV films in Telugu language with high technical excellence and aesthetic values bearing cultural, educational, and social relevance.

·  Awards are given in the categories of Tele Films, T.V. Features, T.V. Mega Serials, T.V. Daily Serials, T.V. Children’s Films, T.V. Documentary Films, TV Educational Films, and T.V. Socially Relevant Films in Telugu Language for the Best TV Films, Producers, Directors, Artistes, and Technicians in the form of Golden Nandi, Silver Nandi, and Copper Nandi in addition to cash prizes.

·  The Government in its G.O. Ms. No. 4, GA (I&PR) Department, dated 4.1.2000 have issued orders transferring this scheme to Andhra Pradesh State Film Television and Theatre Development Corporation Limited and since then the Corporation has already conducted Awards to Films for the years from 1998 to 2007.

·  Nandi TV Film Award Presentation Functions were held at Hyderabad. In view of the far reaching nature of TV, the Government proposed to organize the Awards Presentation Ceremony at various district headquarters and accordingly the awards for the year 2004 was presented at Karimnagar, for the years 2005 & 2006 at Visakhapatnam, for the year 2007 at Tirupathi , for the year 2008 to at Hyderabad and for the years 2009 and 2010 at Mahabubnagar.

NANDI THEATRE AWARDS

·  The Government, in its G.O. Ms. No. 80, GA (I&PR) Department, dated 1.3.99, have issued orders instituting Nandi Theatre awards from the year 1988 onwards.

·  The aim of awards is to encourage creative work in presentation of theatrical plays and to develop entire Telugu theatre in a new direction with novel ideas and modern conceptions to make a mark of its own in the realms of National Theatre.

·  Awards are given in the categories of Padya Natakams, Social Plays, and Social Play-lets in Telugu Language for the Best Theatrical Plays, Nataka Samajams, Directors, Writers, Artistes, and Technicians in the form of Golden Nandi, Silver Nandi, and Copper Nandi in addition to cash prizes.

·  After introduction of the awards to theatrical plays, the Corporation has already conducted awards for the years from 1998 to 2008.

·  Nandi Natakotsavams for the years from 1998 to 2003 were held at Hyderabad. Subsequently, the Government have decided to hold Nandi Natakotsavems not only in Hyderabad but also in different part of the State for the benefit of the people in the Districts. Accordingly, the Nandi Natakotsavams for the year 2004, 2005, 2006, 2007, 2008,2009,2010 which were held at Vijayawada, Tirupati, Nizamabad, Rajahmundry, Nellore, Nandyal and Guntur respectively.

·  The Corporation has also been staging the award winning plays in the various places in the State .

·  In the year 2006, the Government has introduced a scheme of giving financial assistance to reputed and/or established Nataka Samajams in the State which are conducting competitions at the rate not exceeding Rs.25,000/- (Rupees twenty five thousand only) to each Nataka Samajam to meet its requirements to stage its play, buy/hire drama material/equipment required to stage its play in various centers, subject to a maximum of 20 (twenty) Nataka Samajams per year; and also to conduct drama festivals in different parts of the State to promote theatre activity in a big way.

TELUGU NATAKA RANGA DINOTSAVAM

·  Since World Theatre Day is celebrated on 27th March every year through out globe, other State in the Country are observing theatre day of their respective State on different dates, Telugu Theatre has completed 125 years of its existence, and that keeping in view of the representations from Theatre Personalities and Nataka Samajams, the Government, in its G.O.MS 182, GA (I&PR) Dept. dated: 15.04.2006 have issued orders declaring April 16th as Telugu Theatre Day (Telugu Nataka Ranga Dinotsavam) on the occasion of the birthday of Late Sri Kandukuri Veeresalingam Panthulu, who is the first generation modern Telugu Play writer and also the first director and samajam organizer.

·  ‘Telugu Theatre Day’ is celebrated on 16th April every year through out the State.

·  The main function is being held at Hyderabad jointly by APSFTVTDC, Telugu University and Department of Culture.

·  Similarly at the District level also the event is being celebrated in a befitting manner like organizing of Work shops/Seminars, rallies, facilitations in association with local theatre personalities, Nataka Samajams, and the District Cultural Councils.

·  Giving due recognition to the day, Telugu plays including Nandi Theatre award winning plays are being staged thought out the state.

·  Reputed theatre personalities are being honoured at State Headquarters and District Headquarters with cash awards.

PRATHIBHA RAJIV PURASKARAM:

·  The “Prathibha Rajiv Puraskaralu” were instituted in the year 1996 in the fields of Literature, Fine Arts, Science, Social Service and other fields like Sports etc., who has made outstanding contribution in their respective fields, whose financial status is unsound, with a cash awards of Rs. 50,000/-a shawl and a citation.

·  The Government have issued orders in G.O.Ms.No.647, G.A.(I&PR) Dept. dated 13.11.2006 the work relating to conducting of “Pratibha Rajiv Purskaralu” has been transferred to the Corporation to take up presentation of these awards and since then the Corporation has already presented these Awards for the years from 2006 to 2010.

iv) ISSUE OF SHOOTING PERMISSIONS TO PRODUCERS

v  The Corporation has been authorised by the Government to issue shooting permissions to the producers for shooting of films at public places in state viz; roads, parks, reservoirs, dams etc. as a Nodal Agency.

v  The Corporation on request from the film producers process the applications received and issues proceedings for conduct of shooting at locations situated iat various places in State. The fee relating to actual location are collected by the Corporation which are forwarded to the respective of Heads of Departments every month. The film producer collects the permission issued by the Corporation and approach the location in charge to conduct the shooting.

v  The corporation is also issuing shooting permission to children film makers at free of cost for shooting at public places.
