Completion of Road Length
Against a target 55020 km only 41444 km road length was completed i.e. 75% achievement in targeted length during 2007-08.
Only 6 States have achieved their target length i.e. Haryana (114%), Himachal Pradesh (120%), Manipur (422%), Nagaland (104%) Punjab (101%), Rajasthan (107%).
Rajasthan alone has contributed 9,888 km (24%) of total 41,094 km road constructed upto March 2008.
Only 15 other States Andhra Pradesh, Arunachal Pradesh, Assam, Chhattisgarh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Mizoram, Orissa, Sikkim, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal have achieved more than 50% of the target during 2007-08.
Bihar NEAs having large length target (1000km or more) the achievement is less than 50%. Progress in the state of Tamilnadu and Orissa though marginally above 50% also needs to be accelerated.
In respect of States having target in the range of 500-1000 km, performanceof J&K (26%) and Jharkhand (29%) needs to be accelerated.
States having target less than 500 km, performanceof Bihar (REO) (15%), Kerala (26%), Meghalaya (30%) and Tripura (13%) needs to be accelerated.
Habitation Connectivity
Against a target of 14,015 only 11,305 habitations (81%) is connected during 2007-08.
Only 7 States have achieved their habitation targets i.e. Arunachal Pradesh (123%), Gujarat (109%), Himachal Pradesh (181%), Madhya Pradesh (127%), Rajasthan (128%), Karnataka (157%) and Uttar Pradesh (116%). Target for Haryana was nil.
Rajasthan alone has contributed 3,055 habitation (27%) of total combined achievement of all States i.e. 11,305 habitations.
5 other States Assam, Chhattisgarh, Mizoram, Tamilnadu and West Bengal – have achieved more than 50% of target habitation during2007-08.
Andhra Pradesh, Bihar REO, Bihar NEA, J&K, Jharkhand, Kerala, Maharashtra, Meghalaya, Nagaland, Orissa, Tripura, Sikkim and Uttarakhand have achieved less than 50% of target whereas Goa, Manipur, and Punjab has not shown any achievement during 2007-08.
Special attention needs to be given during 2008-09 by all States to cover habitations identified under Bharat Nirman on priority.
Expenditure
Against target of Rs. 12140 crore expenditure only Rs. 10,633 crore (88%) is incurred during 2007-08.
Eight States – Haryana (144%), Himachal Pradesh (102%), Karnataka (116%), Madhya Pradesh (105%), Maharashtra (100%), Manipur (321%), Rajasthan (112%) and Uttar Pradesh (120%) have achieved the expenditure target during 2007-08.
Fourteen states – Andhra Pradesh, Arunachal Pradesh, Assam, Bihar (NEAs), Chhattisgarh, Gujarat, J&K, Kerala, Mizoram, Orissa, Punjab, Sikkim, Tripura, and West Bengal – have achieved more than 50% of the target during 2007-08.
Among States having large expenditure targets (Rs.400 Cr or more) –Bihar NEAs, Orissa and West Bengal - need to step up their expenditure.
Bihar (REO), Jharkhand, Meghalaya, Nagaland, Tamilnadu have achieved less than 50% of the target.
