Analysis of The Researchers’ Perception on Performance Appraisal and Its Use at The Spices and Medicinal Crops Research Institute – Bogor

Qualified human resources are important assets and the key for success in achieving the goals of an organization. To have qualified human resources, human resources development programs are essential and one of those progams is through a fair and objective performance appraisal system. The implementation of performance appraisal and its use at The Spices and Medicinal Crops Research Institute (SMCRI) – Bogor at present has not yet been realized optimally, so there is a lack of motivation in researchers to improve their performance.

This study aims at analyzing the researchers’ perception toward the performance appaisal and its use as well as formulating a performance appraisal model and its fairer and more objective use for researchers.

This study uses a descriptive method with case study approach. Data are collected from questionnaires and interviews with 52 sample researchers. The sample taking is carried out through Simple Stratified Random Sampling. The processing of data is carried out using Criteria Span Analysis and Chi Square Test.

The result of study identifies that in general respondents are on the neutral position except for the researcher who have already had job descriptions, which are on the positive position. This condition reflects that currently there are researchers on the doubtful position toward the existence of evaluation and its use. Meanwhile, for the evaluation and its desired use, the respondents’ attitudes show very positive-to-positive condition toward all aspects analyzed.

The result of study also shows that there is no difference in response/attitude of the group of respondent by age toward all aspects of the performance appraisal and its use at present except for the evaluation objectivity aspect and the input from superior. Based on the period of service, the group of respondent also has similar responses/attitudes toward all aspects analyzed except for the evaluation objectivity, which shows a difference. Based on education and career ranks, the group of respondent has similar responses/attitudes toward all evaluation aspects and its use. The priorities, which are the basis for formulating the performance appraisal model and the use desired by researchers, are : the evaluation should have clear standards, the target settting should be done by the researchers’ superior together with the researchers, the evaluation should be done by the researchers’ superior and the evaluation result should be used for researchers’ career development.
