1. Background Information
Introduction:
Springer + Science & Business Media currently publish over 1,900 journals in 11 subject areas in science, technology, medicine and humanities & social sciences.
This offer relates to the renewal of the 2011-2012 SpringerLink agreement.
Two options are available: see Section 2 for full details.
Previous NESLi2 Agreement:
The existing two-year NESLi2 Agreement with Springer for journals ends in December 2012.
Standard Pricing:
Journals:
  • Print plus online access: free online access included with the print subscription for the current year only.
  • Online-only: At 100% of the print price excluding postage charges and with no limitation on the number of simultaneous users. Electronic access is included back to 1997 with archive rights to the subscribed year.
  • Print plus enhanced electronic access: at 120% of the print price, electronic access is included back to 1997 with archive rights to the subscribed year
  • Springer’s standard journal price increase for 2013 is 5.1%, overall content increase is 7.5%

2. Commercial Information
Offer to UK Academic community :
OPTION 1: CLOSED CONSORTIUM AGREEMENT
This is a three-year, electronic-only agreement covering January 2013 to December 2015.
There will be a single payment and a single licence agreement signed by JISC Collections. The licence includes a sub-licence which each institution will accept via the JISC Collections website.
An economic opt-out clause is included in the agreement at the end of each year for those institutions that may find themselves compromised by budget constraints. This is a top-level opt out clause involving intervention by the Vice Chancellor or appropriate member of the university’s senior management team.
All options offered below are for online-only access. Any print still required may be purchased at Deeply Discounted Print rates of 25% of list price (75% discount).
The number of titles in the Springer Collection is currently 1910.
OPTION 1 requires a Single Payment to be made by JISC Collections to the publisher. In order to achieve this in a timely manner, orders must be placed on the JISC Collections website by 1st October 2012.

  • Print subscribers convert to online only at 95% of the 2013 rate
  • Price increase:
  • 2013: 3% on 2012 agreed expenditure
  • 2014-15: 3% increase annually over 2013/2014 paid
  • Minimum journal base spend of €5,000. For customers whose base spend is below this amount, a minimum participation fee of €5,000 applies.
  • Enhanced licensing options to include access to associated SMEs and secondary schools
  • Archival rights to the full list of titles for the years of the contract (1st January 2013 to 31st December 2015).
  • 10% Discount offered on Springer eBook collections. Institutions should contact Helen Ellis () for a tailored quotation.
OPTION 2: Institutional Licenses
  • E-only licence
  • Print subscribers convert to online only at 95% of the 2013 rate
  • Individual NESLi2 licence between Springer and each institution
  • Access to a list of 1,250 titles
  • Three-year commitment or annual renewal
  • No discounted e-book package options
  • Archival rights to the full list of titles (1,250 titles) for the years of the contract (1st January 2013 to 31st December 2015).
Pricing
  • 3.5% increase annually (three-year commitment)
  • 3.99% increase annually (one-year commitment)
Further Education institutions: the 2013 fee for access to all Springer content is €500.

3. Title Information
Journal titles Information:
Option 1: There are 1,913 titles included in the 2013 agreement. This is an decrease of 13 titles compared with 2012.
Option 2: There are 1,250 titles included in the 2013 agreement.
Open Access Policies:
Springer operates its ‘Open Choice’ model which allows authors to pay to have their article published in open access form.
For 2013 the standard Author fee is $3,000
Springer has published a number of articles using the Gold Open Access model that have appeared in subscription journals. Of these journals, 74 have at some point since the inception of Open Choice reached a level of paid open access submissions that has caused the subscription price to either be frozen or reduced. Springer reviews journal pricing and Open Access submissions annually so a price decrease in one calendar year does not necessarily mean a continued price decrease the following year.

Access to currently available contemporary journal backfiles (to 1997 in most cases) is included in this offer.
4. Licence Information:
NESLi2 Licence and any Amendments:
Option 1: The licence and sub-licence have yet to be agreed by Springer.
Option 2: The NESLi2 model contract and licence will be used, and have yet to be finalised with Springer.

Opt-out clause:
Springer has agreed to include the opt-out clause should institutions find themselves economically challenged for the second or third year of the agreement (2014-15).
Access after Termination:
Post-termination access is granted to Springer-owned journals, both subscribed and unsubscribed, and this will be free of charge for the first two years after cancellation. Thereafter access will be granted at a nominal annual maintenance charge of EUR 500, increased annually by a maximum inflation increase of 5%, or supplying at cost price archival copies via DVD or ftp protocol of the Licensed Material

6. How the offer meets the negotiation criteria
Option 1 meets the target of a maximum price increase of 3%.
The price increase for Option 2 falls slightly outside the 3% criterion but was deemed by EIRWG members to be acceptable on the basis of recent past pricing restraint and increases in content.
JISC Collections is still negotiating with Springer over the future inclusion of extra clauses in the licence concerning Open Access and Additional Authorised Users.

How to Order:
Option 1: This will be ordered via the Closed Consortium Agreement/single payment.
- Please contact Springer to agree your 2013 journal expenditure
- PLACE YOUR ORDER VIA THE JISC COLLECTIONS WEBSITE and provide your Order Reference (if required) by 1st OCTOBER 2012.
Springer will provide JISC Collections with a list of participating institutions and amounts.
- JISC Collections will then send out invoices for the amounts due.
- The payment due date to JISC Collections will be 30th November 2012 for the 2013 period.
- We shall provide further information about the order and payment dates for 2014 and 2015 in due course.

Springer is compliant with Athens and the UK Access Management Federation (Shibboleth).
In addition to accessing the content via SpringerLink, access is also available via the gateway services, SwetsWise and EBSCOHost EJS. This may involve additional cost to institutions.
