Subject: Confidential License Plate Request

Effective Date: September 4, 2014

Policy Statement:

In accordance with Georgia Law (O.C.G.A. 40-2-37) only Department of Natural Resources vehicles operated by POST certified personnel and used for covert or secret investigatory law enforcement functions may display a confidential license plate. The purpose of confidential plates is to provide safety, security, and confidentiality for designated DNR personnel. The confidential plate can only be used on Department owned or leased vehicles. State law does not permit their use on privately owned vehicles. Only authorized POST certified personnel may operate a vehicle that has been issued a confidential license plate. Misuse of confidential plates may affect the Department’s and/or assigned personnel’s use of confidential plates. Managers and/or personnel who misuse confidential plates are subject to disciplinary action.

Procedure:

All Confidential License Plate requests must be submitted to the DNR Fleet Coordinator.

To request a confidential license plate, prepare a letter for the Commissioner’s signature. This letter should be addressed to the Department of Revenue, Motor Vehicle Division. Requests for confidential license plates must be in writing and on Department letterhead stationary. The request letter must accompany all transactions and include:

a. Transaction request type (i.e. new vehicle, transferring, renewing, or canceling confidential license plates).

b. A descriptive synopsis as to what the vehicle is being used for (i.e. undercover purposes, surveillance, investigatory, etc.).

c. A brief description of the vehicle (Vehicle Identification Number (VIN), year model and make).

d. The PBLE Number of the vehicle's driver.

e. The name and contact information for a person in case of inquiries.

In addition to the letter, a Department of Revenue Agency Registration Form (Attachment 1) must also be completed. This form must be completed and submitted with every license plate transaction.

Applicable fees must be included with request

The fee for a title is $18.00 per vehicle. The fee for issuance or renewal of a confidential license plate is $20.00 per vehicle. The fee to transfer a current confidential tag to a new vehicle is $5.00 per vehicle. Checks should be made out to the Department of Motor Vehicle Services.

Submit the letter, completed agency registration form, and applicable fees to the DNR Fleet Coordinator who will:

1. Submit to the Commissioner for approval signatures and prepare the necessary paperwork to submit to the Department of Revenue.

a. Necessary paperwork for a new vehicle:

1. Title/Tag Application typed in full (Attachment 2)

2. Certificate of Origin/MSO

3. Copy of mileage certificate

4. Agency Registration Form signed by the Commissioner

5. Signed letter from the Commissioner

b. Necessary paperwork for an old vehicle:

1. Agency Registration Form signed by the Commissioner

2. Signed letter from the Commissioner

3. If applicable, Emissions Inspection Certificate or Exception Waiver

If the vehicle is titled and tagged in a county that requires an emissions inspection, then this inspection must occur before you renew your tag. The only exception to this requirement is if the vehicle is tagged and titled at the headquarter address but is based in a county that does not require an inspection. In that case, you must submit an Exception Waiver from the Department of Natural Resources (404) 363-7028.

2. Submit request to Department of Revenue, Motor Vehicle Division.

Applications may be dropped off at: Motor Vehicle Division, 4125 Welcome All Rd, Atlanta, GA 30349 or submitted by mail to Motor Vehicle Division, Attention: Cecelia Mingo Dealer Registration/Confidential Tags, P.O. Box 740381 Atlanta, Georgia 30374-0381.

NOTE:

If a vehicle with a confidential plate is transferred or surplused, please notify the Department Fleet Coordinator immediately. The Division must notify The Department of Revenue, Motor Vehicle Division so the confidential status of the vehicle's registration can be released.
