BYLAWS

ARTICLE I. NAME, EMBLEM

1. Abbreviation. The approved abbreviation of the name of the Society, where an abbreviation is proper, shall be ASCE.

2. Emblem. The design, specification, and the guidelines for the use of the emblem of the Society shall be as prescribed by the National Board.

ARTICLE II. MEMBERSHIP

1.  All undergraduate and graduate members of the Bucknell University community may become local members of the Student Chapter. In order to become a local member, students must register online at www.asce.org at the national level. Dues must be remitted in full at time of joining.

2. A membership drive will be conducted in the Spring semester of each year.

ARTICLE III. CHAPTER DUES

1.  Membership is contingent upon an initial payment of $15 to the chapter for the first year’s dues.

2.  When renewing one’s annual membership, dues are $10 to a member in good standing. Good Standing requires knowledge of one’s membership number beginning in 2013.

ARTICLE IV. MEETINGS

1.  Officer meetings shall be held once-a-week (generally Tuesdays at noon) unless extenuating circumstances prevail. Consideration should be taken to a time when the advisor can attend along with all elected officers.

2.  Meetings of the entire society will be announced via signage, e-mail, and class representatives. At least one meeting each semester is expected along with several social gatherings and technical presentations. At any of these gatherings, Chapter business can be relayed to the general membership.

ARTICLE VI. ELECTIONS

1.  Elections for executive offices shall take place in December of each year at the Annual Year End Banquet. Nominated persons must be present at banquet in order to be elected unless approved prior to by the board. Senior advisors are also selected at this time.

2.  The elected officers must be members of ASCE at the time of election.

3.  The supporting officers shall not be elected in December. Elections will take place during the first week of classes in the Spring Semester. Nominations will be taken. Students may nominate themselves or a fellow student. Students must confirm and accept nominations. Students may run for all positions offered to their class. Voters specify choice for each officer position. Student with more than one first place ballot should be contacted in order to choose preferred position. Position not chose will be given to second place. Number of officers per class will be based on the class year distribution represented among the Executive Board (minimum representation, including exec. Board, is 3 per class).

4.  Election Procedure. Notification and description of all executive officer positions will be distributed to all members. Nominations will be taken. Students may nominate themselves or a fellow student. Students must confirm and accept nominations. All nominated persons shall write a short statement of goals and qualifications to be read at the Banquet.

5.  Ballot. VP Technical shall create a ballot of all nominees and all executive officer positions which will be distributed to all civil engineering students present at the banquet. Ballots will be collected and counted by the President and Vice President. For each office, the member receiving the most votes shall be declared elected.

ARTICLE VII. ANNUAL REPORT

1. To assist in completing the annual report, historian shall keep a typed record of the events in accordance with the activity sheet template found in the ASCE folder. The typed record will then be given to the Secretary who will be responsible for organizing and maintaining these records.

2. The annual report, which is to be submitted each February to the National office, shall be compiled primarily by the outgoing President with assistance by the outgoing executive officers.

ARTICLE VIII. NEWSLETTER

The Student Chapter should make every effort possible to distribute a newsletter to the student civil engineering body at least once each semester compiled by the event planner and historian.

ARTICLE IX. AMENDMENTS

Amendments to these bylaws are at the discretion of the Executive Officers. A vote of four-fifths is necessary to amend these Bylaws.
