Minutes of meetingheld on Tuesday 7th October2014
In TarvesPrimary School at 7.00 pm.

Councillors Present: Allan, Cameron, Davidson (Chair), Deane, Hekelaar, Massie, Middleton, Taylor, and Thomson.

Also Present: - P Johnston (who left early to go to another meeting)

Apologies: McWilliam, Sisley, A Hendry, J Gifford.

Minutes of Previous Meeting on 16th September 2014,

Minutes of previous meeting were proposed for approval by WMand seconded byBD.

Declarations of Interest – no declarations of interest were expressed.

Barthol Chapel Matters –Trees at Church –Trees have been felled/trimmed and are looking good. New Graveyard Wall – Chair will report loose coping. Monitoring ofTraffic in Barthol Chapel Area –BCCA will follow this up. BCCA – new chairperson is needed.Broadband –No further action as yet. Weekly Lists – thanks to Chair for circulating. RD will arrange for approved TCC mins to continue to go on notice board. Roads – Ian Daniels is to speak to both farmers re drainage at Gateside. – Road will be closed at Gateside junction from 27th Oct. –Traffic survey - has been set up by PB on the website.

Matters arising

Old Schoolhouse – Amenity Order – No further update; - still waiting on Area Manager to confirm how matters will proceed.TarvesSchool–Work is ongoing. See Local Members Report. Public Toilets –– Window fixed, but nothing else done. Play Equipment in Existing Parks–consultation extended to end of October. Amenities Group could write to Rotary to see if they would like to donate a bench. Core Paths PlanDiscussions are on-going - PJ.

Matters Remaining Unresolved-Burnside of Keillyford Road – No further information. Overwoodhill road – work will commence soon. Gullies at Craigies – no action to date.Chain Lodge Hedge –Road closed and work commences on 13th October. Tarring in Braiklay Avenue – still to be rectified. Substationbehind Melvin Hall – finished and tidied – looking good. Sewage smell inDuthieRoad – Still an ongoing problem –New reference Number is: - 4866886. Seems to be triggered by rain. HT is aware.NHSGrampian/Tarves Health (Pharmacy) court case –Meeting of CCs still to be arranged. Bus Shelter List – Still to be done.Wall in Square – Not done but in hand.Corner between Fochel Mill and Milton of Fochel Cottage- Work done.Community Renewables - no action as yet. New Lamp-post in Square – not in position agreed. Not sure that there are Christmas Light connections – chair will ask Phillip Leiper.

NHS Grampian have asked if they can publish the CCs submissions reprevious Haddo Medical Group Dispensing review (2012)– they are public documents and no objections as long as local residents are consulted again should any further review of Dispensing take place. Model scheme for establishment of CCs –. Chair has contacted FRM CC re possible boundary change to include the area around Denhill as residents here are more connected with Barthol Chapel/Tarves than Fyvie

Local Members report

Drainage at Nether Kirkton –. (Ref no: - 245723)Not completed.School Improvements – On-going. Landscape Services have agreed that the area of planting in front of the war memorial should be altered and work should be done soon. After some discussion, it was agreed that gravel and flower tubs would be the best solution. Conifers along the graveyard wall need to be removed as roots can disturb foundations and cause damage. Bede Way Ground – PJ has a proposal to plant orchard trees there and has an outlet for the community grown apples in a Community Food Initiative. No objections from TCC. Dogs in Playparks – Ian Robertson will meet with Environmental Health & Head of Roads – Env Health want a no dogs policy.

Roads, Paths and Signs –

Sign near Mill of Fochel Cottage – not yet fixed.Trees in Square – need to be trimmed back. School Lane sign – has been badly bent. Stop sign at Craigdam – has been turned again, Sign near Bain’s Park – fixed.

Planning Matters. Braiklay Croft Site– application will be forthcoming. Raitshill – application for dwellinghouse and workshop – members concluded that this is a site which has not been developed previously and there appears to be no justification for new dwellinghouse. Chair will ask Planning if there is justification and if not CC will object as Policy does not permit Greenfield development in absence of acceptable justification.

AOCB–. Braiklay playpark – very wet and water running across road. A Mackie Avenue resident has a problem with the size of the trees bordering her house – advised to speak to Aberdeenshire Council. Grass cutting – thanks expressed to Chair for cutting Dog Walk and paths in area inc Prop access. Chimney at Schoolhouse – precarious – Chair will advise Shaun Norman.
