A meeting of Dunholme Parish Council took place on Wednesday 14th December 2016 in the Jubilee Room of Dunholme Village Hall.

16/12/01Chairman’s remarks

The Neighbourhood Plan has now been finalised with a few minor amendments to grammar etc. and is due to go out to referendum on 19th January 2017.

16/12/02To resolve to accept apologies and reasons for absence

On a proposal from Cllr Burre, seconded by Cllr Mrs Nicholls and following a vote it was unanimously RESOLVED to accept apologies and reasons for absence from District Cllr Diana Rodgers.

16/12/03Disclosure of pecuniary interests

Cllr Lewis declared an interest in agenda item 13 as a member of the DDIBC.

16/12/04Notes of the meeting held on 14th September 2016 to be approved and signed as the minutes

This was deferred to a future meeting to allow Councilors’ an opportunity to read amended minutes.

16/12/05Notes of the meeting held on 9th November 2016 to be approved and signed as the minutes.

On a proposal from Cllr Gregson, seconded by Cllr Mrs. Nicholls and following a vote, it was unanimously RESOLVED to sign the notes of the last meeting as a true record of events.

16/12/06To receive reports from representatives on outside bodies (e.g. Police/LCC/WLDC)

WLDC – a subcommittee has been set up to look at Healthcare within Lincolnshire.

A ministerial report has been published stating that where there is a Neighbourhood Plan in place the 5-year land supply policy will not apply – Neighbourhood Plans can be amended to show this policy. District Cllr England will forward the necessary link to the Clerk to circulate around the Parish Councillors.

16/12/07Clerk’s report

Post Office – Spoke to Stuart at the customer service department who is chasing up an update and will contact the Clerk when any further information is known.

Graveyard – Awaiting a site visit with the contractor

Benches – Resident query regarding the siting on Market Rasen Road. It was agreed by all to install the benches in the original sites along Market Rasen Road, Woods End and opposite the war memorial.

DDIBC exterior maintenance – All completed.

Spring – The Clerk is chasing up on a regular basis.

Garage –An email has been sent to Acis to complain about the upkeep of the garages on Tennyson Drive. They are due to send an inspector out to view the area – the Clerk will chase up an update for the next meeting.

135558 – 18 Allwood Road – to erect a two-storey side extension – On a proposal from Cllr Lewis, seconded by Cllr Pache and following a vote, it was unanimously RESOLVED to submit no comments to WLDC regarding this application.

133546 – Rear of 34 Ryland Road – Erection of dwelling – On a proposal from Cllr Gregson, seconded by Cllr Mrs Nicholls and following a vote, it was unanimously RESOLVED to submit no comments to WLDC.

Clerks Action – contact WLDC and ask for their view on back filled developments in existing plots.

16/12/11Village Hall Lease

  • To receive an update regarding therenewal of the lease

16/12/12Play Parks

  • To receive an update on the improvement of the play parks and take any necessary action

Site meetings and the retrieval of quotes is ongoing.

16/12/13Bowls Clubs

  • To receive and decide upon quotes for necessary maintenance to the roof of the DDIBC

Cllr Barrett is still awaiting a reply from McConnells with regards to the pitched roof.

The Council are awaiting 3 reports from Roofing Contractors with their recommendations on what maintenance is required.

The Clerk will contact the DDIBC as the air conditioning units are leaking and need repairing before any roofing work can take place. It is recommended that they ask their supplier to visit the site and repair – the run off inlet is too high and needs looking at also.

Cllr Barrett believes that the units were serviced within the last year – the DDIBC will be asked for clarification of this.

  • To receive and decide upon quotes to upgrade the CCTV system to the exterior of the DDIBC

The Clerk will obtain further quotes for the upgrade of the equipment.

16/12/14Neighbourhood Plan

  • To receive an update and take any required action

Referendum is taking place on 19th January 2017.

Open meeting to be arranged a week before the referendum.

16/12/15Council Functions

  • To discuss and take any necessary action regarding the listing of village premises as community assets

On a proposal from Cllr Gregson, seconded by Cllr Pache and following a vote, it was unanimously RESOLVED that Cllr Gregson will contact the village hairdresser and the co-op with regards to listing the premises as community assets.

  • To discuss and take any necessary action regarding the provision of a Christmas tree disposal service in January 2017

On a proposal from Cllr Pache, seconded by Cllr Mrs Nicholls and following a vote, it was unanimously RESOLVED to accept a quote from James Pilford to undertake a Christmas tree disposal service during January 2017.

  • To receive and take any necessary action regarding a request for a village bus shelter

It was agreed by all not to erect a bus shelter in the village.

16/12/16Tennis Buddies

  • To discuss and take any necessary action regarding solicitor’s comments of the Tennis Buddies lease proposal.

On a proposal from Cllr Gregson, seconded by Cllr Pache and following a vote, it was unanimously RESOLVED to accept the recommendations of the Council’s solicitor. The Clerk will forward a copy to Tennis Buddies to consider.

16/12/17Village Maintenance

  • To consider any maintenance jobs required around the village and play areas

On a proposal from Cllr Burre, seconded by Cllr Gregson and following a vote, it was unanimously RESOLVED to undertake the following the maintenance jobs around the village: -

  • The Clerk will contact WLDC dog warden to see if there is any specific wording or bye laws for dog signs on the village play areas. Once this has been confirmed, new signs will be ordered to advise owners to keep dogs on leads at all times.
