MINUTES OF STOW ON THE WOLD TOWN COUNCIL’S PLANNING, TRAFFIC & PARKING COMMITTEE HELD ON TUESDAY 7TH JUNE 2016 AT THE YOUTH CLUB CENTRE, FOSSEWAY, STOW ON THE WOLD, GLOUCESTERSHIRE GL54 1DW AT 7.00 PM

PRESENT: Councillors: A White (Chairman), V Davies, S Clarke, M Moseley, C Smalley, Mrs H Sipthorp, Clerk of the Council & 1 member of the public

Also in attendance: Advisors: Messrs: J Baggott, N Surman & G Parke

Public Participation: The member of public present asked if anyone from Council would be attending tomorrow’s CDC Planning Committee Meeting.

1.  ELECTION OF CHAIRMAN – RESOLVED – That Cllr White be re elected as Chairman. Proposed Cllr Smalley, seconded Cllr Moseley. RECORD OF VOTING – 4 in favour, 1 abstention. Motion carried.

2.  APOLOGIES FOR ABSENCE: Councillors: M Curtis, S Green, B Eddolls & J Scarsbrook & Advisors Messrs: C Ayers, A Eastabrook & S Jones.

3.  DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA: None.

4.  MINUTES OF MEETING HELD ON 5TH MAY 2016: RESOLVED – After an amendment on Page 002 was noted in that under Point 7 Cllr Moseley should be changed to read Cllr Curtis it was proposed by Cllr Smalley, seconded by Cllr Clarke that the Chairman should sign the Minutes as a true and accurate record. RECORD OF VOTING – 3 in favour, 2 abstentions. Motion carried.

5.  CLERK’S REPORT AND MATTERS ARISING FROM ABOVE MINUTES

Clerk reported that Committee’s comments in relation to the planning applications for 16/01418/OUT – Outline Application for the Erection of a primary Health Care Centre and associated infrastructure, parking and landscaping at Land parcel Stow Fair Site & 16/00733/FUL - Full Application for Change of use from a chapel to form 4 holiday flats and a retirement flat; including external alterations and roof extension at Methodist Chapel Sheep Street had been forwarded to the CDC.

Nothing had been received or heard from English Care Village and agreed no action required.

GCC A429 Scrutiny Report – Clerk confirmed that the Committee’s comments had been sent and had been acknowledged by the GCC Officer.

List of outstanding issues raised with CDC Enforcement Officer. Mr Parke kindly offered to compile a list and will let the Clerk have this in due course.

Clerk also confirmed that she had been in touch with GCC Highways with regard to the following complaints/observations:-

Kerbstones have been damaged, on corner of Union Street (Clifton Close) and Well Lane, by large vehicles going to the building works at Ashton House site.

Hedges encroaching footpath from Union Street to St Edward’s Drive, on the Oddington Road.

White Hart have put tables and chairs out on the pavement and causing people, wheelchairs, mobility scooters, prams etc to have to walk in the road.

Clerk had also chased Mr Skillern on the various jobs outstanding around the town after a walkabout on 18th April 2016 but no response as he is currently on annual leave.

6.  CHAIRMAN’S ANNOUNCEMENTS

Cllr White reported that the Council had engaged Counsel to look at the McCarthy & Stone Reserved Matters Planning Application for land North of Tesco. This is in relation to whether there is a case to be made for CDC to insist on a fresh application.

Chairman went on to say that he would be attending the Planning Appeal for the McCarthy & Stone planning application on former Stow Agricultural site. He would be speaking on behalf of Council and would major on the change of use aspect. This is taking place at the Moreton Area Centre.

He ended by saying that a meeting had been set up with Bromford Housing next week to discuss the Spring Gardens road repairs.

7.  USE OF PROJECTOR TO VIEW PLANNING APPLICATIONS

Clerk suggested that the Committee view planning applications in this format and perhaps just have one hard copy of the application for future Meetings. Agreed that the Committee would trial this new way of working and see how it goes.

8.  MR ANDREW EASTABROOK’S DESIGN CRITIQUE ON MCCARTHY & STONE’S PROPOSED HOUSING ON LAND NORTH OF TESCO, FOSSEWAY, STOW ON THE WOLD

Discussed in conjunction with Item 10 b) below.

9.  BUILDING WORKS AT THE GRAPEVINE

Clerk had contacted the CDC Enforcement Officer. He had replied saying he had spoken to the owner and they will now put in a retrospective planning application from the company so that they can attempt to regularise the situation.

All agreed that this was yet another example of numerous instances around the town where owners have failed to follow the normal procedure of applying for planning permission and end up applying retrospectively. Clerk requested to ascertain, over the past 5 years, how many stop orders have been issued, how many planning applications have been applied for retrospectively and how many of these have been permitted etc etc.

10.  PLANNING APPLICATIONS:

a)  Planning Application No 16/01851/FUL – Full application for erection of a porch and flat roof rear dormer, application of render to external walls and alterations to existing openings at Rowans 3B Mount Pleasant Close, Stow on the Wold

Members were concerned about the property being rendered after the works had been completed as it was a semi detached property and would like assurances that the neighbour has been consulted and is happy with this. Mr Parke is also to supply a paragraph for the Clerk to include referring to the use of rendering which is mentioned in the Council’s emerging Neighbourhood Design Code.

RESOLVED – To give the above objections/comments. RECORD OF VOTING – All in favour.

b)  Planning Application No 16/00139/REM – NEW DETAILS - Approval of Reserved Matters pursuant to outline permission granted under ref 13/05360/OUT for the erection of 44 extra care apartments, green open space, car parking and landscaping at Land North of Tesco, Fosse Way, Stow on the Wold.

Meeting discussed the Design Critique kindly prepared by Mr Eastabrook. Chairman and Clerk to compile a letter of objection to Planning Officer using the content of Mr Eastbrook’s document and is to also ask that a public car park be incorporated into the application pointing out that this is the last potential site available in the town. RESOLVED – Agreed. RECORD OF VOTING – All in favour.

c)  Planning Application No 16/02142/TCONTR - Works to trees in conservation area for tree work indicated on submitted plan at Stow Lodge Hotel, The Square, Stow on the Wold Noted.

d)  Planning Application No 16/01962/FUL – Change of opening hours from 8.30 am to 6.30 pm to 8.00 am to 11.00 pm Tuesday to Saturday at The Coffee House, 2-4 Church Street, Stow on the Wold

RESOLVED – No objection to extended opening hours providing the following condition be placed on the permit that it remains for “eat in” only. RECORD OF VOTING – All in favour.

11.  DECISION NOTICES: None.

12.  TRAFFIC & PARKING UDPATE

Clerk to confirm ruling in relation to AA signboards as another sign has appeared on a footpath.

It was also suggested that perhaps the Council should liaise with shop owners and possibly estate agents too and make them aware of the Council’s emerging Neighbourhood Plan Design Code.

Clerk to make a list and photograph offending A Boards that are blocking the footway/highway in the town.

Several metal bollards, around the town, have been snapped off causing a potential trip hazard. Cllr Clarke offered to photograph the various locations and then the Clerk will to take up with GCC Highways.

It has been noted that vehicles are parking on the dropped kerbs in Back Walls/Lower Park Street.

13.  ITEMS TO BE DISCUSSED AT THE NEXT MEETING

Chairman said that the CDC’s final consultation on the Local Plan is scheduled to commence at the end of June. The exact date is still to be confirmed and would run for 6 weeks. Clerk requested to send a link to the CDC website so that the Members could take a look in advance of the consultation draft to all Members of the Committee.
