ALLEGED IRREGULARITIES IN THE RECRUITMENT OF TOWN CLERK FOR LUUKA TOWN COUNCIL

The Inspectorate of Government received and investigated the complaint above where it was alleged that:

  1. The District Service Commission (DSC), Luuka, resolved to offer appointment to Mr. Bosco Muhamed Kabbale as Town Clerk of Luuka Town Council, whereas he lacked the requisite work experience in Urban Management and did not qualify for the post.
  1. Mr. Bosco Muhamed Kabbale had pending disciplinary cases against him which he committed in the course of his duties and he irregularly changed his names and added on Muhamed for unknown reasons.

Investigations carried out by this office established that:

  1. On the 12th of January 2012, Luuka Town Council ran and advert in the New Vision Newspaper in which a number of vacancies including the post of Town Clerk were advertised. However, the job requirement for the post of Town Clerk did not conform to the guidelines as contained in the Public Service “Jobs Description and Specifications for jobs in Local Governments, 2011”.
  1. Following the advert, Mr. Bosco Muhamed Kabbale (among other applicants) applied for the post of Town Clerk, upon which he was shortlisted, did interviews and was appointed by Luuka DSC under Min. No. LK/DSC/03/2013, to the same position. Mr. Bosco Muhamed Kabbale did not have all the job requirements for the said post including the need to have six(6) years as working experience at a senior level and was not recommended by his immediate supervisor.
  1. During the recruitment exercise, the then Ag. Secretary DSC, Luuka, Mr. Ibrahim Wandira Munulo irregularly delegated his office to the Ag. Principal Personnel Officer, Luuka, without approval from the CAO, Luuka,
  1. In December 2012, the Town Clerk, Iganga Municipal Council verbally cautioned Mr. Bosco Muhamed Kabbale for mismanaging the procurement process, as member of the Technical Evaluation Committee; following a report issued by the Public Procurement and Disposal of Public Assets (PPDA) Authority.
  1. Mr. Bosco Kabbale had sworn an affidavit to incorporate the name Muhamed to his initial names.

Given the above findings, the DSC Luuka is ordered to rescind the appointment of Mr. Bosco Muhamed Kabbale as Town Clerk for Luuka Town Council, and inform this office of action taken as soon as possible, in any case not later than 90-days from the date of this communication.

By copy of this letter, the CAO Luuka District is instructed to ensure compliance and also caution the then Ag. Secretary DSC, Mr. Ibrahim Wandira Munulo against irregular delegation of his duties.

ALLEGED IRREGULARITIES IN THE RECRUITMENT OF TOWN CLERK FOR LUUKA TOWN COUNCIL

The Inspectorate of Government received and investigated the complaint above where it was alleged that the District Service Commission (DSC), Luuka, resolved to offer appointment to Mr. Bosco Muhamed Kabbale as Town Clerk of Luuka Town Council whereas he lacked the requisite work experience in Urban Management and did not qualify for the post.

Investigations conducted established that:

  1. On the 12th of January 2012, Luuka Town Council ran an Advert in the New Vision Newspaper in which a number of vacancies were advertised including that of Town Clerk, Luuka Town Council. The Advert was run by Kaliro DSC on behalf of Luuka Town Council. However, the job requirement for the post of Town Clerk did not conform to the guidelines as contained in the Public Service “Jobs Description and Specifications for

jobs in Local Governments, 2011”.

  1. The Ag. Secretary Kaliro DSC, Ms. Betty Baluka failed to guide the Commission on the right thing to do as required of her, thus contravening the provisions of the guidelines. As a result of the above anomalies, Mr. Bosco Muhamed Kabbale was irregularly appointed to the post of Town Clerk Luuka Town Council.

Given the above findings, you are hereby ordered to caution the Ag. Secretary, Kaliro DSC, Ms. Betty Baluka and inform this office of the action taken, within 30-days from the date of this letter.
