2010 LOCAL RULES
ECLL SOFTBALL
ALL PITCHERS MUST WEAR A HELMET WHILE PITCHING, HELMET DOES NOT NEED TO HAVE A FACEMASK, OR PITCHER CAN WEAR A FACE SHIELD THAT COVERS FACE AND TEMPLE INSTEAD OF A HELMET
ALL SOFTBALL BATTING HELMETS MUST HAVE A FACEMASK
TIME LIMITS: REG SEASON
6-7-8 SOFTBALL 1:15 (HOME TEAM COMPLETES ITS AT BAT)
9-10 SOFTBALL 1:30 (HOME TEAM COMPLETES ITS AT BAT)
11-12 SOFTBALL 1:45 (HOME TEAM COMPLETES ITS AT BAT)
JUNIOR 1:45 (HOME TEAM COMPLETES ITS AT BAT)
TEAMS MAY HAVE ONE MANAGER AND TWO COACHES ( ALL MUST BE ECLL MEMBERS AND SUBMITTED TO LEAGUE BACKGROUND CHECKS.
ALL LEAGUES WILL USE CONTINUOUS BATTING ORDER THAT WILL INCLUDE ALL ROSTER PLAYERS DURING THE REGULAR SEASON. ALL PLAYERS ARE STILL REQUIRED TO PLAY 6 DEFENSIVE OUTS UNLESS THE GAME IS SHORTENED FOR ANY REASON DURING THE REGULAR SEASON.
ECLL BOARD STRONGLY RECOMMENDS THAT MANAGERS PLAY THEIR PLAYERS EQUAL AMMOUNTS AND ALTERNATE STARTS SO THAT EACH CHILD MAY START A FEW GAMES. WE RECOMMEND THAT YOU ALTERNATE YOUR STARTERS AND SUBS EVERY OTHER INNING. IF A PLAYER IS SHOWN TO FAIL TO PLAY 6 DEFENSIVE OUTS IN AN UNSHORTENED GAME COULD BE FORFIETED.
ALL TEAMS MAY USE TWO ADULT BASE COACHES PROVIDED THERE IS AN ADULT IN DUGGOUT. AN ADULT MUST BE IN DUGGOUT.
ALL CHILDREN MUST HAVE MATCHING UNIFORMS COACHES CAN CHOOSE COLOR OF PANTS. ALL CHILDREN MUST MATCH!!
ALL SITUATIONS NOT COVERED BY LOCAL RULES WILL ADHERE TO LITTLE LEAGUE RULE BOOK.
DURING THE REGULAR SEASON AND LOCAL TOURNAMENT IF A PLAYER SHOWS UP AFTER THE START OF THE THIRD INNING IT’S THE MANAGERS DISCRETION TO PLAY THAT PLAYER, IF PLAYER IS ENTERED PUT HER AT THE END OF THE BATTING ORDER, AND PLAYER MUST PLAY 6 DEFENSIVE OUTS UNLESS GAME IS SHORTENED
ALL TOURNAMENTS WILL BE PLAYED BY REGULAR SEASON RULE BOOK RULES. BASICALLY NO CONTINUOUS BATTING ORDER. SEE EXCEPTION BELOW.
IF A REGULAR SEASON GAME COMPLETES 6 INNINGS ( 7 JUNIOR/SENIOR) AND IS TIED AND THERE IS LESS THAN 5 MINUTES LEFT ON THE GAME CLOCK AND THERE IS ANOTHER SCHEDULED GAME DIRECTLY AFTER, THE GAME WILL END IN A TIE. IF THERE IS NOT A GAME SCHEDULED PLAY UNTIL CLOCK RUNS OUT AND FINISH GAME WITH HOME TEAM BATTING IF THE GAME IS A TIE THEN IT ENDS IN A TIE.
TRYOUTS ARE MANDITORY
IN ANY LEAGUE THAT KEEPS SCORE, DO NOT REMOVE YOUR TEAM FROM FIELD IN ANGER OR PROTEST OF AN UMPIRES CALL BEFORE THE COMPLETION OF A GAME. IF YOU LEAD YOUR TEAM OFF THE FIELD IN THIS MANNER MANAGER WILL BE SUSPENDED FOR THE REMAINDER OF THE SEASON PLUS THE NEXT SEASON. IF YOU FIND YOURSELF IN A SITUAUTION WHERE PARENT PULL CHILDREN FROM THE GAME REPORT TO UMPIRE AND HE WILL TELL YOU HOW WE WILL FINISH GAME. DO NOT TEACH THE KIDS TO QUIT.

TWO COACHES CAN BE IN THE FIELD FOR DEFENSE. THESE COACHES CAN STAND ANYWHERE BETWEEN THE FOUL LINES BEHIND THE INFIELDERS AND IN FRONT OF OUTFIELDERS. ANOTHER COACH MUST STAND BEHIND THE PLATE TO HELP WITH PASSED BALLS. ONE ADULT MUST BE IN DUGGOUT (TEAM MOM OK)

NO ON DECK BATTERS
CIRCLE RULE( BALL IS DEAD WHEN CONTROLED BY DEFENSIVE PLAYER IN CIRCLE OR IF UMPIRE GRANTS TIME.
IF A BASERUNNER IS MORE THAN HALFWAY WHEN BALL IS RULED DEAD THE PLAYER MAY ADVANCE TO NEXT BASE, IF NOT THEY ARE SENT BACK (UMPIRES CALL) IF A RUNNER LEAVES BASE AND THE PLAY CONTINUES THEY ARE AT RISK (UMPIRES CALL)
PITCHER MUST BE IN CONTACT WITH RUBBER WHEN PITCH IS DELIVERED. IF FOOT IS NOT IN CONTACT WITH RUBBER AND PITCH IS DELIVERED THEN IT SHOULD BE CALLED AN ILLEGAL PITCH AND COUNT AS A BALL. ONE WARNING WILL BE GIVEN AND PITCH MADE OVER.
IF A BATTED BALL STRIKES A OR TOUCHES A COACH IN FAIR TERRITORY BATTER IS GRANTED THREE BASES.
BATTERS WILL NOT WALK, AFTER FOUR BALLS COACH WILL PITCH , UNTIL BATTER STRIKES OUT OR BALL IS PUT IN PLAY.COACH CAN PITCH OFF THE RUBBER BUT INSIDE CIRCLE. PITCHER MUST PLAY WITH ONE FOOT IN CIRCLE NOT IN FRONT OF COACH.
MAXIMUM OF 6 RUNS CAN BE SCORED PER ½ INNING. IF A TEAM FALLS BEHIND TOO FAR TO COME BACK CONTINUE TO PLAY THE GAME OUT TO TEACH.
ALL PLAYERS WILL PLAY IN THE FIELD, INFIELD WILL BE NORMAL POSITIONING, ALL EXTRA PLAYERS IN OUTFIELD.
BATTING ORDER CONTINUOUS, ALL PLAYERS PRESENT BAT.
IN REGULAR SEASON PITCHERS CAN PITCH MAXIMUM OF 6 INNINGS PER CALENDAR WEEK. IF A PITCHER PITCHES ONE INNING ONE CALENDAR DAY OF REST MUST BE OBSERVED.ONE PITCHED BALL TO A BATTER CONSTITUTES AN INNING.
678 WILL NOT PLAY A TOURNAMENT.
9-10 YEAR OLD
YOU CAN PLAY 10 PLAYERS IN THE FIELD, EXTRA DEFENDER MUST PLAY IN OUTFIELD. THIS IS REG. SEASON AND TOURNAMENT.

ALL RULES NOT COVERED HERE ARE GOVERNED BY LL REG SEASON RULE BOOK
TOURNAMENTS WILL BE PLAYED BY REGULAR SEASON RULE BOOK RULES. SEE RULE BOOK, EXCEPTION 10 PLAYERS CAN STILL PLAY IN THE FIELD AND YOU WILL BAT 10 IN YOUR LINE UP, NO CONTINUOUS BATTING ORDER.
ALL TOURNAMENT GAMES WILL HAVE A TWO HOUR CLOCK. IF TOURNEY GAME IS TIED WE MUST PLAY UNTIL WE HAVE A WINNER.
DRAFT WILL BE CONDUCTED BY CHOOSING NUMBERS AND PROCEEDING EACH ROUND BY NUMBER SELECTED ( NO INVERTED DRAFT PER YOUR BOARD NO EXCEPTIONS) FIRST FIVE ROUNDS ARE OPEN YOU CAN DRAFT ANY AGE, 6TH ROUND WE WILL DRAFT ALL OLDER KIDS LEFT THEN DRAFT ALL YOUNGER KIDS LEFT.
EACH MANAGER CAN RESERVE THEIR CHILD AND ONE COACHES CHILD.
ONLY MANAGERS ALLOWED IN DRAFT ROOM.
ALL STARS WILL BE SELECTED BY BLIND VOTE BY THE MANAGER OF EACH TEAM AND UP TO TWO OF HIS COACHES, A LEAGUE REP WILL LET YOU KNOW WHEN VOTE IS TO TAKE PLACE. ANY TEAM THAT HAS ONLY ONE ASSISTANT COACH THE MANAGERS VOTE WILL BE COUNTED TWICE TO CATCH UP.
