Job Purpose: To develop and deliver a proactive, robust and effective health, safety and welfare strategy for Scottish Rugby that promotes a culture of safe working practices at all times, taking into account legislative requirements, best practice and the developing needs of the business.
To ensure safe and compliant events at Murrayfield and around the country on behalf of Scottish Rugby.

Job Description /
Key Dimensions:
Number and Level of staff: / One direct report.
Financial Responsibility: / Manages a budget of c£280k towards the overall department budget.
Physical Resource Responsibility: / Responsibility for up to 10 event Health and Safety staff to include volunteers and the creation of a full induction and briefing programme.
Working Environment: / Working environment for this role varies from desk-based work to various event venues around the country with regular travel required. The working environment can be outdoors for periods of time in inclement weather, sometimesat weekends and late evenings.
Physical aspects of role: / While most of this job is either desk or office based, around certain events, long periods of walking and standing are required and there may be periods of external working in other stadia, hotels and external venues where temporary offices are required.
Driving to other venues is required.

Authorities and Limitations:
  • The post holder can be a nominated Scottish Rugby Safety Officer and as such has the authority to make high level event day decisions relating to match arrangements, delayed kick off etc, in the event of a concern for public safety.
  • The post holder is authorised to manage the allocated budget. Line management approval is required for individual spending over £2,000.
  • The post holder devises and manages a number of local department/H&S procedures and has the authority to alter these as necessary.
  • The post holder manages contractors and external resource and is a primary decision maker in this process
  • The post holder is responsible for devising and managing both day-to-day and an event day contingency and evacuation plans and has the authority to make changes to them as necessary, with line management input.

Problem Solving:
  • Live event day – high level decision making and problem solving. This role is the primary public safety decision maker for Murrayfield’s major events

Qualifications and Attainments: / NEBOSH Diploma in Health and Safety or equivalent qualification / Degree in Occupational Health and Safety
Level 4 Spectator Safety Management Certification
IOSH Chartered Membership
Project management qualification
Knowledge and Experience: / Considerable work experience in an occupational health and safety management role within a medium to large enterprise, ideally encouraging a cultural change to effective and supportive business wide health and safety.
Proven experience of providing practical, cost-effective and safe solutions for organisational health and safety needs
Excellent communication and report writing skills
Previous experience of delivering health and safety training
Competent in the use of standard office software – Microsoft office, Excel, Email and the Internet / Experience of managing the safety and security operation for major events, including the responsibility for the risk management, spectators safety and being a key player in the decision making process
Good understanding and experience of the Guide to Safety at Sports Grounds and all relevant legislation, licensing etc
Experience of working in a multi agency or partnership working
Experience of programme/project management approach to service delivery
