NOTES FROM 15 MINUTE PUBLIC FORUM ON 05 DECEMBER 2017

There were three members of the public present. One member of the public spoke of the importance of opening up the footpath from Gowt Bank to Seadyke Lane, this will be looked into. Two members of the public were there to answer any questions that Councillors may have regarding a planning application.

All members of the public left before the meeting started.

MINUTES OF THE MEETING HELD ON TUESDAY 05 DECEMBER 2017 AT 7.45PM IN THE PARISH HALL, WRANGLE

  1. APOLOGIES FOR ABSENCE

Apologies: Apologies were accepted from Cllr Dickens and from Borough Cllrs Dennis and Pierpoint.

2. TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

  1. The PCSO reported, by email, incidents for September:
  1. 1 incident of Anti-Social Behaviour at Mill Lane
  2. 1 incident of violence at Sea Lane
  3. 1 concern for safety at Tooley Lane
  4. 3 road traffic collision at Main Road
  5. 2 suspicious circumstance at Church Lane and at Main Road
  6. 2 road traffic offences at Main Road
  1. The Borough Councillors were not present
  1. The County Councillor outlined the number of potholes reported to LCC and the numbers filled in. He also gave details of the serious injuries and deaths on the Lincolnshire Roads so far this year.

3. TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE

LOCALISM ACT 2011

Cllr Edwards declared an interest and signed the book accordingly.

The notes, previously circulated, were approved and signed as the minutes.

5.CLERK’S REPORT – covering matters from the November meeting

  1. The vehicles at Manor Lane have been reported to the Borough Council.
  2. Data Protection was outlined by the Clerk. Councillors were advised that they need to attend at training event regarding this.
  3. The leg press at the Recreation Field should now be repaired.
  4. One person has expressed an interest in the Community Orchard workshop.

6. TO RECEIVE REPORT FROM THE CHAIRMAN

The Chairman reported on the planning training at the Borough Council.

7. LAND AT WASHDYKE LANE – confirmation of Registration

The Land at Washdyke Lane is now registered to the Parish Council

8. TO APPROVE THE DRAFT BUDGET FOR THE YEAR ENDED 31 MARCH 2019 AND SET THE PRECEPT

  1. The amendments have been made to the draft budget.
  2. £2000.00 has been included to save towards refurbishment of the toilet block it in the Recreation Field.
  3. It was proposed by Cllr Ashton and seconded by Cllr Bowles that the precept be set at £21,000.00, all agreed.

HM Land Registry have sent a cheque for £10.00 made out to the Clerk, the Clerk has paid £10.00 into the Parish Council account.

Malc Firth Landscapes have been sent a letter regarding the grass cuts for 2017. Two credits are required and invoices for July and October have not been received.

Councillors have been emailed information about the External Auditor appointments for 2017/18.

10.RECREATION FIELD

  1. To discuss quotations for the topping of a tree in the recreation field
  1. Three quotations have been received.
  2. Following discussion it was resolved to ask Woodland Tree Care to carry out this work. The neighbour will be contacted regarding access to the tree.
  1. To report E-on contract for the pavilion

The new charges will be 27p standing charge per day and 21.247p per kWh

c. Any other matters

i.The repair to the central post of the ‘leg press’ will be checked

ii.The wetpour under the roundabout will be done in the Spring.

iii.The Clerk will get a padlock sorted out for the door of the gents toilet.

11. INTERACTIVE SIGN – DATA COLLECTION REPORT

The data for November has not been collected by the Clerk.

12. HIGHWAYS:

  1. Potholes and street lights
  1. A pot hole in Main Road by a lay-by will be reported to LCC
  2. Lights 1-3 at Main Road are still OUT, they have not been changed to LED.
  1. To receive reports on highway matters
  1. LCC are looking into extending white line painting when lines are being pained onto surfaced dressed areas.
  2. There are a number of very deep dips in Lade Bank, these will be reported to LCC.
  3. LRSP are looking at hand held speed cameras for parishes to purchase and share the information collected with police volunteers.

13. PLANNING APPLICATIONS RECEIVED

The following plans were looked at and SUPPORTED by the Parish Council:

B/17/0443 Edwards Outline application for the erection of45 dwellings, including access

and layout with appearance, landscaping and scale reserved for later approval at land off Tooley Lane

Cllr Edwards left the room whilst the above application was discussed

B/17/0454Mr MarstonProposed change of use of existing domestic garage to form

commercial catering kitchen (Use class B2) to prepare hot food that will be delivered at Mill Farm, Wrangle Bank

14. PLANNING DECISIONS RECEIVED

FULL planning permission has been received for:

B/17/0333 Mr Alupului Erection of 2 single storey agricultural buildings for livestock on

existing agricultural site at Land to the West of Amherst, China Street

B/17/0334 Mr Alupului Erection of 2 single storey agricultural buildings for livestock on

existing agricultural site at Land to the South West of Amherst, China Street

The planning department will be contacted to ask why applications B/174/0333 and B/17/0334 did not go to Committee when Borough Cllr Pierpoint had requested this.
