Role and Function of the Programme Manager

The Programme Manager is a senior post within AIIHPC supporting the AIIHPC Head of Institute in the Institute’s key strategic role within the hospice and palliative care environment across the two jurisdictions (Republic of Ireland and Northern Ireland) in line with the Institute’s values, aims and objectives.

Reporting to the Head of Institute,the post-holder will focus on the strategic and operational implementation of the Institute’s work programme activities.The Programme Manager will work collaboratively as part of AIIHPC team.

Key Responsibilities

  • Facilitate the implementation of key elements of AIIHPC work programmes and initiatives
  • Work with the Head of Institute to ensure appropriate integration between the Institute’s variouswork programmes and initiatives
  • Network with AIIHPC partners and appropriate care organisations, government departments and agencies, education institutions, voluntary and statutory sectors agencies and international organisations
  • Participate in events on behalf of the Institute
  • Focus on operational issues and implement AIIHPC initiatives working across the Institute’s Partners’ objectives of:
  • Partnering with users, carers and communities to advance the provision of palliative care both nationally and internationally
  • Integrating research, education and practice development of palliative care in the health and social care systems across both jurisdictions
  • Serving as a catalyst that maximises specialist and generalist palliative care relevance and impact on society, ensuring significant contributions to public policy-making and sector development

Additional Responsibilities

Strategic Role

  • Provide professional programme and project management support to AIIHPC Head of Institute
  • Liaise and engage with key external stakeholders including AIIHPC Partners
  • Develop structural liaison and relationship arrangements between AIIHPC and external organisations and agencies including national, European, international and global organisations as required
  • Contribute to the development of AIIHPC Strategic Business Plans in accordance with the Institute’s aims and objectives
  • Develop and deliver change management initiatives, as required

Operational Role

  • Ensure the goals of projects are delivered, on time, within budgetary and resource constraints
  • Liaise with Institute Office Manager in relation to deployment and use of clerical/administrative and other non-professional resources
  • Project manage new initiatives as directed by AIIHPC Head ofInstitute including planning, engaging with key stakeholders, resourcing, implementing, monitoring and evaluation
  • Contribute to the induction and development of AIIHPC staff as appropriate
  • Investigate opportunities for additional funding streams and progress development of funding applications and plans, as directed by AIIHPC Head of Institute
  • Actively participate in the marketing and dissemination of AIIHPC activities including updating AIIHPC website and Palliative Hub content, social media and providing content for AIIHPC newsletter/s and bulletins

Performance Management

  • Undertake the collection, collation, analysis and presentation of information regarding AIIHPC work programmes and initiatives including activity, financial and other resource as required for performance management, evaluation and monitoring purposes
  • Monitor and report on performance indicators and measurement targets to AIIHPC governance arrangements, as directed by Head of Institute
  • Provide status reports on work programmes and initiativesand highlight issues as appropriate

PERSON SPECIFICATION– PROGRAMME MANAGER

FACTORS / ESSENTIAL / DESIRABLE

Experience /
  1. A minimum of 3 year’s middle managerial/leadership experience within the last 5years in medium to large organisation or national body
  2. Experience of leading and managing cross boundary projects/initiatives
  3. Experience of managing significant change
  4. Experience in working at a senior level in multidisciplinary teams
  5. Experience of working in partnership cross- agency and/or cross sectoral working
/
  • Evidence of leading or having a significant role in public service related area
  • A good understanding of palliative and end-of-life care

Qualifications /
  1. Degree level qualification in one of the following: business, public policy, public administration, social science or education disciplines

  • Masters level qualification in related area

CONDITIONS OF APPOINTMENT:

WORKING BASE:This post is based in Dublin at the AIIHPC Office, Education and Research Centre, Our Lady’s Hospice, Harold’s Cross. The post-holder will be required to travel frequently within the Republic of Ireland and Northern Ireland and occasionally internationally as required.

SALARY SCALEWithin a range up to a maximum of €55,000-€58,000 – Salary based on experience.

The post holder is required to pay to the Institute any fees or other monies (other than inclusive salary) payable to or received by the post holder by virtue of the appointment or in respect of services, which the post holder is required by or under any enactment to perform.

HOLIDAYS:28 days per annum

HEALTH:A candidate for and any person holding the office must be free from any defect or disease which would render him/her unsuitable to hold the office and be in a state of health as would indicate a reasonable prospect of ability to attend regular and efficient service.

CONTRACTUAL HOURS 35 hours per week. Given the seniority of the post details of starting and finishing times may vary in accordance with Institute needs. There will be times when you will be required to work outside of the normal office hours.

The post will be filled on a whole-time specified purpose contact basis from 4th April 2016 for 5 years or termination of the Institute’s lifespan, whichever comes first.

Superannuation:

The Institute will make a 7% contribution towards a pension scheme

Probation:

The person shall be on probation for a period of six months or such longer period as may be determined by the Board of the Institute from time to time and shall cease to hold office at the end of the period of probation unless during such period the Executive Committee of the Institute certifies that the service in the office has been satisfactory.

Resignation:

The post holder must give not less than one month’s notice, in writing, of intention to resign from the post.

Expenses:

All expenses incurred related to travel and other work related expenses will be reimbursed on a vouched basis as determined by the policies of the Institute.

Other terms and conditions will be in line with the policies of the Institute.
