Single Adult Housing Goal Model / The group further discussed potential model strategies for estimating the annual inflow of single adults into homelessness.
Discussion thoughts, questions included:
  • HMIS data reflects the capacity of our system and doesn’t necessarily match the need in our community
  • The common message between all methods is that we need a large amount of resources to address the problem
  • Aiming higher may allow us to reach our goal sooner
  • As the Data & Evaluation committee, we should re-evaluate the method when we get more information
  • A smaller number may be more motivating as an achievable goal
The group decides to go with the annualized point in time model for setting a single adult housing goal.
Coordinated Entry Measurement Proposal / Proposed changes for Coordinated Entry measurements include
  • changing the framework to inflow, process and outflow
  • incorporating unit openings
  • adding non-consenting and skipped clients to inflow and process measures
The group would like to see data on the growing homeless disabled and senior populations accessing Coordinated Entry.
Measures for CEA should focus on client experience and exits from homelessness.
Policy questions around CEA will be connected to the future CEA governance structure. King County HCD staff will be covering the day to day operations of CEA and the Data & Evaluation Committee will look at the system-level measures of CEA.
Achieving Equitable results in Homeless Assistance Services / United Way KC took a closer look at data that showed African Americans increasingly better outcomes over the last four years. They spoke directly with the programs seeing increased success to find trends.
It is difficult to know exactly what reasons for success apply to this outcome specifically.
