REQUIREMENTS FOR EXPERTS

1.Key experts

All experts who have a crucial role in implementing the contract are referred to as key experts.

All experts shall have a good command of English and computer literacy.

All experts shall be able to work under time pressure and within short deadlines.

All experts are expected to be available on-the-spot in support of evening events when needed.

The profiles of the key experts for this contract are as follows:

Key expert 1: Team Leader

Full Time

The Team Leader shall be the main contact point for the Contracting Authority. He/She will be formally the EU Info Centre Manager.

The Team Leader shall be responsible for the overall coordination, implementation and quality assurance of the project.

The Team Leader shall be in charge of the implementation of the project, and organisation of project activities, supervision and reporting of data flow to the Contracting Authority.

Qualifications and skills

  • University degree in Journalism, Communications, Public Relations or Marketing or at least 10 years of professional experience in areas related to this contract;
  • Excellent communication and interpersonal skills;
  • Excellent spoken and written English and local language;
  • Excellent knowledge on the EU, its policiesand European integration process.

General professional experience

  • At least 10 years of professional experience in journalism or public relations/working with media in Montenegro.

Specific professional experience

  • At least 2 years of professional work experience in leadership and team management of complex information and communication projects.

Key expert 2: Public Relations and Event Manager

Full Time

This expert will be responsible for proposing, creating, organising, coordinating and implementing all public information and events, envisaged under this contract.

This expert will provide feedback on each event to the EU Delegation, providing an objective overview (with indicators) of participation and media coverage.

Qualifications and skills

  • University degree in Communications, Public Relations, Journalism, Social Science or at least 10 years of professional experience in areas related to this contract;
  • Fluent in spoken and written English;
  • Excellent knowledge on the EU, its policies and European integration process.

General professional experience

  • At least 3 years of professional experience in organising events.

Specific professional experience

  • At least 5 years of experience in working in the area of public relations and organising events for media.

Key Expert 3: Public Information and Communication Officer

Full Time

Public Information and Communication Officer shall be responsible for the smooth running of the Public Space and implementation of the day-to.day communication activities at the EU Info Centre.

Public Information and Communication Officer shall be responsible forwriting relevant texts to be posted on the Delegation’sand the EU Info Centre website and social media sites (texts for different sections of the website, reports on visits to the EU Info Centre and other as requested).

Qualifications and skills

  • University degree in Communications, Public Relations, Journalism, European Studies, Social Scienceor at least 10 years of professional experience in areas related to this contract;
  • Excellent communication and interpersonal skills;
  • Excellent spoken and written English and local language;
  • Excellent knowledge on the EU, its policies and European integration process.

General professional experience

  • At least 7 years of professional work experience in information and communications.

Specific professional experience

  • At least 3 years of professional experience in writing articles, press releases, stories and public informationin areas ofEU policies and EU integration process.

Non-Key Expert 1: Helpdesk Officer/Receptionist

Full Time

Helpdesk Officer/Receptionist shall be the first contact point for all the visitors and phone callers to the EU Info Centre.

Helpdesk Officer/Receptionist shall perform secretarial duties.

Non-Key Expert 2: Website and Social Media Officer

Full Time

Webmaster shall be in charge of the full technical maintenance and day-to-day content update of both the English and Montenegrin language sections of the EU Delegation and EU Information Centre websites and social media sites.

  • Excellent knowledge on the EU, its policies and European integration process.
