Ms. Jane E. Rovins is a Consultant for All About Training, Inc. Her work includes reviewing, developing, and delivering mitigation and floodplain management training for the Federal Government as well as compiling and developing the Hazard Mitigation Field Operations Guide. She is also an adjunct professor at the AmericanMilitaryUniversity in the Emergency and Disaster Management Department.
Previously, Ms. Rovins worked as a Disaster Assistance Employee for the Federal Emergency Management Agency where she served as the Public Assistance (PA) (406) Mitigation Lead during Hurricane Katrina response and recovery. Her accomplishments include the development of a PA Mitigation Strategic Vision for Mississippi, development of a 406 Mitigation toolkit, as well as reviewing more than $275 million in projects for mitigation opportunities. Ms. Rovins has served as the Mitigation Planning Team Lead for an eight-State region and specific disasters, providing technical assistance to local, Tribal, and State government officials with regard to preparation, revision, or updating of hazard mitigation plans to comply with Federal requirements.
While completing her schooling, Ms. Rovins worked for the Center for Disaster Management and Humanitarian Assistance (CDMHA). She served as the coordinator for the 2003 Interoperable Regional Humanitarian Assistance and Natural Disaster Seminar (INTERHANDS), a 5-day conference for military personnel on civil military relations in complex contingency and humanitarian response settings in Latin America. Ms. Rovins successfully orchestrated logistics and administration for international conferences in disaster planning, mitigation, risk and vulnerability reduction, and preparedness throughout the Latin American region, including Central American Disaster Preparedness Seminar in Guatemala City, Guatemala; the Andean Ridge Disaster Preparedness Seminar in Santa Cruz, Bolivia; and the 2001 and 2002 INTERHANDS conferences.
In addition to working internationally with CDMHA, Ms. Rovins served as a volunteer leader and a Health and Nutrition volunteer with the Peace Corps in Gambia, West Africa. She developed and implemented numerous trainings for volunteers and host-country counterparts. She also worked with women’s groups to reduce food spoilage and vitamin deficiencies, and develop small business plans; she created a training manual of these strategies.
Ms. Rovins is a member of the Florida Emergency Preparedness Association; Emergency Management Professional Organization for Women’s Enrichment; and the International Association of Emergency Managers (IAEM). She serves as a member of the IAEM Scholarship Commission.
Ms. Rovins is a Ph.D. candidate at TulaneUniversity. She is writing her dissertation on the effectiveness of mitigation planning. She is a graduate of Tulane University School of Public Health and Tropical Medicine with a master’s degree in international health and complex emergencies. Her B.S. is from MiamiUniversity in Oxford, Ohio. She is a Certified Emergency Manager (CEM) and Florida Professional Emergency Manager (FPEM).
