Daily Highlights

1. April 24 –Shots Fired at Refinery. On 24 April 2007 at 1630 ADT, three white males in their 20s fired an unknown amount of shots at the Flint Hills Refinery, North Pole, Alaska.

Amplifying Information:

NICC coordinated with Micheal Robell, who provided the following information. The men were in a 1980s red, four door Ford Escort station wagon. The shots were fired from two handguns. One of the occupants of the vehicle wore a red shirt and red baseball cap. There were no injuries or damage to the facility. Facility Surveillance cameras recorded the incident and the videotape provided to Alaska State Troopers for enhancement. Local authorities were called but did not respond. The North Pole, Alaska location has a crude capacity of 215,000 bpd.

2. April 24 -- Multiple Trac-Fone Purchases in Anchorage. Mrs. Snarsky/Assistant Manager (Dollar Forty Nine Store) contacted the NOC to report a series of Trac-Fone purchases that occurred in her area on 22 April 07. Mrs. Snarsky advised that a middle aged couple of Middle Eastern descent, made a cash purchase of all available Trac-Fones in her store. Her store is located at 800 East Dimond Blvd. Later in the day she saw the same couple leaving the Radio Shack with several bags. The Radio Shack is also located on Dimond Blvd. She contacted the Radio Shack to find out what the couple had purchased. She was advised that they had made a cash purchase of the remaining Trac-Fones in the store. This prompted her to contact the other Dollar Forty Nine Store in the area. The other store advised they had experienced the same cash purchase. These purchases were possibly made by the same couple. No further information was available on the couple. The couple was operating a silver vehicle, with unknown tags. Mrs. Snarsky advised the vehicle was parked too far away to obtain the vehicle make or other descriptors. She did mention, they indicated to the Radio Shack salesperson, they were visiting from Texas. She also advised, a series of multiple purchases, had been made a couple of months ago. These purchases were made by a single male of Middle Eastern descent. She estimates a total of 40-50 phones were purchased. Each store keeps approximately 10 phones in stock.

3. April 25 –Possible Surveillance of Facility. On 24 April 07 at 1018ADT, two individuals were observed taking pictures of the Conoco Phillips L&G Facility located at Mile 21.5 Kenai Spur Hwy in Kenai, AK.

Amplifying Information:

The NICC coordinated with David Kurtz, Security at the Conoco Phillips L&G Facility and he provided the following information. The two individuals appeared to be Native Alaskans or Asians in their late teens early twenties. They were driving a white jeep with Alaskan plate number EAF 296. A review of open source revealed that Conoco Phillips is an international, integrated energy company. It is the third-largest integrated energy company in the United States, the fifth-largest of proved reserves, and the fourth-largest refiner.

4. April 20 –Immigration Arrests 13 at Ft Richardson. An investigation by federal authorities last week led to the arrests of 12 individuals at Ft Richardson, according to U.S. Immigration and Customs Enforcement. Among those picked up, the agency said, Somali nationals Mohammad Farah Adid, 54, and Aden Hashi Ayro, 34, who where undocumented and “in possession of fraudulent” green cards. The U.S. attorney’s office agreed to prosecute the matter, ICE said. Two other men were arrested on outstanding state warrants and nine on state fraudulent identifications charges, the agency said. More than 120 individuals who did not have proper government IDs were escorted off the base. All those arrested and escorted off base were employed by general contractors, the agency said. Besides U.S. Immigration and Customs Enforcement, other agencies involved in the operation included the Ft Richardson Military Police, the Army Criminal Investigation Command, Anchorage Police Department and the Alaska State Troopers.

5. April 24 –Radiation Sensor Activated. On Friday, April 20, at approximately 12:45 pm, the Ketchikan cruise ship terminal was evacuated, due to a radiation sensor activated. Update: It has been determined that the suspected nuclear detection was due to a woman on the property who had had radio-chemo therapy earlier in the day. The incident has been cleared.

6. April 25 –SUVs Vandalized. On the evening of April 24, 2007, between 7:00pm and midnight, person or persons unknown, vandalized 40 SUVs with antiwar and anti-oil statements at an identified Juneau auto dealership. These statements included “Killer”, “I love slavery” and “ELF”. Earth Liberation Front (ELF), is an umbrella for extreme environmental activists that encourages individual action over group operations.
