I.  Call to Order

Chair Casper called the meeting of the Air Quality Commission (AQC) to order at 5:32 p.m. without a quorum present.

II. Air Quality Permit Reviews

Per Mecklenburg County Air Pollution Ordinance, Regulation 1.5213 – “Action on Application; Issuance of Permit,” Mecklenburg County Air Quality’s permit application approvals are placed on the agenda of the Air Quality Commission (AQC), initiating the specified public comment period. Inclusion on the AQC agenda does not imply or infer any action or opinion by the AQC or its members regarding any permit.

III.  Approval of Minutes

Chair Casper, opened the floor for the Approval of the minutes.

Action Taken:

Motion: A motion was made to approve June AQC minutes as written.

Made: The motion was made by Gordon Miller and seconded by Robert Statnick.

Vote: The motion was adopted unanimously.

V. Area Source MACTs

Chair Casper called upon Joan Liu presented an overview of MCAQ’s strategy for addressing the Area Source standards/rules promulgated under EPA’s Urban Air Toxics (UAT) Strategy. EPA’s basis for promulgating the area source standards was reviewed, including a list of 33 hazardous air pollutants (HAP), source category MACT promulgation schedule, and implementation priorities. EPA developed the strategy to address those HAP emissions that pose the greatest threat to public health in urban areas. Data searches indicated that some of the rules have the potential of hundreds/thousands of currently unpermitted facilities in the county being subject (e.g. gasoline dispensing facilities and auto body shops/miscellaneous coating facilities). MCAQ’s approach to implementing the rules will include preparing rule summaries, conducting surveys/workshops to determine the number of facilities potentially subject to each rule, and determining permitting strategies for each rule. MCAQ has to consider the impact on the county’s air quality, the resources, and EPA’s implementation priorities. Next month a more detailed implementation plan will be presented.

VI. Air Quality Update

Leslie Rhodes, Mobile Source Program Manager, updated the AQC members on the GRADE program. The deadline for businesses to submit an application for the GRADE program ended June 30. There were eighty project applications received. Staff is currently looking over the applications to select qualifying project for the program. Staff will keep the AQC members updated on the GRADE program. It was also stated that staff is hoping to receive funding from the stimulus package to start the GRADE + project. Eric Moore was introduced as a new member of the Mobile Source group.

The AQC members were given a handout that shows data for the maximum ozone level in the Carolinas Metro region. There has been two exceedance days in Mecklenburg County and four exceedance days in the region since the start of ozone season under the new standard of .075 ppm. There have been zero exceedance days in Mecklenburg County and in the region under the old standard of .085 ppm.

VII. Future AQC Chair

Chair Casper announced that he would be resigning as the AQC Chair effective after the August 24th meeting. The AQC members were informed that the Mecklenburg County Board of County Commissioners (BOCC) will appoint a new chair for the AQC. Anyone interested in becoming the new chair were asked to contact Don Willard and Chair Casper. The names of interested AQC members will be forwarded to the BOCC with a recommendation as appropriate so they can appoint a new chair in time of the September meeting.
