I had a consultant ask what has to be replaced to be considered the replacement of the entire air contaminant source under the definition of “new source” in OAC rule 3745-31-01 for a spray paint booth (i.e., the booth, the booth and the spray gun, etc.) thus trigging a new installation permit.
OAC rule 3745-31-01(WWW) defines “new source" to means any air contaminant source for which an owner or operator undertakes a continuing program of installation or modification or enters into a binding contractual obligation to undertake and complete, within a reasonable time, a continuing program of installation or modification, after January 1, 1974, and that at the time of installation or modification, would have otherwise been subject to the provisions of this chapter. - Any documents created for those facilities will reference the new office.

- End Secondary ID (DAPC facility ID)
- Create new row with new Secondary ID.
- eBusiness Center access to a facility is automatically transferred to the new ID.

- Must re-index all documents associated with these facilities.
- Provide list of all Core ID, old and new facility IDs to eDoc team

- ID generation will change as of implementation date.
- No historical IDs will change.
- Reports will be modified to have the new assigned DO/LAA include new counties.

Although this is an ‘off year’ for mailing out Non-Title V reports, there are facility owners/operators that may choose to file a ‘one-year’ report via Air Services. Please go ahead and review these and do not mark the report as not needed. / Elisa Thomas
