1.AIR INDIA

Air India is an international airline, fully owned by Government of India and is having its maintenance base in India.Air India’s budget international airline, Air India charters Limited (AICL) under brand ‘Air India Express’, operates between Indian cities,Middle East and South East Asia.

Air India has B747-400, B777-200LR, B777-300ER and A310-300 aircraft in its fleet. Air India Express fleet consists of state of the art 20 B737-800 aircraft. Maintenance of these aircraft and overhaul of engines and components for B737, B747, B777, and A310 is performed in-house. Air India’s maintenance facilities are approved by DGCA of India. Its engine overhaul and associated component overhaul facilities are also approved by FAA and EASA.

2.PURPOSE

AICL intends to take on dry lease up to Four B737-800/-800W for a period of five years.

3.TENDER DOCUMENT

The purpose of this document is to present the requirements of AICL and to invite technical and financial proposals for dry-lease of B737-800 aircraft.

4.STRUCTURE OF THE DOCUMENT

4.1Annexure-I

The Annexure-I contains the technical specifications and delivery requirements of the B737-800 aircraft. Please complete the annexure with the required information and submit as a part of the offer.

4.2Annexure –II

Annexure-II is for financial bid of the offer.

As company’s procedures do not permit post-tender negotiations- except with the bidder offering the best financial terms – you are requested to submit your best terms at this stage itself.

4.3Annexure-III

Annexure – III contains the Integrity Pact. To be executed and submitted by Bidder/Lessor.

5.SUBMISSION

Offers complete in all respects should be sent in two sealed envelopes. One envelope will contain Annexure I and Integrity Pact (duly signed) as per Annexure III and be superscribed as “Tender for B737-800Dry lease - - Technical Bid & Integrity Pact”. The second envelope will contain the Annexure-II and be superscribed as “Tender for B737-800Dry lease - Annexure II – Financial bid”.

6. TENDER CLOSE DATE :

The tender closes on 16th Dec 2010 at 1700 hrs.

The tender received late will not be considered

7. TENDER OPEN DATE :

The tender will be opened on 17th Dec 2011, 2010 at 1100 hrs.

Only the technical bids will be opened on this date.

The price bids of successful technical bidders will be opened at a later date , the date, time and venue for the same will be advised to the successful bidders.

Any amendments to tender document/ extension of closing / opening date will be displayed on our website, and no separate communication will be sent in this regard.

RVSM qualification / The aircraft must have completed Height monitoring verification and have State approval for conducting flights in RVSM air space.

AD ComplianceAD compliance / Must have complied with all applicable Airworthiness directives issued by the Regulatory Authority of the Country of Manufacture, including those due within 12 (Twelve) months after the start of the lease period.

Delivery Location / AICL requires the aircraft to be delivered at Delhi or at any other location in India, under lessor’s registration.
AICL prefers galleys to have / -Standard ATLAS equipment in front and aft galley complexes.
Galleys should have / -Adequate number of ovens, water boilers, coffee makers, hot cups and beverage flasks.
Galleys must have meal capacity for / - One meal

The aircraft on offer must be equipped with the following equipment which is mandatory requirements in India. If not already complied, it should be done prior to the delivery of aircraft at lessors’s cost. The compliance requirements are listed in detail at the website Compliance with these requirements, prior to delivery, should be confirmed in the next part, i.e., Part-2.

ELT (Impact activated) / Impact activated ELT is an additional requirement for aircraft operating in India. This is a fixed ELT meeting TSO C91a requirements. The ELT shall have an external fixed antenna and capable of transmitting on 121.5, 243 and 406 MHz with remote control panel installed in the cockpit.
Survival & emergency equipment as per FAR 121 / Over water Certification.
2 hr SSCVR / Bulk erase facility to be Deactivated.

H)AIRCRAFT HISTORY

As per Indian regulations regarding operation of a foreign aircraft on dry lease, the aircraft should be registered in India. For the Indian operator to exercise effective control on maintenance and inspection of the aircraft, it is necessary to know the complete history of the aircraft and, therefore, the lessor should provide complete information, including the following, about the aircraft.

M)Please provide a statement from the owner/operator that the aircraft fully complies with the airworthiness requirements of the State of Registry

N)Please provide details of maintenance program followed and approved by the airworthiness authority of the country of Registry

O)The aircraft and their documents will be inspected. Please indicate when and where the inspection can be made.

P)Please provide a brief profile of your company along with financial performance of the company for the last three years.

Q)The current balance or startup reserves in the amounts equal to the product of time logged and the corresponding maintenance reserve are made available by the Lessor to the Lessee to undertake the maintenance during the lease term. Please confirm availability of the startup reserves in the Technical Bid (Annexure I) and indicate their quantities in the Financial Bid (Annexure II).

(I)REDELIVERY REQUIREMENTS

AICL prefers to carry out all maintenance checks including ‘C’ / ‘D’ check in AICL/Air-India Maintenance Facilities approved by Indian DGCA. All hard time and other components installed on aircraft will be with the serviceable tags issued by AICL/Air-India approved by Indian DGCA.

TECHNICAL BID

PART -3 DELIVERY REQUIREMENTS

(A)Aircraft

-All the aircraft should not be more than two years old from the date of manufacture and are to be delivered fresh out of the next due block “C” checkor structural inspection under MPD which checks shall incorporate all lower level checks, structural inspection andany special repair items or special inspections ( including CPCP) as well as inspections that have a frequency less than a C Check and have all structures/ corrosion checks and inspections and equivalent maintenance or inspections that fall within 24 months, 7500 FH or 3000 FC ofthe aircraft Please mention who will perform the Delivery C check and whether the MRO is FAA/EASA approved.

-All the aircraft shall have valid C of A at time of delivery.

-Major components which are “On Condition” or “Condition Monitored” shall be serviceable.

-Landing gear should have no more than hours, cycles and age accumulated than Airframe.

-All ADs and mandatory Modifications should be incorporated for a coverage of 12 months, 3000 FH or 2000FC after delivery.

-

-AICL prefers that “D” Check does not fall due during the Lease Period.

-All wheels and Brakes should have at least 50% remaining useful life.

-Other “hard time” components shall have a minimum of 50% of full life or 18 Months or 4000 FH or 2000 FC life remaining (whichever ishighest life remaining) until the next scheduled shop overhaul. Components having an interval less than these intervals shall have full life remaining.

-All components should have FAA 8130/ EASA Form 1 tags.
