AGENDA

Meetings of the Panel are open to the public (this includes the press) and attendance is welcomed. However, there may be occasions when the public are excluded from the

meeting - for particular items of business. Any such items are taken at the end of the

public part of the meeting and are listed below under “Part II (‘closed’) agenda”.

The Ashbourne Room is fitted with an audio loop system to assist those with hearing impairment. Anyone who wishes to use this should contact Main (front) Reception.

1.MINUTES OF LAST PANEL MEETING

2.PUBLIC PETITIONS

Any member of the public, (who is a resident of, or a registered local government elector of Hertfordshire) may present a petition to the Panel. The subject of the petition must be appropriate for the Panel and must be signed by at least

100 residents or business ratepayers of Hertfordshire.

Notification of intent to present a petition must be given in writing to the Chief Legal Officer, (County Hall, Hertford, SG13 8DE) at least 5 clear days before the meeting where an item relating to the subject matter of the petition does not appear on the agenda for the meeting and at least 3 clear days before where the item is the subject of a report.

PART B: FINANCIAL AND HUMAN RESOURCE PLANS INCLUDING

KEY SERVICES ISSUES AND VALUE FOR MONEY ANALYSIS

Panel Members are asked to bring with them the report to Cabinet “DRAFTINTEGRATED PLAN 2011/12 – 2014/15 PART B: FINANCIAL AND HUMAN RESOURCE PLANS INCLUDING KEY SERVICES ISSUES AND VALUE FOR MONEY ANALYSIS” which has been circulated to all Members of the Council. (Please bring.)

4.DRAFT Integrated Plan 2011/12 – 2014/15 –STREET LIGHTING STRATEGY

The Panel is invited to consider desk top models demonstrating future street lighting for distinct areas of Hertfordshire.

5.DRAFT Integrated Plan 2011/12 – 2014/15– ROUTINE MAINTENANCE EFFICIENCY PROJECT

To inform the Panel of the review of the initiatives introduced through the integrated planning process for 2010/11 and seek endorsement of a range of savings projects to be introduced for 2011/12.

6.LOCAL TRANSPORTPLAN 2011-2031 – CONSULTATION REPORT

The Panel is invited to consider the key issues raised through the public

consultation on the draft Local Transport Plan (LTP3).

7.LOCAL SUSTAINABLE TRANSPORT FUND

To inform the Panel of the new transport funding regime, including the

opportunity to bid to the Local Sustainable Transport Fund.

8.intelligent transport systems STRATEGY

To seek the Panel’s endorsement of the updated ITS strategy including the principle of using Automatic Number Plate Recognition technology and the proposed works packages that flow from it.

9.STRATEGIC STUDIES FOR URBAN, RURAL AND INTERURBAN AREAS

To seek the Panel’s endorsement of a revised process for developing local strategies for schemes and measures to help deliver LTP3 priorities having regard to the limited resources for developing plans, including a review of the Urban Transport Plan process.

10.DATES OF FUTURE MEETINGS

The dates of the next meetings of the Panel are as follows : -
