HAMWORTHY EAST AND WEST AND POOLE TOWN AREA COMMITTEE

CIVIC CENTRE, POOLE

The Committee will comprise the Councillors for the Hamworthy East Ward (Councillors Gregory and White), the Hamworthy West Ward (Councillors Knight and Collyer) and the Poole Town Ward (Councillors Bulteel, Leverett and Wretham)

3.MINUTES

To confirm the Minutes of the last meeting of the Area Committee held on the 4th May 2005 (enclosed).

4.PRESENTATION ON ENVIRONMENTAL ENFORCEMENT MATTERS

The Head of Environmental & Consumer Protection Services will deliver a presentation on environmental enforcement matters, in response to issues raised at the May 2005 Area Committee Meeting, regarding the correct storage of residential and trade waste bins. The Head of Environmental & Protection Services will also respond to questions regarding the new law concerning 2 m hedge height limits.

5.PRESENTATION ON THE COUNCIL’S WASTE RECYCLING SCHEME

The Head of Environmental & Consumer Protection will deliver a presentation to clarify which waste materials can be recycled under the Council’s recycling scheme.

6.PRESENTATION ON PLANNING ENFORCEMENT MATTERS

The Head of Planning, Design & Control will deliver a presentation on planning enforcement matters, in response to comments made at the May 2005 Area Committee meeting regarding concerns that the Council does not properly monitor or enforce planning conditions.

As part of the Committee’s consideration of this item, Members attention is also drawn to the following Question from member of the public, Mrs Chatterton:

"What procedures are in place to keep Councillors informed of the progress of developments taking place in their Ward after planning permission has been granted? Many developers amend plans or do not comply with all the conditions of the planning consent."

7.HAMWORTHY PARK MANAGEMENT PLAN

To consider an update report on the Hamworthy Park Management Plan from the Head of Leisure Services (enclosed).

8.RESTORATION OF HAMWORTHY PARK FOLLOWING THE CARRYING OUT OF FLOOD DEFENCE SCHEME WORKS

To receive an update report on the restoration of Hamworthy Park following the carrying out of Flood Defence Scheme works from the Head of Leisure Services (enclosed).

9.UPDATE ON THE PROPOSED DEVELOPMENT OF THE POOLE PARK RESTAURANT

To receive an update report on the proposed development of a new restaurant in Poole Park from the Head of Leisure Services (enclosed).

10.UPDATE FOLLOWING COMPLETION OF PAINT WORKS TO POOLE BRIDGE (REPORT FOR INFORMATION ONLY)

To note an update report regarding completion of paint works to Poole Bridge from the Head of Transportation Services (enclosed).

11.SALE OF LAND ADJACENT TO CARTER COMMUNITY SCHOOL, HAMWORTHY (REPORT FOR INFORMATION ONLY)

To note an update report confirming the date and amount agreed for the sale of land adjacent to Carter Community School, Hamworthy (enclosed).

12.OPEN FORUM/QUESTIONS/ANSWERS

Residents will be invited to express their views and ask questions on local issues of interest and/or concern (only Councillors are eligible to vote on matters requiring decision, but all members of the public are invited to listen to the debate).

Issues to be discussed, as submitted in writing prior to the meeting:

(a)One-way System – Newfoundland Drive / Catalina Drive / Labrador Drive(issue raised by Mr Moore)

“An update on the one way system to be put into operation along the Newfoundland Drive – Catalina Drive and Labrador Drive route. What is happening with this scheme?”

(b) Consideration of the many issues affecting Poole Town and Hamworthy Wards at this Area Committee, particularly stemming from regeneration in these areas(issue raised by Mrs Green)

“With so much future development in Poole and Hamworthy, could consideration be given to having separate meetings and therefore allowing more time to local discussions?”

(c)Blandford Road Resurfacing Works(issue raised by Mr Cole)

“I was informed by our local councillor that from Rigler Road to Sydenhams the road would be resurfaced last year and then a letter confirmed that it would be done in the spring of this year. Since this information I have been told that this has now been deferred – is this correct?

This part of the road is in a very bad state of repair and also the camber should be reduced to eliminate the noise factor of empty lorries continually using it particularly first thing in the morning – an alarm clock is not needed, also a lot of kerb stones need replacing and the pavements resurfacing.”

(d) Poole / Hamworthy Lifting Bridge(issue raised by Mr Cole)

“It is now two years since the bridge has been repainted and it was brought to the notice of councillors in October after it was first painted about the rust that appeared… and since I have been told it would be rectified this spring and so far nothing has been done.

Also there are paint marks that should have been removed on components that were not required to be painted

One of the guards have been removed now for over a year and I now see that another one has been removed – when will these be replaced?

Who will pay for this to be rectified as this should have been monitored and most of it rectified at the time?”

(e) Drain Works(issue raised by Mr Cole)

“The drain by the sign by Sunseeker/Poole Bridge approach, Hamworthy side needs to be repaired, as every time it rains it floods and pedestrians walking on the pavement get drenched by the passing cars. I am lead to believe that the drain is broken.

Also the drain at Hinchliffe EBD where the pavement has been extended, although reported over a year ago, still floods….when will action be taken?”

(f) Conversion of Orchard House to Residential Apartments(issue raised by Mrs Chick)

"A developer has received planning consent to convert Orchard House to residential apartments. The parking facility for these residents will be in Quay Visitors Car Park. What contribution are the developers paying towards £120,000 "facelift" of Quay Visitors Car Park? How is the facelift being funded?"

(g) Shapwick Road Development(issue raised by Mr K Chick)

"Now that work has started on the Shapwick Road site, can this meeting be advised what progress has been made by the Council in negotiations with Railtrak regarding the footbridge crossing over the Hamworthy branch line to enable access to and from Hamworthy Park, as promised."

(h) Hamworthy Park Beach Cleaning(issue raised by Mr Chick)

"Now that the school summer holidays are upon us, what arrangements are in hand to keep Hamworthy Park Beach clean?"

(i) Disturbance to Footpaths(issue raised by Mr Howard on behalf of the Parkstone Bay Association)

"With reference to the disturbance of footpaths by Service Cos. What powers are available to the Council to limit this?"

(j) Customers First(issue raised by Mr Howard on behalf of the Parkstone Pay Association)

“Why is the Customers First Project now not expected to be completed until next year?”
