Agenda for the First meeting (2016-17) of the Animal By Products Panel, CAPEXIL to be held on Mondaythe 28th November 2016 at 2.00 PM at Hotel Hindustan International, 235/1, AJC Bose Road, Kolkata – 700 020.

Item No. 1:

To confirm the minutes of the First meeting (2015-16) of the Panel held on held on 9th March 2016 at 2.00 PM at Hotel Savera, Chennai

The minutes of the 1st meeting (2015-16) of the Panel was circulated to the Panel members vide circular No. Capexil/NR/NKC/1516/ABP/41 dated 5th April 2016. No comments have been received till now. The Panel may confirm the same.

Item No. 2:

To review the Export Performance of the Panel.

The members are aware that there is decline in export of the Panel during 2014-15 by about 14% as compared to 2013-14. The Panel may note that there is a positive export growth of around 15% during 2015-16 as compared to 2014-15. However, the export has still not reached the export figures as it was during 2013-14.
Members may discuss on this and offer their valued inputs with regard to the export that the Panel may achieve during the current year i.e. 2016-17.

Item No. 3:

Inclusion of additional items under purview of CAPEXIL as Competent Authority.

Members are aware that Capexil had taken up this matter with the Government of India and the same is pending with the Government since long. The Chairman will deliberate on this issue during the meeting.

Item No. 4:

Difficulties faced by Exporters of Products of Animal Origin – Opening of Factory Stuffed Containers at the Ports.

Some of the members have informed that even though the Containers of products of Animal Origin are sealed by Central Excise Authorities in the Factory, Customs Officials open the Containers at the ICDs/Ports citing Risk Management System (RMS). This causes great hardship to the exporters.

This has been taken up with the Member Customs on couple of occasions but till date no positive outcome has been received.

The Chairman will discuss on this issue during the meeting.

Item No. 5:

Export to China.

It has been brought to the notice that China does not allow the import of Crushed Bones from India.

Members may deliberate on this.

Any other item that may be raised with the permission of the Chair.
