On 5 November 2004 the first meeting of the Sectorial Table of the CCI, Police, DDR and Security,took place at UNDP offices Petion Ville. The purpose of this Sectorial Table is to mobilize the funds of the CCI into the agreed programs for the strengthening the capacity of the Haitian National Police to deliver law and order in Haiti and for the implementation of the appropriate DDR Program for Haiti

Mr. Desmond Molloy, Chief of the DDR Section MINUSTAH / UNDP has been appointed as focal point to support the national coordinator and as an intermediary for the International Community.
Initially Mr. Molloy introduced the National Coordinator who asked him to chair the meeting.
In defining the role of the Sectorial Table and the meaning of the thematic areas, it was agreed that the main two areas to be covered by the table were the Police and DDR under the general umbrella of Security. It was further agreed that the objectives of this meeting were to establish the modus operandi and terms of reference for the Sectorial Table
The National Coordinator indicated that the Sectorial table has been created to implement the goals of the CCI and is built on principles of consensus and inclusion.
DDR has to rely on the police to guarantee security. However, in the current situation, the Haitian police is as yet, incapable to respond and act as a guarantor of protection for Haitian society. The challenge for the Sectorial Table is to coordinate the collaborative effort and application of resources to overcome these problems.
The National Coordinator also recommended that the Ministry of Justice, Ministry of the Interior, Education, Sport, Agriculture, Youth, the different delegations and local communities and a representative of the National Police must have a voice at the sectorial tables to encourage the Haitian people to strive in this society. The DDR, supported by civil security, has a vital role to target the Haitian people and give them an opportunity to live together.
The focal point drew attention to the fact that CCI guidelines calls for the establishment of a Unit for Program Support (SPU) to manage the implementation of Sectorial Table. As it was proposed to establish a specific Institutional Framework for the development of DDR Policy and the implementation of the agreed strategy through a National Commission for DDR would this role duplicate the role and ToRs of the UPS. In agreeing the importance of coordinating the management of the two thematic areas Police and DDR, it was decided to establish an sub committee to resolve this problem
The Focal Point asked permission to hire a full time Haitian Secretary and establish a Sectorial Table office operating within the integrated UNDP / MINUSTAH DDR Section, in order, manage day to day administration, to assure good flow of information to all participants and to provide appropriate support to the National Coordinator. This office must be funded by the CCI but the funds may be advanced by UNDP pending the establishment of the appropriate financial modalities within the Sectorial Table. This was agreed.
It was also agreed that there needed to be broader representation at the meeting, including the donors, all the relevant Ministries, the HNP, UN actors and international agencies, engaged NGOs and Civil Society including women’s groups. The difficulty in selecting Civil Society representation was discussed and it was agreed that a sub-committee would decide on how to take this aspect of representation forward.
Action Points
- The primary objective of the Sectorial Table is to establish a mechanism to mobilize the relevant funds to the appropriate programs
- A Sectorial Table Sectretariate will be established within DDR Section MINUSTAH / UNDP, funded through the CCI
- Meetings of the Sectorial Table will be held weekly, every Thursday from 2-4PM. Meetings will not exceed two hours in duration
- A Sub committee was established at the sectorial table to recommend solutions to the coordination of the thematic areas Police and DDR using the UPS without duplication of work with the NCDDR.
- A sub-committee was established to make recommendations in relation to civil society representation
