Minutes of the 281st meeting of the Registration Committee

held on 28.09.2007 at 02.30 A.M. in Room No.139 , Krishi Bhawan, New Delhi.

The 281st meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 28.09.2007 at 02.30 P.M.. in Krishi Bhavan, New Delhi. Dr.P.S. Chandurkar, Plant Protection Adviser to the Govt. of India, Dr. T.P.Rajendran, Assistant Director General(PP), ICAR, Shri Madhav Chakraborty from Indian Institute of Packaging, New Delhi and Dr. (Mrs.) S. Kulshrestha, Secretary, CIB&RC attended the meeting. Shri P.N. Maji, Ex-Addl. Industrial Advisor, M/o. Chemicals & Petrochemicals attended the meeting as Special Invitee.

At the outset the Chairman welcomed the participants and requested Secretary, CIB&RC to take up Agenda for discussion. The following decisions were taken :

Presentation by Crop Life regarding registration for import for formulation without registering technical grade pesticide

The Representatives of Crop Life gave a presentation about guidelines for import of formulation of insecticides in the country and presented their viewpoint.

As a follow-up of item 3.1.7 of 280th R.C. Meeting, the information available in the Sectt. regarding guidelines for import of formulation approved in 201st R.C.Meeting were also discussed. However, it was decided to examine some papers submitted by Crop Life and examine further the basis for permitting formulation without registration of technical in totality.

In view the above, it was decided that the decision taken under agenda Item No.3.1.9 in the 280th R.C. Meeting be kept in abeyance till the whole issue is examined in light of Insecticide Act, 1968 .

Agenda item No 9.1 / Consideration of application of M/s.Om Agro Organics, Yavatmal for grant of registration for indigenous manufacture of Metarhizium anisopliae 1.15%WP
The Committee noted the comments of ADG(PP), ICAR, wherein the ADG(PP) has desired to communicate certain deficiencies with reference to bio-efficacy data to the applicant which are reproduced below:-
1.  The experiment has been undertaken on Microtermes sp. Of termites under laboratory(which is artificial for termites, as they are expected to live in nature either in termitaria or in mud-walled tunnels) conditions(Data at p.7 of the report).
2.  While in lab data provides indication, chemical insecticides cause up to 95% kill in 72 hours, the field trial in groundnut crop did not show such efficacy in respect of Chlorpyriphos(p.11 of the report) and the percent plant damage between this treatment and untreated control did not vary significantly. In fact, pooling of bioefficacy data of two insect species is the most unscientific (P.11 of the report).
3.  In the absence of logical explanation of biocontrol microbial agent showing more effectiveness over a quick killing synthetic pesticide of know bioefficacy against most of the Indian genera, the laboratory/institution which has shared data needs to provide appropriate justification and supported data over past years in the relevant agroecologies.
4.  As such, report also does not indicate if the candidate organism, amongst the three mentioned in P.2 of report- document has been isolated, characterized and tested by the institution that offered the applicant this report.
5.  These comments may be put up in the next RC meeting for deliberation.
The Committee decided to communicate these deficiencies to all companies who have submitted the similar data.
Agenda item No 9.2 / Proforma for seeking recommendation from District Industry Centre/Director of Industries/State Govt. for import of dual-use insecticides for non-insecticidal use
The Committee considered the comments received from the Borax and Boric Acid Consumers & Importers Association, Mumbai; and Sabarkanta Distt. Small Scale Industries Federation, Himatnagar on the proforma, put up in the 279th R.C. Meeting, and approved it with the modification . The proforma for application to DICs is at Annexure-II.
Agenda item No 9.1.3 / The report of the Sub-Committee constituted for registration of Cypermethrin 1% DP formulation for Household use
The Plant Protection Adviser to the Government of India presented the report of the Sub-Committee on the above subject. The Committee decided to put up the report in the next meeting of the Registration Committee for deliberation.
The meeting ended with a vote of thanks to the Chair.
