REQUEST:

Select technical specialist to evaluate and compile a comprehensive list of existing AV system owned and operated by Wisconsin Emergency Management (EOC) and prepare documentation for procurement of equipment and systems. This work will be coordinated with the Emergency Management and Response project 12B2E.

Project Description:

AV System: The scope of work includes but not limited to the following:

·  Determine what equipment to be relocated to the new building based on cost effectives, latest technology and reliability of each equipment. Including computers and intercom system

·  Provide a layout of relocated equipment and proposed new equipment.

·  Determine electrical/voice/data conductivity requirement to each equipment and layout.

·  Recommend make/model number for the new equipment.

·  Provide list of venders for selected equipment.

·  Provide auto CAD drawing of new layout.

·  Meet with user group/project manager as required compiling information.

·  Once the AE is selected for the project coordinate/meet with AE to assure layout plan is consistence with overall project scope.

·  Provide a list of all equipment to DMA by October 15th of 2012 or earlier.

Justification:

Funding lapses and project schedule require this work to be expedited.

overall project description (12b2e):

The AV System will be coordinated with the Emergency Management and Response project 12B2E: “This project will construct an approximately 23,600 square foot, two-story addition to the Adjutant General’s Office (AGO) building. The addition will be comprised of offices, storage areas, conference rooms, situation rooms, a new Intelligence Fusion Center, a new Wisconsin National Guard (WING) Joint Operations Center (JOC) and a new State Emergency Operations Center (SEOC). The design and construction of the addition will match the architectural theme of the existing AGO building. It will be constructed of masonry block with brick veneer, concrete floors, masonry block and/or metal stud and gypsum partitions, and a built-up or single membrane roof. It will include an elevator for second floor access and its own independent emergency generator. Cost effective energy conserving features will be incorporated into the design, including energy management control systems, high efficiency motors, lighting and HVAC systems. The criteria for Antiterrorism and Force Protection (ATFP) as established by the D.o.D. document UFC 4-010-01 will be incorporated into the design. This includes reinforced exterior walls and blast resistant window and exterior door systems.

Project Background/Existing Conditions

The state’s Intelligence Fusion Center is the Wisconsin Statewide Information Center (WSIC). Intelligence Fusion Centers have been established in every state under the guidance and direction of the Department of Homeland Security. The WSIC was established in 2006 and serves as an all crimes, all hazards information sharing center with a primary focus on protecting Wisconsin’s citizens, infrastructure and private sector.

Project Expectations/Requirements/Desired Outcomes

Desired outcome is to establish a list of equipment that will be utilized in new building and assurance that a working layout is established and consistence with space allocation for radio equipment.
