Project: Planning for Copper Lake School

Project Request:

Assist with programming, provide a conceptual design and prepare a project cost estimate for the creation of the Copper Lake School for Girls within the grounds of the Lincoln Hills School in accordance with the Governor’s budget as unveiled March 1, 2011. Lincoln Hills School is currently a male juvenile correctional facility that was constructed in the 1960’s. This will involve converting two of the existing housing units into housing units for use by female students and conversion of the LHS dormitory into a classroom space for the girls. The project will also include construction of a physical and visual barriers (fencing) between the boys’ school and the newly created girls’ school. The project would also create a separate gate and small gate house to control movement of vehicles and pedestrians between male and female areas of the institution. New utility services will need to be installed to serve the gatehouse – these may included primary electric, water, sanitary sewer, steam and voice/data. Completion of a topographic survey may also be required.

We also expect this planning project to identify other repairs, renovations and new construction required to satisfy program requirements.

The Governor’s budget bill targets occupancy of the new Cooper Lake School by offenders currently housed at Southern Oaks Girls School (SOGS) by July 2011. To accomplish this, it may be necessary to consider multiple construction bid packages and phased construction.

Justification:

The Department of Corrections plans to move all juvenile corrections offenders to the current Lincoln Hills site to maximize the utilization of this facility and ensure that DJC staff is utilized as efficiently as possible. The requested work is required to meet the operational and budgetary goals of the Division.
