Advising Checklist for Honeywell, Inc. Employees

Employees laid off from Honeywell, Inc. in Rock Island, IL will receive benefits through the federal TGAAA program (Trade Globalization and Adjustment Act). Benefits are two-fold: 1) training benefits and 2) expanded unemployment insurance (UI) benefits. Full guidelines are on the WIKI. This checklist addresses highlights for advising purposes.

There is no minimum to the length of the program of study. The maximum is a two-year program, but if the student needs pre-requisite, developmental, ESL, or GED courses, additional time can be approved to include these additional courses.

There is no minimum time period in which to complete a program of study. The maximum is two years, but the time needed to complete studies can be lengthened to include pre-requisite, developmental, ESL, or GED courses or to accommodate part-time attendance.

The area TGAAA administrator is Lori Kirlin at PJTP and she must approve each employee’s program of study, academic plan, and benefits. After meeting with advisors, students can register for classes but cannot attend until approved. It is the student’s responsibility to meet with Lori Kirlin.

TGAAA Hi-lights.

___ Attend full-time for full UI benefits.

Full-time attendance fall 2011 is possible if the student’s work schedule permits, even if they

haven’t been laid off yet. They will receive training benefits but not UI benefits.

___ Part-time attendance OK and will receive training benefits but will lose UI benefits. Part-time students will need to show PJTP they can support themselves.

Exceptions: UI benefits are available for students laid off during the fall 2011 term that start part-time in fall 2011, and for students laid off during the spring 2012 term that start part-time in spring 2012. After the part-time term, students must attend full-time their next term. If starting part-time students must notify their case worker at IDES regarding UI benefits.

___ Must start school within 6 months of layoff. Refer student to PJTP for a waiver if not

attending college right after layoff.

___ Continuous enrollment required, meaning no more than a 30 day gap in studies. Therefore,

summer attendance is required. Minimester attendance is not required. Continuous enrollment rule applies to full-time and part-time attendance.

___ ESL courses are covered if Michigan test shows need.

___ Developmental courses are covered if Compass test shows need and if required as pre-reqs. for

program of study.

___ Classes and pre-requisites not specifically required by program of study are not covered.

i.e. OR 100, OR 101, CS 090 are not covered. Exception: a “filler class” to bring student to full-

time is OK but it must be related to program of study. i.e. not HPE 125, Choir.

___ Dropping classes: Discourage withdrawals (unless GPA is at risk). Student might have to pay

back training benefits for dropped class (check with PJTP).

___ D or F grades: benefits for repeating courses are approved case-by-case by PJTP.

___ Must maintain a cumulative 2.00 GPA.

___ Students will have attendance requirement and complete related paperwork with instructors.

Confirm with student:

___ Layoff date.

___ Starting term at BHC.

___ Has met with Lori Kirlin or will make appointment.

Program of Study choices:

___ In general, the following are eligible:

·  AA/AS (must declare a major. Cannot declare ‘liberal studies’)

·  A.A.S. (if using G.O.T.S degree must choose all courses up front)

·  Certificates (multiple certificates can be earned within a G.O.T.S. degree)

·  GED, ESL, developmental classes

·  Co-Op programs

·  PACE (formerly BCEC) courses might be eligible if the career is high demand,

even though these courses don’t typically result in full-time attendance. Refer

students to PJTP for approval and to Kathy McCabe at PACE for advising.

___ Refer to “BHC Programs of Study for TGAAA” that work best, or not. (WIKI)

___ Programs don’t need to be financial aid eligible, but ineligible programs by themselves don’t

support full-time status i.e. CNA or the 10-credit hour Logistics & Warehousing certificate. Include these programs in a G.O.T.S. degree. PJTP will submit shorter programs for approval if they are “Full-time according to that program”. The student should submit their academic plans for possible approval if they want a very short-term program. This situation will occur most often if the student used most of their training benefits for ESL or development classes.

Financial:

___ Must file FAFSA.

___ PJTP issues a voucher to the Bursar, attn. Cindy Crosby x5333. Vouchers are given to the student or sent directly from PJTP. Vouchers guarantee payment. Until the Bursar receives the voucher, the student is subject to BHC’s payment policies with these exceptions:

Bursar will not drop for non-payment if voucher is received by these dates:

August 2011 start –Thursday, August 18.

October 2011 start –Friday, October 14.

January 2012 start – Tuesday, January 17, 2012.

Students dropped for non-payment do not need to re-start the PJTP approval process. Students will need to revise their academic plan and schedule using a later start date.

___ Student can have some earnings, including work study, without losing training benefits. Refer

student to their unemployemnt case worker for details.

___ FYI: Training benefits cover: tuition, fees, books, equipment, uniforms, and other things as listed and required in course syllabus. Mileage might also be reimbursable.

Documentation / Tests:

___ BHC application. ___ Compass test if needed. ___ Michigan test if needed.

___ BHC major listed correctly in Banner. Students can choose only one program in addition to

development and ESL courses. Once the major is approved they can change only if they can’t get

into a program i.e. ADNursing or grades strongly suggest they won’t succeed in their chosen major.

PJTP must approve before changing programs.

___ Complete BHC “Student Release of Information Waiver”. (WIKI and in black lateral file cabinet)

___ Complete and sign “Verification of TGAAA Training Enrollment” form. Do not date the form. (WIKI)

___ Academic Plan: use fact sheet, academic planner, or other planning tool to reasonably satisfy

yourself that continuous enrollment can be maintained with no more than a 30-day gap in

attendance.

A good practice is to write on the academic plan as applicable:

·  “Subject to course availability and student’s schedule”,

·  “Competitive application program”, or

·  “Limited enrollment program”

The TGAAA administrator understands that continuous enrollment and full-time status depends

on course and seating availability and that a change of major may be necessary if student isn’t

accepted into a competitive or limited enrollment program.

___ Course registration is preferred, but if registration is closed or student is waitlisted, the approval

can go forward with just the academic plan. Student must provide PJTP final schedule as soon

as possible.

___ Student takes to PJTP: Academic plan. Course registration. Tuition charges from myBlackHawk

account, and Verification of TGAAA Training Enrollment Form.

Registration:

___ Students can register for classes but cannot attend until approved.

___ Students can go on waitlists. If they can’t get into waitlisted class the schedule can be revised.

___ Students can’t register for courses not required by their program of study. Exception: a “filler class” to

attain full-time is OK but it must be related to program of study. i.e. not HPE 125, Choir. Non-program

required classes might be approved if circumstances are unavoidable and not abused by the student.

Student contact PJTP prior to registering for approval.

___ Stress to student that they be ready for early registration each term.

After Advising:

___ Refer student to PJTP for approval.

___ SGASADD -- enter attribute code “HWDE” (Honeywell Displaced Employee). Students not coded will drop through cracks i.e. Bursar will not know to keep student enrolled while approval and voucher are in progress. As soon as a student has an ID, even if not registered or completely advised, the HWDE code will be entered. Email student’s name and ID to advisors who can edit SGASADD (Cathryn Lass, Nan Reddy, Terri Sacco, Anne Bollati, Jen Holdorf and Darcie Stearns).

___ SEADETL – note that student is Honeywell employee.

___ Place a copy of the student’s academic plan in “Honeywell Sample Academic Plans” folder in the black lateral file cabinet in Advising Dept.. These plans can be helpful references in meeting the continuous enrollment requirement.
