The NOAA Office of Ocean and Atmospheric Research (OAR) and National Marine Fisheries Service (NMFS) invite applications for the establishment of a cooperative institute (CI) to support NOAA research facilities in the Pacific Northwest. TheCI will focus on the themes of: (1) Ocean and Coastal Observations; (2) Climate Research and Impacts; (3) Environmental Chemistry; (4) Seafloor Processes; (5) Marine Ecosystems; (6) Protection and Restoration of Marine Resources; and (7) Tsunami Observations and Modeling.The CI will be established at a research institution not only having outstanding graduate degree programs in NOAA-related sciences, but also located within a daily commuting distance to the Pacific Northwest NOAA facilities in Seattle, Washington. The NOAA National Environmental Satellite, Data, and Information Service (NESDIS) invites applications for a Cooperative Institute (CI) that will focus on satellite studies related to weather and environmental analysis. The CI will focus on the themes of: (1) Satellite Meteorology Research and Applications; (2) Satellite Sensors and Techniques; (3) Environmental Models and Data Assimilation; and (4) Outreach and Education. This Request For Proposals (RFP) solicits proposals from eligible entities for grants and cooperative agreements to be awarded pursuant to a portion of the $475 million Great Lakes Restoration Initiative included in Public Law 111-88, the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2010 which is in furtherance of President Obama’s Great Lakes Restoration Initiative (the “Initiative”) announced in February 2009. The President and the U.S. Environmental Protection Agency (EPA), in conjunction with 15 other federal agencies, have made restoring the Great Lakes a national priority. The Initiative builds on the prior efforts of agency, business, public interest, and other leaders which resulted in the Great Lakes Regional Collaboration Strategy (GLRC Strategy) and the Great Lakes Restoration Initiative Action Plan now being developed. This RFP represents EPA’s major competitive grant funding opportunity under the Initiative and is one of several funding opportunities described in the Initiative’s Interagency Funding Guide. This RFP, in conjunction with other funding opportunities under the Initiative, will be used to competitively provide funding to eligible entities to address the most significant Great Lakes ecosystem problems and efforts in five major focus areas: • Toxic Substances and Areas of Concern, including pollution prevention and cleanup of the most polluted areas in the Great Lakes. • Invasive Species, including efforts to institute a “zero tolerance policy” toward new invasions. • Nearshore Health and Nonpoint Source Pollution, including a targeted geographic focus on high priority watersheds and reducing polluted runoff from urban, suburban and, agricultural sources. • Habitat and Wildlife Protection and Restoration, including bringing wetlands and other habitat back to life, and the first-ever comprehensive assessment of the entire 530,000 acres of Great Lakes coastal wetlands for the purpose of strategically targeting restoration and protection efforts in a science-based manner. • Accountability, Education, Monitoring, Evaluation, Communication and Partnerships, including the implementation of goal- and results-based accountability measures, learning initiatives, outreach and strategic partnerships.

The National Aeronautics and Space Administration (NASA) Office of Education, in cooperation with NASA’s four Mission Directorates—Aeronautics Research, Exploration Systems, Science, and Space Operations—and NASA’s ten Centers, solicits proposals for the NASA Experimental Program to Stimulate Competitive Research (EPSCoR). Each funded NASA EPSCoR proposal is expected to establish research activities that will make significant contributions to the strategic research and technology development priorities of one or more of the Mission Directorates and contribute to the overall research infrastructure, science and technology capabilities, higher education, and economic development of the jurisdiction. NNH09ZDA001N, entitled "Research Opportunities in Space and Earth Sciences - 2009 (ROSES-2009)," will be available on or about February 13, 2009, by opening the NASA Research Opportunities homepage at and then linking through the menu listings "Solicitations" to "Open Solicitations." This NASA Research Announcement (NRA) solicits proposals for supporting basic and applied research and technology across a broad range of Earth and space science program elements relevant to one or more of the following NASA Research Programs: Earth Science, Heliophysics, Planetary Science, and Astrophysics. This ROSES NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, stratospheric balloon, and suborbital rocket investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this NRA range from less than one to several million dollars, which allow selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is four years, although a few programs may specify shorter or longer (maximum of five years) periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on number or teaming arrangements. Note that it is NASA policy that all investigations involving non-U.S. organizations will be conducted on the basis of no exchange of funds. Proposal due dates are scheduled starting on May 1, 2009, and continue through April 30, 2010. Electronically submitted Notices of Intent to propose are requested for most program elements, with the first such due date being March 13, 2009. Electronic submission of proposals is required by the respective due dates for each program element and must be submitted by an authorized official of the proposing organization. Electronic proposals may be submitted via the NASA proposal data system NSPIRES or via Grants.gov. Final text for Appendix A.32: Air Quality Applied Sciences Team.

This amendment presents final text for Appendix A.32 entitled “Air Quality Applied Sciences Team.” This replaces the prior text in its entirety. This program is initiating Applied Sciences teams to focus on key applications-oriented challenges and critical data products needed by the applied community and end users. The teams will address topical sets of applied topics that require a sustained, coordinated, and targeted applied research investment and will identify specific data products and provide applications-oriented feedback to Earth science research. The Applied Sciences Teams are analogous to the mission Science Teams. In general, these teams will contribute to the fundamental understanding of how Earth science can be scaled and applied to serve society. These teams will contribute to the body of knowledge on methods to enable institutions to apply new types of data and information in traditional processes and decision-making activities.
