Adult Education Advisory Council Meeting
February 14, 2017
Bates Technical College, South Campus

Welcome, introductions, and agenda review
Lynn Christofersen welcomed the council and introductions were made. The agenda was reviewed and accepted as proposed.
Business Meeting
- Approval of Meeting Minutes -Motion made to approve the Fall 2016 meeting minutes as submitted. The motion was seconded – minutes were unanimously approved.
- Announcements:
- Our open competitive RFA opened 1/23 and closes 3/2/17.
- 1/26 bidders conference
- 3/3 distribute applications to the WDC’s for alignment review
- 4/2 applications are preliminarily approved
- 6/28-29 final approval by the SBCTC’s board
- This is the first time that “demonstrated effectiveness” has been part of the rules, which can be challenging for potential new providers
- Reminder that meeting materials will be posted to the AEAC website two weeks prior to each meeting, so you are able to print and review items prior to the meeting date. Our apologies for that not happening for this meeting.
Review of Mission, Vision & Values– Jon Kerr – input from work group
We would like for you to break into 3-4 work groups to review the vision, mission and goals work done at the Fall meeting.
Here is the final draft Vision, Mission & Values developed from the group break-outs:
VISION
Everyone in Washington state has the knowledge, skills and credentials necessary to earn a living wage and achieve economic self-sufficiency, which results in a dynamic economy and vibrant communities.
MISSION
AEAC partners with stakeholders to develop equitable and inclusive policies to build college and career pathways that result in a strong Washington economy.
VALUES
Our work is guided and informed by AEAC’s commitment to:
- Inclusiveness – respects people and cultures, values diversity, and is committed to equitable student-centered educational and economic opportunity.
- Collaboration – works collaboratively and openly with stakeholders to bridge systems
- Quality – promotes continual data-driven innovation and improvement of Adult Education that impacts all students.
- Innovation – seeks and promotes rigorous educational innovation that moves students further and faster toward educational and career goals.
- Advocacy – seeks to inform and advance an agenda of student centered education and economic development.
SBCTC Executive Director Search Input – John Boesenberg
John came to gather the council’s inputs on what they believe are important attributes for our new Executive Director search:
- John shared the Executive Director Position Profile with the council, AEAC website
From our perspective, it is critical that the new executive director:
- Needs a pulse on what’s happening federally for basic skills
- Influences others in key positions – tells presidents/SB/contractors that they can’t have their way all the time –the person must be very strong to navigate the responsibilities of the position
- Marty has done well at seeing basic skills as an equal mission area & sees all working together as a unit
- Need someone who already knows/has passion for basic skills
- Can explain exceptionally complex legislative items & explaining it so all can understand
- Actual student interaction
- Needs the ear of the Governor’s office / Senators & Representatives
- Needs to support moving more part-time faculty to full-time – watching the bills for this
We still feel that the guidance given the last time we went through this process is relevant:
- Experiencewith and commitment to addressing the educational needs of the diverse population of adults who lack the academic and/or English language skills in order to succeed in postsecondary education and earn credentials/ degrees with meaning in the workplace;
- ability to navigate policy, legislative and fiscal environments at the national and state levels in order to increase the ability of the college system to effectively serve adult basic education students;
- leadership that fosters, supports and brings to scale innovations such as Integrated Basic Education and Skills Training (I-BEST) that increase educational progress, transition from level to level, and completion rates for ABE students;
- effective strategies for collaborating with a diverse group of agencies, entities and sectors to ensure the success of ABE learners, including those represented on the AEAC;
- willingness to actively serve on the AEAC, providing colleagues on this body with leadership support, information and perspectives necessary to increase the number of adults who have skills and knowledge to take a place in the economic and social mainstream.
Christy will send out information on the open forum for the Executive Director when we get that far in the process. The forum is usually held in the SeaTac area.
SBCTC Legislative Update – Jon Kerr

AEAC Task Forces – Troy Goracke
- Fine Forgiveness update – nothing is in current law that compels schools to provide students with a copy of their transcripts. We didn’t get anything into this legislative session; we’ll have to develop and put in a bill next year.
- HS Outreach update – reviewed the draft flyer that the taskforce has assembled, it would be customized by regions.

Council for Basic Skills final work plan – Catherine Cantrell, CBS Chair
Catherine reviewed the work plan for CBS to show the goals of the basic skills directors for this year 2016-17 and how their work plan may complement the AEAC’s work plan (and vice versa).

Unfortunately, we ran out of time at this meeting and we will continue to work on developing our two-year work plan at the Spring meeting. Mike Paris suggested that the SBCTC staff draft the goals document. The body agreed.
The 2016-17 AEAC Meeting Schedule:
- April 10, 2017 – from 8:30 to 4:30 – location TBD
- June 7-8, 2017 (1.5 days, usually 8:30 to 4:30 and then 8:30 to 1:30 ) – The Icicle Inn, Leavenworth, WA
