ADR HARMONISATION–CERTIFICATIONPROCEDURES

1.INTRODUCTION

1.1ThisCirculardetailstheoperationofVehicleStandard(AustralianDesignRule– Harmonisation)2012(TheHarmonisationADR).

2.BACKGROUND

2.1In2000,Australiaacceded totheUnitedNationsEconomicCommissionforEurope(UNECE)AgreementconcerningtheAdoption ofUniformTechnicalPrescriptionsforWheeledVehicles,Equipment andPartswhichcanbeFittedand/orbe UsedonWheeledVehiclesandtheConditionsforReciprocalRecognitionofApprovalsGrantedonthe BasisofthesePrescriptionsofMarch1958(the1958Agreement).Australia“applied”twentynineUNregulationsunderthe1958 Agreementin2010andafurther five in2015and2016.AlistoftheappliedUNregulationsandtheircorrespondingADRsisincludedatAppendixA.Notificationsoftheregulationsarelocated on the UN TreatyNotificationwebsiteat:

(searchon“Australia”).

2.2TheHarmonisationADRprovidescertaintytomanufacturersthatthelatestversionsofUNregulationswhichhavebeenadopted asalternativestandardswithintheADRsand thathavebeenapplied byAustraliaunderthe1958AgreementwillbeacceptedinAustralia.

2.3TheHarmonisationADRdoesnotincreasethestringencyofanyotherADR, asitsprovisionsareoptionalformanufacturerstouse.

2.4TheHarmonisationADRcameintoeffecton18February2012.

3.APPLICABILITY

3.1Applicabilityisin accordance withthe applicabilitytablesoftherelevantADRs.

4.APPLICATIONFORANIPA

4.1Manufacturersshouldmake an applicationfor anIdentificationPlateApproval (IPA)for anewvehicleinaccordance with Administrator’sCircular No.0-1-2‘AGuidetothe CertificationofNewVehicles–TypeApproval’.

4.2WhereanADRreferencesaUNregulation asanalternativestandard andthat UN regulationhasbeenappliedbyAustralia,manufacturersmaymeetthetechnicalrequirementsofeither:

4.2.1thereferenced UNregulation;or

4.2.2alaterversion ofthereferencedUNregulation.

5.SEFORMS

5.1TheSummaryofEvidence(SE)formsfortherelevantADRsarebeingrevisedtoidentifywhereaUNregulationhasbeenappliedandtoacceptevidenceofcompliancetothe regulationreferencedintheADRora laterversion.

5.2WhereanSEformisyettoberevised,manufacturersshouldadd anelectronicnotedetailingtheversionoftheUN regulationthattheyare certifyingto.Theremainder of theSEformshouldbefilledinas pernormal.
