Adolescent Early Intervention and SUD Treatment Summit
building a continuum of care responsive to the needs of youth
Sponsored by the California Institute for Behavioral Health Solutions (CIBHS) under a grant from the Blue Shield of California Foundation, the summit will be a unique opportunity to examine promising and best practices in adolescent early intervention and treatment. We have invited the administrators, local partners and allies to participate as members of a county team designed by the county. The summit will also provide the time to build collaborative partnerships which will be key to designing and delivering SUD services.
The Summit:
The summit will take an epidemiological, developmental,and public health approach to the implications for developing a system of services for youth. It is a time for new ideas and collaboration and to seize the opportunity to build a system of care that does not currently exist.
Historically, the funding for adolescent substance use disorder (SUD) treatment services has largely been the Substance Abuse Prevention and Treatment Block Grant Set Aside funds. In 2017 the total set aside is $7,326,561 (less than 5% of total Block Grant) with DMC increasing slightly over time. Proposition 64 will infuse new funding into services in the future and at the same time create substantial challenges for youth, families, providers and policy and system leaders.
For many years’ referrals, have been primarily from the juvenile justice system and Title IV AFDC has been used extensively to fund residential treatment. Consequently, treatment has been shaped by our criminal justice and social service partners meeting the juvenile justice system need for supervision and the foster care system need for placement. Clearly, we need a discussion of early intervention and treatment best practices based on a clinical model, as well as an adolescent development model, not an adult model of service that has been adapted. We need a blue print for a continuum of innovative services and system of care. We need to explore the use of science based tools to identify and assess youth for substance use disorders as well as mental health co-morbidity. We need new ideas for engaging youth earlier in interventions and supporting and sustaining them in recovery. We need a strong family systems approach where available to an adolescent.
Summit goals and content:The goal of the youth forum is to identity the components of a continuum of care responsive to adolescent needs.

- Share best practices: Counties will hear from experts and practitioners in adolescent services in workshop settings.
- Catalyze local action: County partners will have the opportunity to strategize about improving SUD services for youth in their communities.

Audience: This is a convening for California AOD administrators and representatives from up to five key partner agencies. Key partners may be different in each county. We encourage you to invite agency leaders with decision-making power that will strengthen relationships that are both operationally critical and politically savvy. Funders and key legislative staff will receive invitations. Key partners might include:
- Primary care leaders from hospitals, managed care plans, or clinics that serve youth in your county
- Behavioral health directors or other mental health administrators
- Leaders from local school districts
- Key county agencies like administrative officers, social service, or probation
- Local juvenile justice partners
- Prominent community SUD providers who are serving, or want to serve, youth
