MINUTES OF THE MEETING OF ADDLETHORPE PARISH COUNCIL HELD ON 13TH SEPTEMBER 2011

The monthly meeting of the Parish Council was held on Tuesday 13th September 2011 at 7.30p.m. in the Methodist Chapel, Chapel Lane.

PRESENT:- COUNCILLORS H.BOUGHTON (CHAIRMAN), G.ESCOTT, J.LEEMAN, N.TOWERS

County Councillor C.Davie and one member of the public were also present.

OPEN FORUM

There were no questions from members of the public.

1) CHAIRMAN’S REMARKS

The Chairman welcomed everyone to the meeting.

2) APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors M.Tait and I.Clift.

3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT

Councillor Leeman declared a personal interest in agenda item 13, as he has a touring caravan site.

4) MINUTES OF THE MEETING HELD ON 12TH JULY 2011

The notes of the meeting held on 12th July 2011 were approved as the minutes and signed by the Chairman.

5) MINUTES OF THE PLANNING MEETING HELD ON 23RD AUGUST 2011

The notes of the Planning Meeting held on 23rd August 2011 were read out by the Clerk. These were considered to be a true record of the meeting held on 23rd August 2011.

6) CLERK’S REPORT ON MATTERS OUTSTANDING

Sewage works, Boltons Lane

The Clerk read out a letter from Anglian Water regarding the odour issue at the sewage works, Boltons Lane. The salient points of the letter were discussed following which Councillor Davie concluded that it was a case of managing the plant as best as possible until a new plant could be built at some point in the future.

Bank Mandate

The mandate had been completed by Councillor Escott and was passed on to Councillor Leeman to add his details.

Dumped items

The Clerk enquired if the sink and TV had been removed from Mill Lane. Councillor Escott replied that they had not and that they had now been ‘buried’ in the undergrowth.

The Clerk is to contact E.L.D.C. again.

Culverting of a watercourse at the Kings Head, Orby Road

The Clerk explained she had been corresponding with Lindsey Marsh Drainage Board regarding this matter which had originally been brought to the attention of the Parish Council in the summer of 2010. A copy of the latest letter sent by the Drainage Board to the owner of Villa Joyosa was read out by the Clerk.

7) CORRESPONDENCE

The following publications were made available for Councillors to read:-

a) Clerks and Councils Direct - September 2011

b) LALC News - summer 2011

Lincolnshire County Council is currently consulting on its Draft Parking Policy. The Clerk explained the proposal was for the County Council to take over street parking enforcement from Lincolnshire Police. A copy of the consultation document is available to download from the County Council’s website. The Council had no comments to make.

A list of Area Committee meeting dates for the remainder of the 2011/12 year had been received.

E.L.D.C. is carrying out a review of polling districts and polling places. The Council had no comments to make with regard to the arrangements for electors of Addlethorpe.

The Clerk explained she had received a request under the Freedom of Information Act for the average and youngest age of Councillors by a gentleman carrying out a study into the contribution older people make to public life in the U.K. It was agreed to provide this information.

8) REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

Councillor Davie said he was pleased to announce that the Government had agreed to give a sum of £14.5 million to improve rural Broadband in Lincolnshire. This will be matched by investment from BT and monies from the County Council’s capital fund.

The County Council is encouraging all Schools in the County who are not becoming Academies to join the CFBT Academy Trust. Councillor Davie spoke about new planning guidance which will, amongst other things, help to protect Lincolnshire’s coastline. Adult social care is being improved with more people having a say in the service they require. A new initiative to encourage farmers to help with snow clearance in bad weather is underway and it will shortly be announced that Lincolnshire is the food county of the country. There was a brief discussion about road repairs which have taken

place since last winter. Councillors were pleased to note that Mill Lane had recently undergone some remedial work.

9) PAYMENT OF ACCOUNTS

It was proposed, seconded and agreed to pay the following accounts:-

a) H.Heyes - £300.00 (grass cutting)

b) S.D.Marshall - £8.98 (reimbursement for cost of wine for Internal Auditor)

10)INTERNAL AUDITOR’S REPORT FOR THE YEAR ENDED 31ST MARCH 2011

The Clerk read out the findings of the Internal Auditor, Mrs.J.Cooper, who had audited the Council’s accounts for the year ended 31st March 2011.

11)PLANNING CONSENTS/REFUSALS

Noted as follows:-

a) Mr.J.E.Morris - alterations to existing dwelling to provide an air source heat pump, Roselyn, Mill Lane, Addlethorpe GRANTED

12)PLANNING APPLICATIONS

A planning application by Mr.P.Robinson and Miss S.Cranston for extensions and alterations to The Glen, Youngers Lane, Burgh le Marsh had been received. Following some discussion, it was proposed, seconded and agreed to support the application.

13)PROPOSED APPROACH TO NEW TOURING CARAVAN SITES WITHIN THE COASTAL FLOOD ZONE

Councillors had read the correspondence received from E.L.D.C. on the proposal to allow development of small touring caravan sites in the Coastal Flood Zone. Following much discussion, it was proposed, seconded and agreed not to support the proposal.

14)WINTER WEATHER PRE CONSULTATION QUESTIONNAIRE

There was a discussion about the Council’s request for additional grit bins, following receipt of an unsatisfactory reply from Highways regarding this matter. Councillor Davie offered to take the matter up on behalf of the Parish Council. The Winter Weather Pre Consultation Questionnaire was then completed.

15)WORK TO TREES IN FRONT OF VILLAGE GREEN

Two quotes for the work had been obtained. Following some discussion, it was proposed, seconded and agreed to instruct Mr.M.Parnell to carry out the work.

16)PARISH PLAN

All present agreed the Parish Plan launch/social event held the previous Sunday had been a great success. Councillors wished to record their thanks to Councillor Tait who had worked hard to organise the event.

17)DATE OF NEXT MEETING

The next meeting of the Parish Council will be held on Tuesday 11th October 2011 at 7.30p.m. in the Methodist Chapel, Chapel Lane.

18)ANY OTHER MATTERS FOR DISCUSSION ONLY OR NEXT AGENDA

The Clerk was asked to report some black bags which have been dumped along Rectory Lane North.

The hedge at Rosedene, Mill Lane has still not been cut back. The Clerk was asked to remind Vic Sleaford that he was supposed to be writing to the owner regarding this.

An invitation to attend the L.A.L.C. A.G.M. and Conference had been received. L.A.L.C. is also inviting nominations to fill seats on the Association’s County Committee.

As there was no other business the meeting closed at 9.15p.m.
