The Consulate has a requirement for a firm to renovate a168 sqm office building space. This renovation effort is estimated at between $25,000 and $150,000 and needs to be completed by December 1, 2011, in the district of Shanghai, China.

General project description

The proposed office will function as work space for Officers and local staff of and agency. Work space for up to 6 persons will be required in this area. Space will incorporate walled offices and cubicle spaces, as well as a meeting room, pantry/kitchen, and IT server room. A reception area is not required.

The office should have a small outer room between the building's hallway and the main office. The outer door to the hallway should be opaque. There should be a lock box, next to the outer hallway door, with a key pad to lock and unlock the outer door, in addition to the deadbolt lock. There should also be a second lock box, accessed by a combination lock, in the ante room next to the FBRE door. The security system should be operational and capable of monitoring and recording persons accessing the office.

Inside the security door, on the adjacent wall inside the main office, there should be a key pad used to control access and egress during business hours, without using the deadbolt locks on the security door. We would prefer to have security cameras mounted in the hallway and in the ante room connected to a Closed Circuit TV monitor. This office will be for personnel only and the general public will not have access.

The following are additional requirements:

1One (1) conference room that will accommodate eight to ten (8-10) people, for meetings, training, etc.

2Two (2) individual walled offices. These offices should utilize the outside windows as one of their walls, be separated by a solid wall, have walls with glass doors looking into the general office space and doors to be lockable.

3One (1) separate LAN room requiring dependable, 24/7 air conditioning.

4A separate storage room with lockable door.

5A small pantry with necessary appliances.

6The desks of the two (2) local staff members will be located in the space between the American staff offices and the LAN and storage rooms.

7Three (3) additional work stations, located around the perimeter of the office, which will accommodate either additional staff.

Aside from the two private offices for the American officers, and the rooms described above, the remainder of the office should be as open and unobstructed, by cubicle walls or partitions etc., as possible.

Each office, each work station, and the conference room will require adequate electrical outlets, data drops (i.e. computer hookups) and phone lines.

The pantry will require electrical outlets and counter space for appliances, e.g. microwave, refrigerator, coffee/tea pot.

The space should be designed to accommodate the compactus filing system which is on rails and may be opened and closed to conserve space. Structural adequacy of the buildings loadings to accommodate this unit must be checked and existing structure be reinforced if required.

The windows to the outside will require blinds and security grills. They should be able to meet Department of State Office of Buildings Overseas recommendations. Window shades and treatments must be in compliance with the lease agreement.

The entire office, except the kitchen, storage room, and LAN room, should be fully carpeted.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal:

  • Be able to understand written and spoken English;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
  • Have no adverse criminal record;
  • Have no political or business affiliation which could be considered contrary to the interests of the United States;
  • Have good experience and past performance records; and,
  • Identify specialized experience and technical competence required to construction the work in accordance with this solicitation.
