Additional Information for Schools on the 30 Hours

Further to the Schools Briefings held at Nottingham Racecourse in February, it was agreed that we would prepare some additional information, specifically around issues facing schools, to support with the implementation with the 30 hour offer for eligible 3 and 4 year olds across the City, to be supported by a range of existing local and national guidance already produced.

Following the previously issued powerpoint presentation for schools, if you are still undecided about how you can support this agenda in your school you may find the ‘10 steps workbook: Getting ready for 30 hours childcare for working parents in schools’ ( booklet by Childcare Works useful, alongside the scenarios noted in this document.

Information for parents:

  • Share with them how you will be supporting the 30 hour entitlement in your school, sharing details of any partners you are working with or the Families Information Service number (0800 458 4114)
  • If sharing their 30 hour entitlement between school and another provider, parents will need to specify on their parent agreement which provider is receiving their universal 15 hour entitlement and which is receiving their additional hours, should their working circumstances changes and they fall out of eligibility. A model parent agreement is available as part of the statutory guidance.

  • The Government have recently launched a new website for parents to help them work out what they could be eligible for; https://www.childcarechoices.gov.uk/
  • Parents will be able to check their eligibility for the 30 hour entitlement from this site. If eligible they will be given a code to take to their provider who will check their eligibility with the LA to confirm their place. Nottingham City LA have recently received some funding to support the eligibility checking process for schools and providers and the practicalities of how this will work will be shared in due course.

Delivery Model Examples and Costings

The following delivery model examples and costings have kindly been provided by Bentinck Primary School and Mellers Primary School. This document does not intend to address individual school concerns or business models but aims to support schools in making more informed choices about how the 30 hour offer could be managed in school. It is recommended all schools look in detail at their individual budget and delivery situations before agreeing their delivery models.

Costing Assumptions:

  • All figures are based on ratios of 1:13 staff to children and don’t include any expenditure other than the raw staffing costs
  • Assumes all available places are filled
  • Assumes a flat rate of £4.25 per hour unless otherwise stated
  • Additional EYPP / Deprivation supplement funding would be further additional income
  • Delivery over 38 weeks of term – not a model to stretch the entitlement all year round

It is acknowledged that many city schools have been offering full time places to N1 & N2 children and as such have historically been funded for 25 hours, but as stated at the Schools Briefing in February, this will cease in September and DSG funding will be capped at 15/30 hours for all pupils. However, we appreciate that many schools remain committed to the principle of full time places for N1 & N2 children & the following examples from Mellers Primary School illustrate what this could look like in a range of scenarios;

Scenario 1

  • 39 full time N2 places funded for 15 hours a week (some full time children may be eligible for 30 hours funding per week which would further increase the income received & surplus remaining)
  • 26 part time N1 places funded for 15 hours a week (13 morning and 13 afternoon)

  • If your 30 hour offer includes care over the lunch time period, you may find the ‘Lunchtimes and Additional Charging’ ( briefing paper by Childcare Works useful in developing your model.
  • Furthermore, in developing the model for your school you may wish to consider options for parents paying for hours during the school day at school if they are not eligible for 30 hours. It is recommended that school needs to be able to at least break even from whatever model is offered. The Education (Charges for Early Years Provision) Regulations 2012 states that the lifting of prohibition on schools charging for early years provision in the circumstances that 2c) the early years provision is not otherwise funded by the Local Authority in accordance with regulations made under section 47 of the Schools Standards and Framework Act 1998.

This essentially means that once the Local Authority ceases funding the child’s appropriate entitlement, the school can then charge parents at their discretion for any additional hours accessed, as long as there’s no obligation for the parents to buy additional hours as a condition of them receiving their funded hours.

Staffing

Northumberland County Council is an Early Implementer Local Authority for the 30 hours and as part of their shared learning produced the following summary table for staff:child ratios for children receiving their early years entitlement. Staffing arrangements must meet the needs of the children and providers must ensure the children are adequately supervised and decide how to deploy staff to ensure children’s needs are met.
