Executive summary

This addendum to the engineering report for Regional Queensland accompanies, and is intended to be read with the previously released:

  engineering report on restack planning for Regional Queensland

  documentation related to the revised draft Television Licence Area Plan (TLAP)

  revised draft variations to the Digital Channel Plans (DCPs) for Regional Queensland.

It provides minor updates to the proposed channel block identifications and channel allotments for sites within the Regional Queensland licence area but of greater importance are changes to the proposed restack timing window dates.

The changes to previously proposed channel planning and allotments are relatively minor, but are discussed in Sections 1.3 and 2. A number of minor changes to previously proposed maximum ERP levels are also being proposed to better align TLAP maximum ERP levels with the maximum ERP levels at which services are expected to operate. Also, following comments on the draft instruments and further analysis by the ACMA, changes have been made to some of the antenna height, site coordinates and other technical details recorded in the planning data. These changes will help to ensure that the planning data accurately reflects operating arrangements.

Section 3 of the report discusses implementation sequencing constraints that may need to be captured as events or circumstances in the draft TLAP or as licence conditions. However, the determination of restack timing windows is not covered in this report. It is discussed separately in the supplementary discussion paper for the revised draft TLAP and revised draft variations to DCPs for Regional Queensland.

Proposed channel allotments

The tables below summarise the channel allotments proposed in this addendum to the engineering report. These allotments will be included in the revised draft TLAP and revised draft variations to the DCPs (the revised draft instruments).

Where sites have a mixture of broadcaster and proposed retransmission services, the sites will be included in the revised draft instruments, but possible retransmission services have been identified with an asterisk (*).[1]

Sites shown in rows with grey shading have all retransmission services. These services will not be included in revised draft instruments, but they have been taken into account in channel planning.

Channels proposed to be allotted in the revised draft instruments for currently operating services that will be restacked are identified by ( ).

The table reproduces the equivalent table in the earlier engineering report but changes to the previously proposed channel allotments are shown in red.

1  Introduction

1.1  Scope

This addendum to the engineering report for Regional Queensland should be read in conjunction with the previously released;

  engineering report for Regional Queensland

  documentation related to the revised draft TLAP

  the revised draft variations to the DCPs for Regional Queensland, including the related planning data which contains detailed transmitter specifications consistent with the parameters assumed in conducting predictions of signal levels as part of the planning process.

The legislative and regulatory background of the revised draft Regional Queensland TLAP and revised draft variations to the DCPs are discussed in the supplementary discussion paper.

This addendum to the engineering report contains some minor revisions to previously proposed channel allotments, and updates the analysis of constraints that affect the sequencing of the move to final restack channels. The determination of the restack timing window, during which the transition to final digital channels must occur, is discussed in the supplementary discussion paper.
