All external workers must wear protective eyewear when the work to be undertaken is of a hazardous nature to the eyes, such as:

  • Working with caustic acid or other caustic chemical products and are working with / on equipment containing such material.
  • Welding and cutting. People close to areas where welding is being done must pay attention to not look at the welding arch created, for the reflection of the light (within 50 feet ) can damage one’s eyes. Welding curtains should be used to isolate “flash” from exposure.
  • Sharpening, polishing, scaling and / or chiselling.
  • All compressed air usage.
  • Working under rust, dust or other foreign objects which could possibly fall in one’s eyes.

Safety glasses must be worn at all times. The only areas where the non-wear of glasses is permitted are at the punch clocks, the washrooms, the cafeteria and the offices.

SAFETY STANDARDS FOR WORK DONE CLOSE TO PRODUCTION ZONES

Definition:

This guide compliments Waterville TG Inc.’s safety standards enacting the safety rules to be followed in Waterville TG Inc. plants.

Objective:

The goal is to ensure optimal safety for employees working in construction zones, installation and positioning of machinery and for employees working close to these areas.

Scope:

This applies to all team members of Waterville TG Inc. as well as all sub-contractors working in the plants.

Description:

1. Limit Access To The Zone By One Of The Following Methods:

1.1Temporary construction zone:

When an area is to be under temporary construction (less than one week), one must limit access to this area in one of the following manners:

  • Plastic fence (minimum of 91.5 centimetres / 3 feet in height)
  • Perimeter tape “Construction zone” or “Do not enter”
  • Cones placed on the ground (minimum of 91.5 centimetres / 3 feet in height)

1.2 Permanent construction zone

When an area is to be under permanent construction (one week or more), one must limit access to this area in the following manner:

  • Set up a plastic fence with posts anchored to the floor in areas possible.
  • Install yellow tape in areas where one requires access to the zone (door). One must replace the tape after an entrance into the area.

2. Working in Height:

The worker has the obligation of outlining a secure perimeter big enough to ensure that falling objects shall fall within said perimeter.

This perimeter must be limited in the following manners:

  • Plastic fence (minimum of 91.5 centimetres / 3 feet in height)
  • Perimeter tape “Construction zone” or “Do not enter”
  • Cones placed on the ground (minimum of 91.5 centimetres / 3 feet in height)

A safety harness and double lanyard is mandatory when the work requires one to be 3 metres or more off the ground. The safety harness must conform to the standard for such outlined by law.

If the work requires a worker (expert) to work on the floor outside the security perimeter, it is mandatory for him to wear safety helmet. This helmet must conform to the standard for such outlined by law.

2.1 Working in higher places using a ladder or portable stool:

All portable ladders or stools used to carry out the work must be conforming to the standard for such outlined by law.

Conditions for usage: All portable ladders must:

  • It must rest upon a solid base and be supported at the top by it’s 2 legs;
  • It must be held in place by 1 or more people, if it is not securely attached and if it’s length is equal to or more than 9 metres;
  • It must be installed against any shock or sliding which could risk it to become unbalanced;
  • When it is not solidly attached, it must be inclined in such a way that the horizontal distance between the ladder’s legs and the vertical surface of it’s upper support be approximately between one quarter and one third of the ladder’s length between supports;
  • If it is being used as a passage way:

a)It must be solidly fixed in place;

b)It must bypass the upper surface by at least 900 millimetres;

c)It must have free space of at least 150 millimetres behind its levels.

  • It must be placed in such a way as to have sufficient free space at the base to permit secure access;
  • It must never be used as a horizontal support;
  • It must never be used while attached end to end;
  • Made of an insulating material when used close to electrical conductors;
  • It must be of an appropriate length which permits the worker to complete his task without positioning himself on the 2 last levels;
  • One must never be placed on scaffolding, an electric plate form, aerial carriage or bucket, on boxes, barrels or in front of a door which opens into this space.

2.2 Working in higher places using fixed overpasses or platforms:

Fixed overpasses or platforms must:

  • Must never be subjected to weight superior to that which is specified by the manufacturer or by an engineer;
  • Guard rails (railings) must be used to protect the exposed sides from possible falls (articles 12 and 13) if the height from the ground or floor is greater than 450 millimetres, except if an unloading dock or a loading platform is present;
  • When one is in an open working area and is at a height greater than 1.8 metres from the ground or floor, no opening is permitted that is large enough to allow a 30 millimetre diameter sphere to pass through;
  • A minimum of 600 millimetres wide is required for all over passes or platforms;
  • A 2 metre free space is required above and below, unless danger is not apparent.

2.3 Working in higher placer using scaffolding

Scaffolding must always be comprised according to the work to be completed while taking into account the associated accidental risks. It must satisfy the following conditions:

  • It must be conceived, constructed, diagonally braced, sway braced and maintained in a manner as to support the weight and the force under which it shall be subjected and resistant to wind;
  • It possesses a security factor of 4 each constituent element;
  • It must be placed on the ground or solid footings;
  • Guard rails (railings) are provided when workers are exposed to a possible fall of more than 3 meters;
  • The scaffolding guard rails (railings) may be temporarily removed should they prevent the completion of a task which could not reasonably to done otherwise. In this case, a security harness must be worn (mandatory) and the work area must be limited in such a manner as to prevent access to people who are not working there.

When workers are unable to carry out their task on the ground or on a solid surface scaffolding or equipment conceived and constructed for lifting people must be used.

Meanwhile, the usage of a ladder or stool is permissible pour tasks of a short time span.

2.4 Working in height using an elevatorplatform or a carriage:

One must wear (mandatory) a security harness at all times when he is using an elevator platform or a carriage.

3. Working In The Bucket Of A Lift Truck

When using a bucket on the ends of the forks of a lift truck conceived for such a purpose, the bucket must be solidly fixed to the lift truck. The driver must stay on the lift truck at all times and have a valid lift truck operator’s card.

3.1 Moving machinery using a lift truck

  • Ensure that the lift truck is capable of lifting the weight in a secure manner;
  • Ensure to always solidly fix the equipment on the lift truck to avoid possible overturns or possible sliding of the equipment.

Such an operation always requires 2 people:

  • The driver must have a valid operator’s card;
  • An overseer to help guide the driver during the moving operation.

4. Operating With A High Risk Of Fire

All Waterville TG Inc. team members and all sub-contractors working in the Waterville TG Inc. plants who must carry out tasks of welding, cutting or grinding must firstly obtain an operating permit from the Maintenance Department Supervisor or the Buildings Department.

Responsible: Health and Safety Specialist

Pertinent legal articles: Codes and regulations on Health and Safety at work

IMPORTANT NOTE

In the case of disparity for perimeter and security installations, validate with the plant’s Health and Safety Specialist.

Each supervisor must ensure at all times, that no team member or external personnel displace nor remove any element of the perimeter, nor enter the inside of said perimeter without authorisation from the person accountable for said site.

When one is able to carry out the task in a secure manner, the person accountable for the site must advise the production supervisor who will liberate the required sector. In case of doubt, the plant Health and Safety Specialist shall be contacted to render a decision. It is understood that the production group will collaborate by giving the necessary access for minor interventions during day week hours (interventions of 2 hours or less).

All careless practices will not be tolerated and could be sanctioned.
