Rationale for Correction:
The Modality Worklist includes the attribute Issuer of Patient ID (0010,0021), as it is part of the Patient Identification Module. However, this attribute is not included in the Patient Module in composite SOP Instances, nor in the Performed Procedure Step Modules.
The IHE Technical Framework requires that the HL7 ADT message PID-3 data element (which is typically the origin of the patient ID attributes) explicitly include the Assigning Authority (i.e., the issuer).
It would be useful to carry this attribute forward from the ADT message, through the Modality Worklist, and into composite SOP Instances and PPS notifications. It is also added to the Study Root Query keys (since it does not fall under “All other Attributes at Study Level”), and to Patient Root Query keys (for symmetry).
Also, the Attribute Description is clarified to account for IDs not issued by a healthcare provider (e.g., by a national authority).
