Held on 20th February at Adult Learning, Catmose Campus

Present:

Members welcomed & introduced themselves.

  1. Previous minutes & matters arising

Previous minutes read and actions were completed.

  • CM informed BC that £4897 was paid to Sport Structure as a fixed fee for the production of the Sport and Recreation Community Facilities Delivery Plan.
  • CM highlighted the redrafted terms of reference which specifies key priorities for Active Rutland and includes the appointment of a Community Chair.
  1. Projects for 2014

CM stated that LRS investment of £5,000 needed to be allocated for 2014/15 in line with the Group’s priority themes (children & young people, club development, health and wellbeing, inclusion, marketing and mass participation events and workforce development). A proportion of public health funds for physical activity could also be accessed for projects that have a strong health and wellbeing focus. It was proposed to allocate the funds in 2 phases 1) for activity in April –September 2014 and 2) for activity in October 2014 – March 2015.

The following proposals were discussed:

  1. Top Up Swim (Chris Thomas)
  2. School Sport / Change 4 Life Apprentice (Chris Thomas)
  3. Cycling Project with Rutland Rouleur (Chris Thomas)
  4. Edith Weston Pool (Chris Thomas)
  5. Disability Cycling – Adults & Children (Sofie Suckley)
  6. Oakham Bowls (Eddie Owen)
  7. Empingham Table Tennis (Charlotte Malyon on behalf of the Village Hall)
  8. Club Conference (Sofie Suckley)

The group supported the following allocations:-

Priority Theme: Children and Young People / Health and Wellbeing

Project Name / Allocation / Description
Top Up Swim / £500 (A) / Funding offered to children / families who require additional support to learn to swim over and above swimming lessons provided by Schools. Additional support provided by both Catmose Sports Centre and Uppingham Sports Centre.
School Sport Apprentice / £7,000 (A) / Working with Loughborough College, this funding would be used to provide a staffing resource to engage children who traditionally do not take part in sport and PE. Delivery of Change 4 Life Clubs, Golden Mile initiative and other healthy lifestyle activities would be undertaken within primary school settings.

Priority Theme: Children and Young People / Club Development

Project Name / Allocation / Description
Rutland Rouleur Cycling Outreach Project / £500 (P) / Project to offer children and young people the opportunity to take part in cycle coaching, and raise awareness of cycle opportunities post learning to ride a bike. This would be offered to schools post ‘Bikeability’. Project also relies upon significant investment to establish a set of ‘pool bikes’ for which Satellite Club funding is being applied for.
Oakham Bowls Club
Intergenerational Bowls Project / £500 (P) / Project to engage children in the sport of lawn and short mat bowls, in line with Club’s plans to give the sport a more youthful image. Links would be made with CT in order to work with schools.

Priority Theme: Inclusion

Project Name / Allocation / Description
Inclusive Cycling / £400 (P) / Project to provide children and adults access to the inclusive cycles based at Rutland Cycling (Whitwell) in order to raise awareness and increase their use by Aiming High and Brightways service users.

Priority Theme: Workforce Development

Project Name / Allocation / Description
Active Rutland Club Conference for officials, coaches and volunteers. / £500 (P) / One day conference to be held before September to engage with and provide up to date information on hot topics such as safeguarding, media, market segmentation, facilities planning, funding opportunities (national and local), Club Leaders programme, HMRC issues and public health.

The group did not allocate funding for the following proposals:

  1. Edith Weston Pool – this project did not sufficiently meet the priority themes and the use of the available funds to support school buildings / sports facility improvements was questionable (CM to check).
  2. Empingham Table Tennis – project costs and descriptions did not give the group confidence that a Club would be formed. It was felt that use of funds for a ‘drop in’ facility would not be appropriate. RCC team toencourage the Village Hall to access support viaa coaching bursary and other means.
  • CM to confirm in writing regarding these funding allocations and inform relative parties.

Potential Projects for September onwards:

  1. Sports Awards confirmed to take place on Wednesday 12th November at Greetham Valley Hotel and Golf Resort.
  2. Sports Fair/Exhibition at Skyes Lane to coincide with Rutland Day.

BC suggested highlighting criteria for this funding to be shared with partners in future. All agreed this would be useful.

Discussion: CM made group aware of a potential sponsor for the Active Rutland Community Sports Awards in November which could add to the funding amount available for projects.

  1. Culture and Leisure Chapter

All members reviewed the chapter. CM highlighted that the document is supportive of the Active Rutland network and this was welcomed.

  1. Active Rutland Sports Board Chair

CM highlighted the role description is now available and if anyone would like to put themselves forward, please do directly to Charlotte Malyon within next few weeks.
