Minutes of the SAPOE AGM / ACTIONS
1 / Welcome
Willie Whitewas in the chair. All those attending a SAPOE meeting for the first time were welcomed to the meeting.
Acceptance of minutes
The minutes were accepted as accurate.
2 / Matters Arising from the last AGM
All Actions noted in the minutes from the last AGM have either been dealt with or are no longer relevant.
Membership fees were discussed and it was agreed to make a small increase from £225 to £230 per year.

4 / Secretary’s report (Ali Dreyer)
The Secretary’s main tasks this year have included:
-Involvement in the development of the CLPL courses
-Attendance at the OEAP National meeting
-Member of the planning team for the OEAP/SAPOE Joint Conference
-Sent out letters to Directors of Education about CLPL pilot courses
The Secretary suggested that future two day SAPOE AGMs and meetings should be organised by a working group in order to share the load.
The Secretary recognised the contribution of the administrator role in providing support to the Secretary throughout the year.

The meeting dates for 2016/2017 were agreed:
-Thursday 9th June 2016 at Low Port Centre, Linlithgow

  1. Going Out There (Jane Jackson and Willie White)
A new section on Work experience placements will be written by the World of Work network, SAPOE have agreed to host on the GOT website and will be fully funded for this by Education Scotland.
  1. Career Long Professional Learning Course Update (Jane Jackson)
The train-the-trainers session for Secondary practitioners will be held on 22nd March 2016 at Bangholm Outdoor Centre in Edinburgh.
The pilots of the Course Director training will be reviewed after 22nd March 2016.
More Course Director courses will be run, and SAPOE Reps could become Course Directors if they wish.
The dates of future Course Director training should be sent out to Head Teachers before the summer holidays. It was suggested that October – February might be the best time for these courses to run.

  1. Outdoor Learning Cards
John Hamilton and Helen Winton are both Course Director tutors for Outdoor Learning Cards.
  • ACTION: Speak to Stephen Brown at OEAP about OLC Course Director tutor training ASAP to see what is possible with the people we have, so that a date could be agreed before the summer holidays for Autumn 2016
  1. Educational Visit Co-ordinator training
Willie White and Liz Brookes could maybe run a course in the Autumn term.
  • ACTION: Confirm if this would be possible and fix a date and venue before the summer holidays
  1. Visit Leader training
Some people still need to complete the 2 hour practical session. Willie White could run this in Kilmarnock, East Ayrshire and Martyn Pegg could run this in East Lothian
  • ACTION: All must enter course details on the OEAP training site, everyone needing to shadow a practical can contact the course organiser to attend.
  1. Collective Purchasing Agreements
This topic was circulated via e-mail before the meeting. If anyone else has any information about agreements within their local authority, please speak to Will M
  1. SAPOE and AHOEC
Contact had been made by the chair of AHOEC Scotland. Neil Wightwick and Pete Richardson are both members of AHOEC. Many of the same topics are discussed by both organisations. The idea of a joint meeting in December was discussed and one idea for the format was ½ day joint meeting and ½ day separate business meetings.

Types of courses to be posted on the CLPL pages will be discussed on the forum due to lack of time during the meeting.

  1. Balancing Risks, Grounds for Learning Conference
Proposal to partner Grounds for Learning running a one day conference about Balancing Risks. The conference will be held on 28th September 2016 at the University of Stirling and it will be aimed at SAPOE reps, Health and Safety Managers, HSE, AALA.
There will be a charge for attending the conference. As such meeting agreed we should charge fee for time of SAPOE reps.Willie and Jane may run some of the sessions.

  1. Education Scotland
Education Scotland have announced that all Development Officers, who are not externally funded, will be sent back to their schools after the Easter holidays. This includes the Development Officer for Outdoor Learning, Natalie White. All Senior Education Officers are being re-assigned as Attainment Advisors to local authorities. There have also been some redundancies announced in IT and Admin roles.
Meeting unanimously agreed two actions:
  • ACTION1: Offer £2000 from SAPOE’s income from 2016/2017 towards continued funding for the Development Officer post for Outdoor Learning to stimulate similar response from other organisations.
  • ACTION 2: Letters to be written to Education, Sport and Environment Ministers and Education Scotland to express SAPOE’s support for the continuation of the role of Development Officer for Outdoor Learning
  1. Towing of Trailers
Nine out of the eleven local authorities represented allow minibuses with trailers to be towed by teachers with the appropriate qualifications, as long as there are two uninterrupted exits from the minibus. Highland Council does not allow this and Will Manners would be interested to hear from other SAPOE Reps about the position in their local authorities.
ACTION: Contact Will Manners if you have information about this topic / Jane to give the demo and Ali to schedule a slot on the agenda
