ACTION PLAN – Montgomery County Pre-Foreclosure Prospecting

STEPS /
1.  Go to the Circuit Court building at 50 Maryland Ave, Rockville MD, 20850. Find meter parking near the court. Courthouse hours of operation are from 8:30 AM – 4:30 PM.
2.  Proceed to the Land Records Office in Room 218.
3.  Sit at one of the many computers, and set up laptop and open the blank pre-formatted Excel spreadsheet called Pre-Foreclosure List – TEMPLATE.xls.
4.  Open the ELROI application by clicking on the desktop icon
a.  Select the Name tab
b.  Select Grantor as the Party Type
c.  Under Names, Last, select Begins
d.  Enter A (then B, then C, etc)
e.  Enter the date range for the search and click the Go button

5.  On the search result list, look for cases where the Instrument Type is APP SUB/TR. If the name is of a person and NOT a company, note the owner name and click the View button on the record.

6.  In the Optix Folder/Collection Viewer window, click on the thumbnail image of the page of the document to view it. You can zoom or rotate the image using the buttons above the document.

7.  Find and capture the Property Address. (NOTE – DO NOT include any symbols in the Address information, such as #, &, etc) If there is no property address, open the Montgomery Co Property Tax site from the desktop icon (https://www.montgomerycountymd.gov/apps/tax/index.asp) and search by the owner’s name

8.  Capture the Owner’s Name and Address, Lender name, and new Substitute Trustee(s) name into the spreadsheet. (NOTE – DO NOT include any symbols in the Address information, such as #, &, etc)
9.  Go to Step 3.d and enter the next letter in the alphabet (NOTE – it is possible to run multiple searches concurrently to save time)
10.  When finished processing all records, enter jurisdiction, the last date and last record processed in the Excel spreadsheet as a bookmark for the next search
11.  Save the Excel spreadsheet as Pre-Foreclosure-Montgomery-YYYY-MM-DD.xls, (where YYYY is the current year, MM month and DD day), and email the file to the Marketing Coordinator.
