Action Plan for the implementation of the principles of the Open Data Charter

Introduction

Action Plan for the implementation of the Open Data Charter developed in accordance with the agreements reached during the G8 summit in Lough Erne in June 2013 (point 1 Annex 2 of the Open Data Charter).

Description of the current situation

At the time of development of the Action Plan for implementation of the Open Data Charter was executed a set of measures aimed at creating legal, institutional and technological conditions for the publication of open governmental, municipal and corporate data.

As a result of the implementation of the state policy in state and municipal data disclosure in open machine-readable formats, the following main results were achieved:

1. Implemented a number of pilot projects for the publication of state and municipal data in open machine-readable formats;

2. Mainly formed methodological and regulatory framework of the state and municipal authorities on the disclosure of data;

3. Established mechanisms and the basic tools of certification, registration and publication of open data;

4. Formed basic institutions of management priorities, initiatives and works in the area of ​​data disclosure;

5. Formed plans of disclosure of state and municipal data in open machine-readable formats;

6. Disclosed a significant number of sets of open governmental and municipal data;

7. Arranged performance monitoring of the state and municipal authorities to disclose information in an open machine-readable format.

The legal basis for the publication of the open data available in the Internet at the time of development of the Action Plan for the implementation of the Open Data Charter is:

  1. Resolution of the Government of the Russian Federation from November 24, 2009 № 953 "About ensuring access to the information of the activities of the Government of the Russian Federation and the federal executive authorities";
  1. Resolution of the Government of the Russian Federation from July 10, 2013 № 583 " About providing access to the public information of the activities of state bodies and local authorities in the information and telecommunications network "Internet" in the open data format";
  1. Order of the Government of the Russian Federation from July 10, 2013 № 1187-r "About the list of publicly available information placed in the "Internet" in the open data format";
  1. Order of the Ministry of Communications and Mass Communications of the Russian Federation from June 27, 2013 № 149 "About approval of the requirements for technical , programmatic and linguistic tools needed to place information in the "Internet" in the open data format, and to ensure its usage";
  1. The concept of open data approved by the decision of the subcommittee of the information usage technology in the provision of state and municipal services under the Government Commission of the implementation of information technology in the activities of state bodies and local authorities from December 13, 2012 №11.
  1. Guidelines for the publication of the open data by state bodies and local authorities, as well as the technical requirements for the publication of open data, approved by the decision of the Government Commission for the coordination of the open government activities from June 4, 2013 №4.

Governance structure

The political system of the Russian Federation provides necessary conditions for the effective management of the federal and regional authorities on the disclosure of government data in open machine-readable formats. There also exist effective levers to ensure disclosure of the corporate information by companies with state participation.

Municipal (local) authorities are outside of the scope of public administration and have greater autonomy in prioritizing policy of openness, but methodologically guided by federal and regional practices, which allows implementing coordinated policy at the federal, regional and local levels.

Leadership

The Russian Federation published basic documents setting out the objectives and principles of the state policy for the Open Data; generated complex of the methodological and technical standards, ensuring the unity of methodology and technology policy for open data; there are working groups that ensure coordination of public and civic initiatives for the open data and further development of open data subject.

Interaction with customers (involvement)

The Russian Federation has a wide range of communication channels to target audiences: blogging state and municipal employees, blogs working groups and professional associations, corporate blogs IT companies, electronic services for working with applications, applications and initiatives of citizens, community councils and coordinating bodies at state agencies, expert and advisory bodies of the Government, direct communication with the public, communities and specialized companies.

On an ongoing basis , anOpen data Council under the Government Commission for the coordination of open government with the participation of representatives of governments , non-governmental organizations , experts and the IT industry .

Data and metadata management

The Russian Federation has created the basic conditions for ensuring the uniformity of technical policy, metadata standardization and unification of the formats for the data; created and widely used set of generic tools of certification, state registration and preparation of the data for publication; developed and implemented the concept of open data portal of the Russian Federation.

Participation in global initiatives

The Russian Federation is actively involved in global initiatives in the area of open data, both at the state level and at the level of non-governmental organizations recognized by the international and national experts, civil and professional communities.

In particular, the Russian Federation is actively cooperating with the World Bank, the Organization for Economic Cooperation and Development, the Open Government Partnership, has been monitoring initiatives and, at the expert level, involved in the activities of international non-governmental organizations such as the Consortium W3C, Open Knowledge Foundation (OKF) and other conceptual leaders of the Open Data movement.

Challenges and obstacles

The inertia of thinking that determines the preservation of a number of restrictions on the distribution of certain types of information generally available as a result of social and technological development.

The high complexity of data cleaning process with underdeveloped institutions of the state-civil cooperation in this field, the need for technology use processes for reporting errors and omissions.

The absence of a generally recognized standards of quality models and data sets (the probability of errors of different types: syntactic, semantic, missing data, etc.), allowing to inform the consumer about the risks associated with the data usage.

Lack of international and national standards which set principles of naming sets and data packages (including versions, volume, time intervals), the principles of naming fields and records, recommendations for optimal structures and names of the fields of basic data sets.

The lack of model regulations addressed to the municipal (local) authorities who are outside of the administration of the federal bodies of state power and bodies of state power of subjects of the Russian Federation.

The presence of a significant number of old and not modernized state information systems, where data extraction for various reasons is difficult.

Incompatibility of certain widely used in international practice standards for data representation with the requirements for open data (e.g., SDMX- Statistical Data and Metadata Exchange).

Publication of core datasets

The Russian Federation will publish core datasets in accordance with the priorities identified in the annex to the Open Data Charter of the G8 and following from the principles of organizing information in state information systems.

PublicationofHighValueDatasets

As of October 2013 the bodies of state power of the Russian Federation published a number of data sets, defined by members of the "G8" as the high valued data (examples of individual data sets are listed below).

By 2015 the Russian Federation plans to improve the quality and accessibility of the published data sets and to ensure the publication of open data maximum possible amount of data collected by the state and local authorities according to the demand for data from the community and the IT industry.

Publishing data on the national portal

The Russian Federation plans the following:

Develop and implement a commercial operation of the open data portal of the Russian Federation in 2014.

Publish established obligations to the countries-members of the G8 datasets on open data portal of the Russian Federation (domain name).

Consultation and engagement with civil society

The Russian Federation commits develop open data line in close collaboration with civil society, the developers and users of IT solutions based on open data and using:

  • Open Data Council at the Government Commission for Coordination of open government - a working group bringing together representatives of government, business, social organizations, experts, developers of applications based on open data - in order to improve the legal framework and mechanisms for the publication of open data, determine the most popular data sets;
  • Competence centers, conferences, seminars, trainings, competitions and other events with the participation of developers and users of IT solutions aimed at promoting and encouraging the use of open data in the society.

Sharing experiences and compilation of best practices

The Russian Federation commits to support domestic and foreign developers of innovative solutions based on the use of open data, publishing reviews of the best practices and creating institutional and technological conditions for the exchange of experiences, reusable software components, joint development of software applications and specialized communications.

In particular, in this area the Russian Federation commits:

  • To create within open data of the Russian Federation portal set of collaborative tools and services to support professional communication;
  • To provide support to non-profit organizations that monitor the market of software applications, analysis, compilation and publication of reviews of best practices;
  • To support national and international conferences and workshops devoted to the development of the national segment of open data, economics and technology of open data and technology;
  • To create a repository of tools to work with open data, application programming interfaces (API), subroutine libraries of open source.

The definition of state policy towards open data

TheRussianFederationcommits:

  • To ensure the transparency and certainty of government policy towards open data through the publication of relevant doctrinal documents revealing the goals, objectives, principles and priorities of the state policy in the field of open data, aimed at the realization of social and economic potential of the state information resources;
  • Execute prompt (as new challenges and opportunities arise) and public (with the assistance of representatives of the developers and end users of information products, services, and services based on open data) update documents of state planning in the field of open data, while maintaining adherence to the basic principles of state policy;

Improving the quality, quantity and availability of open data

The Russian Federation commits to enhance the relevance, accessibility, completeness and quality of the published open government data, improving the legal, organizational, methodological and information-technological support for the publication of open data, improving state information infrastructure and deliberately creating a national open data infrastructure.

In particular, in this area ​​the Russian Federation commits:

  • To create within the open data portal a set of integrated tools that provide ease and efficiency of the processes of formation and publication of open data sets;
  • to implement measures to ensure the publication of high-quality core data sets and reference books;
  • To ensure standardization and structured metadata, to improve the completeness and quality of the dataset descriptions.
  • Ensure coherence of open sets of published data using Semantic Web technologies;
  • Within reasonable limits to adapt the composition of collected indicators and frequency of data collection, taking into account the requests of developers and users of services.
