The unapproved minutes of the January 21, 2014 teleconference were posted January 22, 2014 on the SPDC Forum. An E-mail was sent to members asking them to review the minutes, and forward any comments to the Chairman.

7  Chair’s Remarks

7.1  WG Scope

1. Develop and recommend standard methods for testing and rating surge protective devices. [C62.36 – revision in progress]

2. Prepare sections defining the characteristics and recommended application criteria for these devices for incorporation into the Low Voltage Surge Protective Devices Application Guide. [C62.43 ]

3. Establish performance characteristics for surge protective devices packaged to be connected to low voltage communications and signaling circuits for multiple component combinations of linear or non-linear elements. [C62.64-2009]

4. Coordinate and incorporate sections prepared by other groups for single devices.

7.2  Philosophy

As well as providing a catalog of tests for SPDs, I view C62.36 as a vehicle for rapidly establishing new tests, or revising old ones, in the light of recent field experience.

8  Old business: Continue work on C62.36 as needed [see 8.3 status]

8.1  PAR as approved 2/5/2010 [expires 12/31/2014]

Scope of Proposed Standard: This standard applies to surge protectors for application on multiconductor balanced or unbalanced data, communications, and signaling circuits with voltages equal to or less than 1000 V rms, or 1200 V dc. These surge protectors are designed to limit voltage surges, current surges, or both.

This standard describes the methods of testing and criteria for determining the end of life of electrical surge protectors used in low-voltage data, communications, and signaling circuits. The surge protectors covered are multiple-component series or parallel combinations of linear or nonlinear elements, packaged for the purpose of limiting voltage, current, or both.

This standard is not intended to cover packaged single gas tube, air gap, varistor, or avalanche junction surge-protective devices, which are covered by IEEE Std C62.31, IEEE Std C62.32, IEEE Std C62.33, and IEEE Std C62.35, respectively.

Specifically excluded from this standard are test methods for low-voltage power circuit applications. For protection of wire-line communication facilities under the specialized conditions found at power stations, consult IEEE Std 487.

Purpose of Proposed Standard: This standard provides a detailed set of performance and end-of-life tests for multiple-component surge protectors.

Need for the Project: C62.36-2000 [a reaffirmation of C62.36-1994] has been widely used in the telecommunications industry, but is now significantly out of date. It needs to be reviewed, and test methods added, deleted, merged, or revised to reflect current practice and improvements resulting from the use of the Standard.

8.5  Revisions of the draft based on action items from the last meeting

At the last meeting a review of the revised draft was begun, to verify that the references to clauses, figures and tables were correct, or correct them if they weren’t. The review got through clause 8.2, leaving clauses 8.3 – 8.10 yet to be reviewed. There were 2 action items as a result of the review:

·  In clause 7.10 there is a figure 21, but no reference to it in the text of the clause. As this clause was written by Mick, he agreed to find a place to insert the reference. [discuss contribution]

·  In clause 7.12 there was a question about whether the Table was the correct one. Mick to check and report. [discuss contribution]

·  Ernie said that clauses 7.14 and 7.15 could be revised to reflect field experience in the way humidity affects SPD performance. With that in mind, he will submit a mark-up of these clauses for WG consideration. [discuss contribution]

8.6  Further revisions to PC62.36

·  Check the remaining references in the revised text.

·  Consider moving the material in C62.43 clauses 4 and 5 to C62.36

·  Consider new tests or modifications to existing ones. Two possibilities:

o  Do Lightning Isolation Transformers [LIT] treated as SPDs require any new tests to be added to C62.36 [e.g. a test for insulation breakdown]

o  Are there any tests that need to be added for protectors used on Ethernet lines?

·  Review the resulting document

9  New business

9.1  Initiate a project to revise PC62.36

After C62.36 publishes, get a PAR to revise it, based on the work done in clause 9.

9.2  Form a Task Force to plan the future of C62.43 and C62.64

·  Possibly replace C62.43 and C62.64 with a document titled something like: Applications Guide and Preferred Values for Test Methods for Surge Protectors Used in Low-Voltage Data, Communications, and Signaling Circuits

·  Assuming the material in clauses 4 and 5 of C62.43 has been moved to C62.36 per clause 9, delete these clauses. Then:

o  Annex A: Is it needed, or would a reference to k.applspd be adequate?

o  Annexes B – F: Keep as is, delete, revise?

o  What material in C62.64 should be incorporated into the new standard?

·  Does any material on the location of SPDs need to be added [e.g. the effect or remote ground]?

·  Does any material dealing with GPR needed to be added?

·  Are there any issues with the protection of Ethernet that need to be addressed?

·  Does any material on insulation barrier breakdown need to be added?

9.3  Initiate a project to revise C62.43 and C62.64

9.4  C62.36 Addendum [new item for future consideration]

Due to the rapid advance of technology, C62.36 should be updated probably once a year. Rather than open the standard every year, it may be appropriate to issue addenda until it is time to revise C62.36. If anyone has an idea for a new test, or a revision to an existing one, we could consider it here.
